Transformation from breakthrough works in Hai Duong City

The surveillance camera system put into operation has contributed significantly to ensuring security and order in Lien Hong commune ( Hai Duong city).

Lien Hong Commune is one of the leading localities in Hai Duong City in deploying and installing surveillance cameras in village roads and residential areas. The Commune Party Committee has chosen this as a breakthrough that requires focused leadership, direction, and implementation. Thanks to the active participation of Party committees, authorities, and organizations, in a short time, Lien Hong Commune has completed the installation of 59 surveillance cameras in 5 villages with a total cost of more than 300 million VND. All costs were contributed and supported by people in the villages.

Since its inception, the camera system has been effective in preventing and tracking down criminals. Violations of traffic safety and littering on the streets have also been detected and promptly reported.

Comrade Vu Duc Quy, Secretary of the Lien Hong Commune Party Committee, said: “Thanks to the consensus and support of the people, the deployment and installation of the camera system has been smooth. Since the system was put into operation, it has been effective. The commune has provided images to the Hai Duong City Police to investigate the causes of a number of traffic accidents. Violations of urban order and traffic safety in the villages have also been detected and promptly corrected.”

In Tu Minh ward, the implementation of breakthrough work related to site clearance has also brought about many clear results. Thanks to the working groups doing a good job of propaganda and mobilization, regularly grasping the situation, thoughts and legitimate aspirations of the people, the projects in the ward have all been cleared smoothly.

The project to renovate and expand Vu Cong Dan Street, phase 1, is expected to be completed 2 months ahead of schedule thanks to the quick site clearance. Mr. Tran Tien Quan, acting Chairman of Tu Minh Ward People's Committee, said: "Thanks to good propaganda and mobilization work, people agreed to carry out site clearance for project construction. All more than 100 households voluntarily handed over the site, some households even handed over before agreeing on the compensation and support plan, no households had to be forced to carry out."

Overcoming limitations

The favorable site clearance work contributes to speeding up the progress of the project to renovate and expand Vu Cong Dan street phase 1 in Tu Minh ward (Hai Duong city).

Since the beginning of the term, every year, the Party cells and Party Committees under the Hai Duong City Party Committee have registered breakthrough and creative tasks to focus on leading and directing the implementation. At the end of the year, the results of the implementation of the tasks must be reported to the Standing Committee of the City Party Committee and be the basis for evaluating the level of task completion of the organization and the head. In particular, breakthrough and creative tasks in grassroots party organizations must be assigned to be implemented in accordance with the motto "5 clear". The Standing Committee of the City Party Committee has assigned members of the Standing Committee in charge to regularly monitor the situation and progress of implementation to promptly direct and urge implementation. For unfinished tasks, the subjective and objective causes must be clearly stated to focus on overcoming them.

Thanks to the positivity and determination from the grassroots, in 2022 and 2023, Hai Duong City has successfully carried out the breakthrough and creative tasks of site clearance on schedule. Every year, the People's Committee of Hai Duong City has developed an implementation plan for each project, associated with the responsibilities of units and individuals; at the same time, it requires agencies, units and localities to strictly implement the coordination regulations to speed up the site clearance progress of works and projects. In 2023, Hai Duong City completed the approval of the compensation and support plan for site clearance with an amount of more than 500 billion VND, exceeding nearly 70% of the annual plan. In 2024, the Standing Committee of the Hai Duong City Party Committee approved the breakthrough and creative work of 118 cadres under the management of the Standing Committee of the City Party Committee with specific and practical contents, meeting the practical requirements.

Comrade Tran Viet Hung, Standing Deputy Secretary of the Hai Duong City Party Committee, said that the breakthrough and creative tasks that cadres registered to perform were discussed by the Standing Committee of the City Party Committee and given specific instructions before being approved for implementation. In 2024, the Standing Committee of the City Party Committee selected and registered the breakthrough and creative tasks of leading and directing the promotion of digital transformation and increasing budget revenue. These are tasks that Hai Duong City still has limitations in, and the results of implementation in the past have not met the requirements and goals set.
