On February 12, Dien Bien Provincial Party Committee held a conference to announce the decisions of the Provincial Party Committee and the Provincial Party Committee Standing Committee on reorganizing the apparatus of agencies and Party organizations under the Provincial Party Committee and personnel work.
Implementing Resolution No. 18-NQ/TW of the Party Central Committee on innovation and reorganization of the political system, Dien Bien Provincial Party Committee announced the decision to terminate the operations of units; the decision to establish Party Committees of provincial Party agencies; the decision to establish the Party Committee of the Provincial People's Committee; the decision to merge the Propaganda Department and the Provincial Party Committee's Mass Mobilization Department and the decisions to transfer and appoint cadres for individuals.
Dien Bien Provincial Party Committee has announced the decision to end the operations of 3 units including: Provincial Party Delegation and Executive Committee; Provincial Party Committee of Agencies and Enterprises; Provincial Cadre Health Care and Protection Board.
Newly established Party Committee of Provincial Party agencies including 21 comrades (19 comrades assigned, 2 comrades left vacant); Standing Committee of Party Committee including 7 comrades.
Newly established Provincial People's Committee Party Committee, including 27 comrades (currently assigned tasks to 25 comrades, leaving 2 vacant positions); Mr. Le Thanh Do, Chairman of Dien Bien Provincial People's Committee is Secretary of Provincial People's Committee Party Committee.
The conference announced the Decision to merge the Provincial Party Committee's Propaganda and Mass Mobilization Committee to establish the Provincial Party Committee's Propaganda and Mass Mobilization Committee. After the merger, the Propaganda and Mass Mobilization Committee includes 1 head and 5 deputy heads.

At the conference, Mr. Tran Quoc Cuong, Secretary of Dien Bien Provincial Party Committee, requested the Party Committees of the provincial Party agencies and the Provincial People's Committee to focus on directing the development of specific plans, making thorough and thoughtful preparations in all aspects to successfully organize the Party Congress at their level and direct the congresses of grassroots party organizations (term 2025-2030) in accordance with regulations. At the same time, it is necessary to proactively grasp the situation, promptly advise the Provincial Party Committee Standing Committee in directing and resolving arising issues related to the organization of Party Congresses at all levels, ensuring the implementation process takes place on schedule, closely and effectively.
Require the collective leadership of the Provincial Party Committee's Propaganda and Mass Mobilization Committee and each individual to proactively advise the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee on the propaganda and mass mobilization work of the Provincial Party Committee and directly direct the implementation of these important areas of work.
Party committees and organizations at all levels are required to continue to promote ideological work, promptly encourage cadres and party members to feel secure in their work, maintain political will and promote the highest sense of responsibility; at the same time, Party committees and organizations must pay attention to fully and promptly implementing regimes and policies for cadres, civil servants, public employees and workers affected by the process of restructuring the apparatus.
Provincial Party Secretary Tran Quoc Cuong also expressed his recognition and praise for the cadres, leaders, civil servants and public employees who voluntarily retired early to create favorable conditions for the reorganization of the province's apparatus to be smooth, effective and efficient.
