Thai Binh Provincial Police received the emulation flag from the Ministry of Public Security.

On the morning of January 4, the Provincial Police held a conference to review public security work and emulation movement for national security in 2023, deploy public security tasks and launch emulation movement in 2024.

In 2023, the emulation movement for national security was implemented by the police force with many innovations and creativity, achieving many outstanding achievements and feats in all aspects of work. Political security was stable, avoiding passivity, surprise, terrorism, sabotage, riots, and the formation of "hot spots" of security and order (SOT). The fight against crime was deployed synchronously and drastically, creating positive changes in social order and safety right at the grassroots level. The effectiveness of state management of SOT was enhanced. The movement "All people protect national security" was maintained and promoted, and the task of protecting SOT in the locality was widely socialized. Crimes related to social order in the locality were reduced by 5%; 100% of crime reports and denunciations were received, and prosecution recommendations were made, with a resolution rate of over 90%, without wrongful convictions or missed crimes. Criminal offenses decreased by 7.8%, the investigation and discovery rate reached 94.42%, serious cases reached 92.3%, 40 criminal lines and gangs were eliminated, 5 lines and 13 complex drug dens were eliminated... The administrative reform index of the Provincial Police reached 96.11%, ranked excellent, ranked 4th nationwide. The DDCI index of the Provincial Police ranked 3rd out of 21 departments, branches and sectors of the province. Many targets in implementing Project 06, ensuring fire prevention and fighting safety exceeded the targets assigned by the Ministry of Public Security... Thai Binh Provincial Police have excellently completed the targets and tasks, and were awarded the emulation flag by the Ministry of Public Security and the Provincial People's Committee in 2023.

Speaking at the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged and commended the achievements of the police force in the past time. He emphasized that 2024 is an important year for the province to successfully implement the goals set out in the Resolution of the 20th Provincial Party Congress, in which ensuring security and order is a very important task. The Provincial Police need to continue to be a pioneer and exemplary in implementing the Central and Provincial directives on ensuring security and order. Grasp and forecast the situation closely and accurately to proactively develop specific plans and solutions. Fight and defeat all plots of hostile and reactionary forces, not to form or develop "hot spots" of security and order, prolonged complaints, and large gatherings. Continue to reduce crimes against social order, strictly handle crimes according to the motto "no forbidden zones", not to form gangs and criminal organizations. Improve the quality of investigation and handling of crimes, especially cases under the supervision and direction of the Provincial Steering Committee for Anti-Corruption and Negativity. Focus on improving the effectiveness and efficiency of state management of security and order, promoting administrative reform, implementing Project 06 well, promoting digital transformation, creating a stable environment to attract investment. Strengthen management and supervision of fire prevention and fighting; ensure traffic safety, strengthen the management of weapons, explosives, support tools and fireworks, strictly handle violations. Improve the quality of coordination with functional forces, units and localities in performing tasks.

Speaking at the conference, Senior Lieutenant General Nguyen Duy Ngoc, member of the Party Central Committee, Deputy Minister of Public Security, requested the Thai Binh Provincial Police to thoroughly grasp and seriously and fully implement the instructions of the Ministry of Public Security and the province to successfully complete the plans, targets and tasks of the public security work in 2024, creating positive changes in the work of ensuring security and order and building a clean and strong Thai Binh Police force. Continue to do a good job of forecasting the actual situation more closely and accurately to proactively take preventive solutions in the work of ensuring political security and social order and safety.
