At the invitation of the Government of the United Arab Emirates (UAE) and the Government of the Republic of Turkey, on the afternoon of November 28, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, will leave Hanoi to attend the World Climate Action Summit within the framework of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28), conduct a number of bilateral activities in the UAE and pay an official visit to Turkey.

Deputy Minister, could you please tell us about Vietnam's expectations for the World Climate Action Summit within the framework of COP28?
The World Climate Action Summit within the framework of COP28 is of utmost importance in the context that climate change continues to be the biggest global challenge, receiving the highest attention from the international community in 2023.
The presence of more than 130 Heads of State and Prime Ministers from countries to discuss and seek long-term solutions in responding to climate change has shown that the COP28 Conference is the most important multilateral event on climate change this year.
Globally, the severe impacts of climate change require countries to take urgent and strong action to achieve the Paris Agreement target of keeping global temperature rise to 1.5 degrees Celsius.
This means closing the gap between commitments and results, especially in terms of greenhouse gas emissions reduction, climate finance (including adaptation finance) and supporting developing countries to overcome losses and damages caused by climate change.
Responding to climate change requires a global, all-people approach, ensuring climate equity and justice, and based on international solidarity and cooperation, in which developed countries play a leading role, creating momentum for climate action, while increasing support for developing countries.
Therefore, by attending the COP28 Conference this time, Vietnam hopes that the conference will achieve substantial progress, especially in the four top areas of concern.
First, countries continue to take strong actions to reduce greenhouse gas emissions and carry out energy transitions in a sustainable and equitable manner.
Second, developed countries fulfill their commitments, especially in providing finance and supporting technology transfer to developing countries in this process (including fulfilling commitments with the goal of mobilizing 100 billion USD per year and increasing the commitment level for the period up to 2025 and 2030).
Third, pay due attention to climate change adaptation activities, and come up with a clear and feasible global adaptation target framework.
Fourth, put the Loss and Damage Fund into operation soon to have a new, larger financial source to support developing countries and those most severely affected by climate change.

Since Prime Minister Pham Minh Chinh announced Vietnam's commitment to achieving net zero emissions by 2050 at COP26 (2021), the Government, ministries, sectors and localities of Vietnam have taken drastic and specific actions to achieve this goal.

Prime Minister Pham Minh Chinh's official visit to Türkiye and bilateral activities in the United Arab Emirates (UAE) on the occasion of attending COP28 are of great significance, taking place on the occasion of the 45th anniversary of Vietnam establishing diplomatic relations with Türkiye and the 30th anniversary of establishing diplomatic relations with the UAE.
This is also the first official visit of a Vietnamese Prime Minister to Türkiye.
Therefore, we expect the visit to contribute to strengthening political trust and creating new momentum and breakthroughs for Vietnam's cooperation with Türkiye and the UAE in all fields, from economics, trade, investment, to new areas of cooperation such as innovation, science, technology, energy, etc.
