Convert into urban - commercial - service area

As the oldest industrial park (IP) in the country (established in 1963), Bien Hoa 1 Industrial Park is being transformed into an urban - commercial - service area including political, administrative, urban, commercial, service and riverside urban areas with the orientation of becoming a "Net zero urban area" in the future.

Relocation efforts

To implement the project of converting Bien Hoa 1 Industrial Park into an urban - commercial - service area combined with environmental improvement, Dong Nai province must reclaim about 329 hectares of land from households, individuals and businesses. The Provincial Land Fund Development Center has reclaimed more than 129 hectares of clean land, of which the priority area is more than 70.5 hectares and the remaining area is 58.5 hectares. Since the beginning of July 2025, the People's Committee of Tran Bien Ward (Dong Nai) has actively mobilized, so most of the assets of people in the priority recovery area have been relocated.

Meanwhile, the dismantling and relocation of enterprises' works in Bien Hoa 1 Industrial Park is still slow. The Southern Basic Chemicals Group has 4 companies (Southern Rubber, Southern Battery, Southern Basic Chemical and Welding Rod Industrial Gas) in the priority areas (1 and 2) to relocate before August 31. According to the group's leaders, the unit agrees with the province's policy, but there are many machines and equipment, and environmental procedures at the new location are complicated, so the relocation cannot be completed yet... Mr. PVT, Director of KVT LLC, said that the company specializes in casting gray iron, ductile iron and buying and selling mechanical products since 2008. The company has invested billions in machinery and equipment. When Dong Nai province has a policy to convert the function of Bien Hoa 1 Industrial Park, Mr. T. hopes that the province will have appropriate policies, support relocation costs and create conditions for leasing land to rebuild the factory.

According to the leader of Dong Nai Provincial People's Committee, the policy of relocating Bien Hoa 1 Industrial Park was established many years ago. In the past, the authorities have followed the correct procedures and regulations, ensuring the rights of enterprises in the relocation. Currently, the relocation of factories and enterprises in Bien Hoa 1 Industrial Park is still slow, so Dong Nai Provincial People's Committee requested enterprises to overcome difficulties, quickly complete the relocation, return the site to the State so that the locality can implement the project of converting the function of the Industrial Park, contributing to urban beautification and environmental protection.

Formation of urban - commercial - service areas

Bien Hoa 1 Industrial Park was established in 1963 under the name Bien Hoa Industrial Park. After April 30, 1975, Bien Hoa Industrial Park changed its name to Bien Hoa 1 Industrial Park and was the first industrial park in the country. On January 28, 2021, the Prime Minister issued a document approving the removal of Bien Hoa 1 Industrial Park from the planning of industrial parks. The Provincial People's Committee also approved the Project to convert the function of Bien Hoa 1 Industrial Park into an urban, commercial, service and environmental improvement area in February 2024.

The urban, commercial and service area includes the Dong Nai Province Political and Administrative Center with an area of ​​about 44 hectares and a service urban area of ​​more than 286 hectares. Bien Hoa 1 Industrial Park has a favorable location connecting to the urban transport system such as National Highway 1A (Hanoi Highway), National Highway 51, metro line connecting to the center of Ho Chi Minh City... will become an important focal point connecting the functional areas of Dong Nai province in the future. Recently, the People's Committee of Dong Nai province awarded the first prize for the idea "Bien Hoa Dong Pho" designed by the consortium of Encity International Consulting Joint Stock Company and PT Studio Rancang Urban Selaras with the goal of building an administrative, commercial and service center towards Net zero after converting Bien Hoa 1 Industrial Park. "Bien Hoa Dong Pho" is an administrative and commercial center developed in association with public transport, a model urban area following the Net zero trend. Along with that, the urban architecture of the industrial park is sustainably combined with the natural landscape, with a large green space system seamlessly connecting squares, urban parks to the Dong Nai River.

According to Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, the locality hopes that after converting the function of Bien Hoa 1 Industrial Park into an urban, commercial and service area, the overall landscape architecture of Dong Nai River, Cai River and Hiep Hoa Islet will be harmoniously combined, meeting the requirements for harmony between architectural works, especially associated with the political and administrative center of the province with squares, parks, river landscapes with a scale worthy of a political and administrative center of the province located in Bien Hoa - Dong Nai with a history of more than 300 years.

Dong Nai Department of Construction is continuing to research and advise the Provincial People's Committee to deploy related planning projects, continue to organize architectural competition for the Provincial Political and Administrative Center to get the most beautiful, reasonable, economical and feasible plan so that it can soon be deployed and put into use in 2029.
