Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the City National Assembly Delegation Le Truong Luu reported on the congress preparations at a working session with the Politburo.

Focus on doing a good job of preparation

One of the key tasks before the congress is to prepare documents; in which, the political report is considered the "soul" of the congress, guiding the strategy for the entire new term. The City Party Committee has organized many thematic conferences to develop documents. Contributions from veteran revolutionary cadres, key cadres of different periods, intellectuals, dignitaries, and the majority of the city's people are respectfully received. The draft document is also publicly posted on mass media, creating conditions for all classes of people to participate in giving opinions.

Not only stopping at the local level, the Hue City Party Committee also sent documents to ask for opinions from central departments, ministries and branches; and at the same time reported directly to the Politburo. On August 28, 2025, the Politburo had a working session with the Standing Committee of the Hue City Party Committee to listen to reports and give opinions on the draft documents and personnel plans of the congress. This is an important milestone, helping to complete the documents submitted to the upcoming congress, ensuring that they are both close to local realities and in line with the general direction of the Central Government.

At the 20th City Party Committee Conference held on September 13, the draft political report, review report and action program were approved by the City Party Committee to be presented at the upcoming congress with complete consensus. At the conference, Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the City National Assembly Delegation Le Truong Luu emphasized: "The documents of this congress must truly be the crystallization of the intelligence, will and aspirations of the entire Party Committee and the City's people. The documents must demonstrate the spirit of clear work, clear people, clear responsibilities, clear time and clear products, so that after the congress, the resolution will immediately enter life."

Along with documents, personnel work is always the key factor, deciding the success of the congress. The Standing Committee of the City Party Committee has deployed personnel work according to the 5-step process, ensuring strictness, democracy, objectivity, and compliance with Central regulations.

The list of candidates for the upcoming 17th term of the City Party Executive Committee includes 58 comrades, 6 more than the number required to be elected (11.54% surplus, in accordance with the regulations from 10 - 15%); of which 41 comrades are re-elected, 11 comrades participate for the first time, the renewal rate is more than 20%. Notably, the personnel structure focuses on increasing the proportion of female cadres, young cadres, and ethnic minority cadres, ensuring representation and succession.

The City Party Committee's Organizing Committee informed that, in terms of qualifications, 100% of the staff have university degrees; of which, there are 43 masters, 6 doctors and 1 associate professor - doctor. This is an important basis to affirm the quality of the staff that will be selected and elected by the 17th Congress.

For the Standing Committee of the 17th City Party Committee, it is expected to introduce 17 comrades to elect 15, the remaining 13.33%. The Hue City Party Committee is allocated 19 delegates to attend the 14th National Congress of the Party; of which, there is 1 ex-officio delegate and 18 elected delegates.

Secretary of the City Party Committee Le Truong Luu affirmed: “Personnel work is carried out seriously, democratically, objectively, in accordance with regulations, ensuring both succession and reasonable innovation. The personnel introduced to join the Executive Committee and the Standing Committee of the new term will be truly exemplary cadres in terms of qualities, capacity, prestige, representing the intelligence of the City Party Committee.”

Along with the document and personnel work, the sub-committees serving the congress have been urgently implementing their assigned tasks. The system of banners, billboards, posters, and slogans welcoming the congress is ready to brightly decorate the main roads and squares, creating an exciting and solemn atmosphere. Central and local press and media agencies have stepped up propaganda, opened special pages and columns, vividly reflecting the atmosphere of preparation and the people's trust and expectations.

Mr. Tran Quoc Thang, Chief of the City Party Committee Office, said: Agencies and units are required to strengthen their close contact with the grassroots, proactively grasp the situation, develop plans to ensure political security, social order and safety, absolutely protect the safety of the congress, and avoid unexpected and passive situations. Authorities at all levels focus on resolving complaints and denunciations, taking care of people's lives... to create the most favorable conditions for the congress to take place successfully.

Towards the 17th City Party Congress, patriotic emulation movements, urban beautification activities, new rural construction, and administrative reform were vigorously deployed. Many practical works and tasks were posted with welcome signs for the congress, creating a widespread competitive atmosphere. In residential areas, cadres, party members, and people all expressed their trust and expectations.

In just a few days, the 17th Congress of Hue City Party Committee will officially open. With careful, thorough and systematic preparation from documents, personnel to logistics, propaganda and security, it can be affirmed that Hue is ready for the big festival.

People believe that the 17th Hue City Party Congress will elect a team of leaders with enough heart, enough scope, and enough courage to lead the city to accelerate development, bringing Hue into a new era - the era of national growth.
