Accordingly, to overcome the current local traffic jams that often occur from 4 to 10 hours on National Highway 31, affecting the purchasing and consumption of lychees, the Chairman of the Provincial People's Committee requested the Chairman of the People's Committee of Chu town and the Chairmen of the People's Committees of Luc Ngan and Luc Nam districts to directly direct the functional forces in the area to guide the work of order, ensuring absolutely no trucks or containers stop and park on National Highway 31.

When there is a risk of traffic jam, it is necessary to guide cars to run on other routes to create favorable conditions for people selling lychees.
Small trucks weighing lychees must park at branch roads connecting to Highway 31 or at points on Highway 31 with parking areas, not on the roadway; buses, passenger vehicles, and other cars that stop or park at illegal points on Highway 31 must be strictly handled.
At the same time, propagate and mobilize other freight vehicle owners to limit activities on National Highway 31 between 4am and 10am every day; arrange civil defense forces and local militia to organize traffic flow and guide lychee sellers to move in order to lychee purchasing points.
Organize a meeting before 8:00 p.m. on June 19, 2025 with military and police units in the area to discuss solutions to mobilize forces to support ensuring traffic order and safety, serving consumption.
There are traffic diversion measures to encourage cars to travel along two routes: the new Chu bridge road in Nam Duong commune (Chu town) - My An commune - provincial road 293; the road from My An commune (Chu town) - Quy Son commune (Chu town) - Dong Hung commune (Luc Nam), reducing the transportation pressure on National Highway 31.
The Chairman of the People's Committee of Chu town and the Chairmen of the People's Committees of Luc Ngan and Luc Nam districts shall be responsible to the Chairman of the Provincial People's Committee if traffic jams occur, affecting the purchase and consumption of lychees.
The provincial police directed functional units and commune-level police to develop detailed and specific plans to ensure traffic safety along National Highway 31 (where lychee purchasing and consumption activities take place); coordinate with localities to direct functional forces to participate in ensuring security and order; and resolutely and strictly handle violations.
Requesting Division 325, Army Corps 12 to closely coordinate with localities to arrange forces to support ensuring traffic order and safety in the area.
