The session was chaired by Speaker of the Malaysian House of Representatives, President of AIPA-46 Tan Sri Dato' Johari Bin Abdul with the participation of Heads of Delegations of AIPA member Parliaments and AIPA Secretary General.
This is the first important activity within the framework of the 46th AIPA General Assembly to review and unify the agenda, discussion content of the committees, list of draft resolutions and other important contents to be discussed and approved at the conference.

Sharing the meaning of the theme AIPA-46 “Parliament at the forefront for an inclusive and sustainable growth ASEAN”, the leaders of the National Assembly and Parliaments of the countries believe that the theme of the General Assembly is consistent and resonates with the common theme of the ASEAN Chairmanship Year 2025 “Inclusive and Sustainable”, at the same time demonstrating the responsibility and companionship of the National Assemblies/Parliaments of AIPA members in strengthening solidarity and building a self-reliant, creative, dynamic, people-centered ASEAN Community.

Speaking at the session, National Assembly Chairman Tran Thanh Man highly appreciated Malaysia's preparations; affirmed that the Vietnamese delegation supports and closely cooperates with the Malaysian Parliament and AIPA member parliaments/parliaments, actively contributing to the overall success of the 46th AIPA General Assembly, helping to promote inclusive and sustainable development in the region.
The National Assembly Chairman also highly appreciated the support of the National Assemblies/Parliaments of member countries for the draft resolutions proposed by Vietnam and submitted to the AIPA-46 General Assembly for approval to promote cooperation in priority areas such as digital economy and digital transformation, cyber security, enhancing intra-bloc trade, improving the effectiveness of cooperation with partners, etc., promoting the role of parliamentary diplomacy in maintaining peace and stability in the region.

Also on September 17, Vietnamese National Assembly deputies attended the fourth ASEAN-AIPA Dialogue with the theme “Building an inclusive and sustainable future”, the AIPA Women Leaders Forum with the theme “Women Leaders in Future Governance: Leading Digital Transformation and Sustainable Development” and the AIPA Young Parliamentarians Discussion session with the theme “Youth in Action”.

The National Assembly Chairman congratulated Cambodia on its recent development achievements, including the opening of Techo International Airport on September 9, and firmly believed that Cambodia would continue to achieve many comprehensive achievements in national construction and development.
President Khuon Sudary emphasized that the Cambodian people will never forget Vietnam's contribution in helping Cambodia escape genocide and rebirth. The two countries have always stood side by side in the past struggle for national independence as well as in the cause of national construction and development today.

The two Presidents also emphasized the potential for connecting the two economies of Vietnam and Cambodia, especially in transport, border gates, and border trade, thereby increasing trade and investment cooperation. Discussing international issues, the two leaders also agreed to strengthen close coordination and mutual support at multilateral regional forums, including inter-parliamentary forums, emphasizing ASEAN's central role, contributing to peace, stability and development in the region and the world.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh to senior leaders of Timor-Leste.
National Assembly Chairman Tran Thanh Man said Vietnam always supports and is willing to share good experiences with Timor-Leste in the process of integrating into the ASEAN "big family"; and suggested that the two sides promote the exchange of high-level delegations and all levels, aiming to soon elevate the bilateral relationship to a new height.
President of the National Assembly of Timor-Leste Maria Fernanda Lay sincerely thanked Vietnam for always accompanying and supporting Timor-Leste since it became an observer and will soon become a full member of ASEAN.
The Parliament of Timor-Leste has ratified the Visa Exemption Agreement for diplomatic and official passport holders; wished that Vietnam would soon open an embassy in Timor-Leste and thanked Vietnam for its continued cooperation in ensuring food security for Timor-Leste.
To further promote bilateral cooperation in all aspects, National Assembly Chairman Tran Thanh Man suggested that the two sides soon organize the first meeting of the Joint Committee on Economic and Technical Cooperation between Vietnam and Timor-Leste to discuss specific measures to effectively exploit cooperation potential on the basis of signed agreements; effectively implement signed agreements as well as soon complete and strive to sign bilateral documents in the fields of education and training, rice trade, consulates, science and technology, tourism, clean energy, etc. during the visit of senior leaders.

Regarding cooperation between the two legislative bodies, the two leaders agreed to further strengthen cooperation between the two National Assemblies through measures such as: exchanging delegations; sharing legislative experience, perfecting institutions; sharing information and contributing to improving the efficiency of parliamentary activities; coordinating to effectively monitor cooperation agreements between the two countries and facilitating comprehensive bilateral cooperation, including economic, local, business and people-to-people connections, etc.
Discussing international issues, both sides emphasized the need to strengthen cooperation, consolidate solidarity and the central role of ASEAN, especially in regional issues, coordinate and support each other at regional and international forums, and multilateral parliamentary forums.
