Results of file examination and level of achievement of advanced new rural standards
2023 for Yen Khanh district, Ninh Binh province
Pursuant to Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister promulgating regulations on conditions, order, procedures, dossiers for consideration, recognition, announcement and revocation of decisions on recognition of localities meeting new rural standards, advanced new rural standards, model new rural standards and completing the task of building new rural areas in the period 2021 - 2025;
Pursuant to Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister approving the National Target Program on New Rural Construction for the 2021-2025 period;
Pursuant to Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria Set on New Rural Communes and the National Criteria Set on Advanced New Rural Communes for the 2021-2025 period;
Pursuant to Decision No. 319/QD-TTg dated March 8, 2022 of the Prime Minister on regulations on model new rural communes for the period 2021-2025;
Pursuant to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria Set for New Rural Districts; regulations on towns and provincial cities completing the task of building new rural areas and the National Criteria Set for Advanced New Rural Districts for the period 2021-2025;
Pursuant to Decision No. 1343/QD-BNN-VP dated April 4, 2023 of the Ministry of Agriculture and Rural Development on promulgating internal administrative procedures between state administrative agencies within the scope and management functions of the Ministry of Agriculture and Rural Development;
Pursuant to the guidance of central ministries and branches on implementing the National Target Program on new rural construction and implementing the National Criteria Sets on new rural areas, advanced new rural areas, and model new rural areas for the period 2021-2025;
Pursuant to Resolution No. 08-NQ/TU dated November 8, 2021 of the Executive Committee of the Ninh Binh Provincial Party Committee on new rural construction for the 2021-2025 period, with a vision to 2030;
Pursuant to Resolution No. 30/NQ-HDND dated July 15, 2022 of the People's Council of Ninh Binh province on approving the Project on new rural construction in Ninh Binh province for the period 2021-2025;
At the request of the People's Committee of Yen Khanh district in Document No. 180/TTr-UBND dated August 16, 2023 on the request to examine, consider and recognize Yen Khanh district to meet the standards of advanced new rural construction in 2023 and the report of the departments and branches of the province examining and evaluating the actual results of building advanced new rural districts for Yen Khanh district, the Provincial People's Committee reports the summary of the results of examining the dossier and the level of meeting the standards of advanced new rural districts in 2023 for Yen Khanh district, specifically as follows:
I. EXAMINATION RESULTS
Time of review and actual survey: September 13, 2023.
1. About the profile
The work of evaluating the results of achieving advanced new rural standards of Yen Khanh district ensures publicity, democracy, transparency, proper order, full procedures and close coordination between agencies, organizations and people.
Documents proving the results of implementing the criteria and collecting opinions from organizations and people are compiled, classified, and fully stored in the new rural document cabinet of Yen Khanh district; the district's criteria have been self-assessed by the district's Working Group, reported to the specialized departments and branches of the province for review and confirmation of meeting new rural standards in accordance with regulations.
The application for recognition of Yen Khanh district has been fully completed by the District People's Committee and sent to the Office of New Rural Area Coordination of Ninh Binh province in accordance with regulations. The Provincial Working Group organized an examination on September 13, 2023, including:
(1) Document No. 180/TTr-UBND dated August 16, 2023 of Yen Khanh District People's Committee on the request for examination, consideration and recognition of Yen Khanh district to meet advanced new rural construction standards in 2023.
(2) Summary table of the list of communes meeting new rural standards, advanced new rural standards, model new rural standards, and towns meeting urban civilization standards in Yen Khanh district;
(3) Minutes of the meeting on August 15, 2023 of the People's Committee of Yen Khanh district proposing to consider and recognize Yen Khanh district to meet advanced new rural standards in 2023;
(4) Report No. 645/BC-UBND dated August 14, 2023 of Yen Khanh District People's Committee on the results of implementing advanced new rural construction by 2023 in Yen Khanh district;
(5) Report No. 644/BC-UBND dated August 14, 2023 of Yen Khanh People's Committee summarizing comments on the results of implementing advanced new rural construction by 2023 in Yen Khanh district, Ninh Binh province;
(6) Report No. 639/BC-UBND dated August 11, 2023 of Yen Khanh District People's Committee on the situation of outstanding debts in basic construction under the National Target Program on New Rural Construction using district-level and commune-level budget funds;

2. On the results of directing the implementation of building advanced new rural districts
- Based on the regulations, policies and plans for implementing the National Target Program on New Rural Construction of the Central Government, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee; the District Party Committee, the People's Council and the People's Committee of Yen Khanh district have focused and determinedly led and directed the implementation of the National Target Program on New Rural Construction in Yen Khanh district. The district has established and perfected the Steering Committee, the apparatus of advisory and assisting agencies to synchronously and consistently work with the Steering Committee from the district to the village level: the district has established the Steering Committee for the District National Target Programs, the District New Rural Construction Coordination Office; 100% of the communes in the district have established the Steering Committee for the National Target Programs, the Commune New Rural Construction Management Board; 100% of the villages have established the Village Development Board.
