Strong changes in the workers' movement and trade union activities

On December 3, in Hanoi , after 3 days of working with the spirit of promoting democracy, concentrating intelligence and high responsibility, the 13th Congress of Vietnam Trade Union, term 2023 - 2028, completed all the contents of the proposed program.

Innovation - the spirit throughout

It can be said that the new point in the way of organizing this Congress is the spirit of innovation shown throughout the activities. Before the Congress, the Vietnam General Confederation of Labor opened 10 thematic forums to discuss and propose initiatives for 10 major issues facing the Trade Union organization, including innovating the work of gathering and mobilizing workers to join the Trade Union organization, improving the quality of the team of grassroots Trade Union Chairmen; innovating the work of organizing patriotic emulation movements among workers and civil servants; focusing resources on promoting dialogue, negotiation, and signing of collective labor agreements, especially on wages and working conditions. The forums were organized to promptly collect opinions and proposals to synthesize and incorporate them into the Congress documents and form solutions to organize the implementation of the Resolution.

To make the 13th Congress of the Vietnam Trade Union truly a broad political activity among cadres, union members and workers, trade unions at all levels have organized many meaningful activities to welcome the Congress. In particular, the Vietnam General Confederation of Labor has coordinated with the National Assembly Office to successfully organize the "Workers 2023" Forum under the chairmanship of the National Assembly Chairman with the participation of 500 delegates of cadres, union members, workers and civil servants nationwide.

The 13th Congress of the Vietnam General Confederation of Labor for the 2023 - 2028 term sets out groups of targets to strive for. Specifically, 7 groups of annual targets include: 85% or more of union members and workers are informed, disseminated, studied, and thoroughly grasped the Party's guidelines and resolutions, the State's policies and laws related to labor and unions. The union participates in promoting at least 65% of workers at enterprises to participate in learning to improve their qualifications and professional skills. 100% of grassroots union unions in the administrative sector, public service sector, state-owned enterprises, at least 85% of grassroots union unions in enterprises and non-state-owned units participate with employers in promulgating and implementing grassroots democracy regulations. On average, each grassroots union introduces at least 01 outstanding union member to the Party for consideration, training and admission. 100% of newly elected grassroots trade union chairmen are trained and fostered in appropriate forms. At least 80% of grassroots trade unions at the level directly above the grassroots level are classified as having completed their tasks well; at least 80% of grassroots trade unions in the state sector and 55% of grassroots trade unions in the non-state sector are classified as having completed their tasks well; at least 80% of grassroots trade unions in non-state enterprises are qualified to establish mass women's unions according to the provisions of the Charter of the Vietnam Trade Union. 100% of grassroots trade unions at the level directly above the grassroots level organize the implementation of financial inspections at the same level on schedule. At least 10% of grassroots trade unions in enterprises are financially inspected and supervised by the higher-level trade unions.

Three target groups by the end of the term include the whole country having 15 million union members, establishing grassroots organizations in 100% of enterprises with 25 or more employees; at least 83% of enterprises and units with union organizations that meet the conditions prescribed by law are allowed to negotiate and sign collective labor agreements according to the law; striving for 90% or more of labor cases filed in court to be supported by the union, participating in litigation and protection when union members request.

Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that the goal of the 2023 - 2028 term is to innovate the organization and operation of the Trade Union, build a strong and comprehensive Vietnam Trade Union, focus on performing well its functions and tasks, meeting the requirements of the new situation, focusing on representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; actively and proactively participating in state management and socio-economic management.

Trade union - the nucleus, uniting the working class and laborers

Speaking at the Congress, General Secretary Nguyen Phu Trong praised and highly appreciated the efforts, achievements and progress of the workers' movement and trade union activities nationwide in the past term. The General Secretary emphasized that trade unions at all levels nationwide have overcome all difficulties, innovated and implemented comprehensively and focused on key areas of work, and basically completed the main goals set. Trade union activities have been strongly oriented towards the grassroots, expanded and invested more in the non-state enterprise sector, focused on caring for, representing and protecting the rights of union members and workers. The organizational model of the trade union has been increasingly improved, and the quality of the trade union staff has been gradually improved.

The General Secretary emphasized how to make Trade Unions at all levels truly the core, gathering and uniting the working class and laborers nationwide; continue to attach importance to and further innovate the content and methods of propaganda, mobilization, education, and training of cadres, civil servants, public employees, workers, and laborers to improve their professional qualifications, professional skills, political awareness, class awareness, patriotism, national pride, and self-respect, contributing to building an increasingly strong and modern Vietnamese working class. Trade Unions at all levels must affirm their role as representatives of laborers, care for and protect the legitimate and legal rights and interests of laborers; continue to further innovate the organizational model, content, and methods of Trade Union activities to suit the labor structure, types of enterprises, needs, aspirations of workers, and requirements of international integration. Trade unions must promote their role and perform better their function of participating in Party building and the political system, considering this the responsibility and political right of union members, civil servants, employees, laborers and trade union organizations.

Speaking after the success of the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang said that in the coming time, the Vietnam Trade Union will continue to strengthen propaganda, mobilization, improve political capacity, educational level, professional skills, industrial style, labor discipline, legal awareness of union members and workers; build a modern and strong working class, contributing to realizing the aspiration to develop a prosperous and happy country. By the end of the term, towards the 100th anniversary of its founding, the Vietnam Trade Union will be strong in all aspects, a reliable support for workers, a solid political and social foundation of the Party and State.

Deeply aware of the mission and responsibility assigned by the Party and union members, workers, civil servants and laborers nationwide, the Congress affirmed the determination of all levels of Trade Unions and cadres to strive to practice, take advantage of opportunities, overcome all difficulties and challenges, proactively innovate organization and activities; represent, care for and protect the legitimate and legal rights and interests of union members and laborers; step up propaganda, education, and building a strong working class; actively contribute to the cause of building and defending the Fatherland.

President of the 13th Vietnam General Confederation of Labor Nguyen Dinh Khang affirmed that the success of the 13th Congress of the Vietnam Trade Union has strongly encouraged cadres, union members, workers and civil servants nationwide to seize opportunities, overcome challenges, continue to innovate trade union organizations and activities, create new strength for the working class and the Vietnam Trade Union, and contribute to the successful implementation of the cause of industrialization, modernization of the country and international integration.

With the new spirit and momentum from the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang requested that immediately after the Congress, all levels of the Trade Unions should organize well the research, dissemination, and wide dissemination to all cadres, union members, workers, civil servants, and laborers nationwide about the results of the Congress and the tasks set forth by the Congress; develop action programs and specific projects and plans to put the Congress Resolution into practice, creating a strong change in the workers' movement and activities of the Vietnam Trade Union...
