"Join hands to fight waste for development"

* Dear Chairman of the Provincial People's Committee, currently, in parallel with the fight against corruption and negativity, the Party and State are focusing on promoting the fight against waste. Could you tell us how Quang Nam province has, is and will continue to carry out this task?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:

The Party Committee and the Government of Quang Nam province have identified that preventing corruption, negativity and waste is one of the key solutions to achieve the highest results in achieving the goals of the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress, term 2020 - 2025. With this task, the issue that is always carried out continuously, without stopping is to educate and train revolutionary ethics, public service ethics; build a culture of integrity; encourage cadres and party members to increase thrift practice, respect working time, money, state assets, and people's efforts. Create strong changes in this work according to the motto "preventing corruption, waste and negativity must come from the grassroots, from the Party cells".

The Provincial People's Committee has requested sectors, localities and units to review and thoroughly resolve long-standing problems related to key projects of the province, low-efficiency projects, causing great loss and waste. The whole province has strengthened the practice of thrift, combating waste in the use of the state budget; thoroughly cutting down regular expenditures, non-urgent expenditures to reserve development investment expenditures, especially important and essential socio -economic infrastructure projects. This has been implemented very effectively in the past time and in the coming time, the province will continue to promote innovation in the management of regular expenditures, strengthen bidding, ordering, budget allocation, encourage decentralization, delegation of authority, and autonomy for units using the state budget.

Preventing corruption, waste, and negativity is a central task of the entire political system; people must also participate. The most important and decisive thing is to put it under the leadership of the Party. Preventing corruption, waste, and negativity must start from the Party cell. Each Party member must be aware of the work of preventing corruption and waste. If it starts from the Party members, contributing to this process will be very successful.

Leaders of Party committees and authorities at all levels need to be resolute in directing the implementation of this task. But first of all, leaders must set an example and be truly resolute in implementation to bring about good results.

* The issue that is receiving much attention today is the risk of wasting facilities after the reorganization of localities, units, and organizational apparatus. Could you please tell us what is the province's orientation in solving this problem?

CHAIRMAN OF THE PROVINCIAL PEOPLE'S COMMITTEE LE VAN DUNG:

We have been reorganizing administrative units and apparatus. Innovating the organizational and management system and improving operational efficiency to streamline focal points, overcome overlaps, spread out, avoid duplication of functions and tasks of public service units, etc., is also practicing thrift, when reducing large budget sources for the state apparatus.

Preventing waste of facilities after rearrangement is an extremely urgent and necessary task. Before the National Assembly Standing Committee issued Resolution No. 1241 dated October 24, 2024 on the rearrangement of district and commune-level administrative units of Quang Nam province for the period 2023 - 2025, the province also rearranged district and commune-level administrative units and developed a project to resolve the post-rearrangement facilities. Thereby, ensuring the minimum waste of facilities. This project continues to be applied when implementing Resolution No. 1241.

Along with the arrangement of localities, Quang Nam has been arranging departments, branches and units in the province. The Provincial People's Committee will develop a detailed project on arrangement, use and rational arrangement; for facilities that are no longer in use, they will be promptly liquidated to overcome waste. In the province, there are still some facilities of agencies and offices that were merged but are not currently in use. The Provincial People's Committee has directed departments, branches, especially district-level administrative units to review and report to the Provincial People's Committee in detail and specifically on works, houses and offices that have not been effective. Accordingly, the Provincial People's Committee will have specific measures to direct the handling and combat waste.

Save a lot of money to reserve resources for development

In 2024, Quang Nam will save 10% of regular expenditure to create a source for salary reform for budget units under the provincial budget and district-level People's Committees, worth more than VND 375.1 billion. Save 5% of the regular expenditure estimate for budget units under the provincial budget and district-level People's Committees, worth nearly VND 91 billion. During the budget appraisal process, the contents of incorrect regimes, wrong objects, wrong standards and norms were cut, amounting to more than VND 6.7 billion. Agencies and units have saved by implementing the spending contract mechanism, delegating autonomy with an amount of more than VND 48.4 billion; saving administrative management expenses, implementing national target programs, scientific research, technology, education and training, health care... more than VND 36.6 billion.

Regarding the management of financial investment in basic construction, the state budget has been saved nearly 459.4 billion VND. Of which, savings through design and estimate appraisal are nearly 35.9 billion VND; savings through bidding and competitive bidding are more than 400.7 billion VND; savings through the review and approval of completed project settlement are more than 22.7 billion VND.