- Yen Khanh district has focused on effectively implementing propaganda work, raising awareness of new rural construction for people in the district. The district's socio-political organizations have participated in guiding, propagating and mobilizing union members, association members and people of all walks of life to participate in effectively implementing emulation movements associated with new rural construction and advanced new rural construction such as: The movement of all people joining hands to build new rural areas; the campaign "All people unite to build new rural areas and civilized urban areas"; ... contributing to completing and improving the quality of new rural construction and advanced new rural areas in the district.
- Based on the province's support policy mechanisms and the implementation reality of the locality, from 2011 to 2023, Yen Khanh district has had key mechanisms and policies to support the implementation of the National Target Program on New Rural Construction in the area such as: 100% funding support for implementing the general planning for communes; funding support for traditional cultural clubs to maintain and develop art forms in villages, hamlets, and streets in the district, beautifying the landscape of historical relic sites (50 million VND/relic site); support for building and developing OCOP products (20 million VND/product); support for waste classification, self-treatment of waste at households in villages, hamlets, and streets (15 million VND/village, hamlet, and street); support for buying hand-pushed garbage collection vehicles in communes and towns, collecting pesticide bags... (5 million VND/village, hamlet, and street); Support communes to meet advanced new rural standards with 300 million VND/commune; support communes to meet model new rural standards with 500 million VND/commune; support villages (hamlets) to meet model new rural standards with 100 million VND/hamlet; support model gardens in communes and towns with 5 million VND/garden; support mechanization, development of commodity production, application of high technology, organic production, etc.
3. Yen Khanh district was recognized by the Prime Minister as a new rural district in 2018 in Decision No. 1642/QD-TTg dated November 28, 2018.
4. Regarding the number of communes and towns meeting the prescribed standards
4.1. Number of communes meeting standards according to regulations
- Total number of communes in the district: 18 communes.
- Number of communes meeting new rural standards: 18 communes.
- Rate of communes meeting new rural standards: 18/18 communes, reaching 100%.
- Number of communes meeting advanced new rural standards: 12 communes (Khanh Nhac, Khanh Hai, Khanh Tien, Khanh Cu, Khanh Cuong, Khanh Trung, Khanh Cong, Khanh Mau, Khanh Thuy, Khanh Hoa, Khanh Thien, Khanh Thanh).
+ Rate of communes meeting advanced new rural standards: 12/18 communes reaching 66.67% (higher than the prescribed rate);
+ Number of communes meeting new rural model standards: 02 communes (Khanh Thien and Khanh Thanh communes), reaching 11.11%.
- The number of villages and hamlets meeting new rural model standards is 150, reaching a rate of 62.5%.
4.2. Number of towns meeting civilized urban standards according to regulations:
- Number of towns in the district: 01 town (Yen Ninh town).
- Number of towns meeting civilized urban standards: 01 town.
- Percentage of towns meeting civilized urban standards: 100%.
5. On the results of implementing advanced new rural construction in communes
Up to now, Yen Khanh district has had 10 communes (Khanh Cu, Khanh Hai, Khanh Tien, Khanh Nhac, Khanh Trung, Khanh Cuong, Khanh Mau, Khanh Cong, Khanh Thuy, Khanh Hoa) meeting advanced new rural standards and 02 communes (Khanh Thien, Khanh Thanh) meeting model new rural standards.
5.1. On planning and planning implementation:
Since 2011, the District People's Committee has directed the implementation and approved the new rural construction planning for the period 2011-2020 for 18/18 communes in the area, including:
- Khanh Hoa and Khanh Phu communes are located in the southern urban expansion planning area (area 1-2) in the urban planning of Ninh Binh city to 2030, vision to 2050;
- Khanh Thien and Khanh Thanh communes have reviewed the general planning for the 2011-2020 period in accordance with the socio-economic development orientation for the 2021-2025 period.
- The remaining 14 communes have established a general plan for commune construction for the period 2021-2023;
Based on the general planning of the communes, 12 advanced new rural communes and model new rural communes have developed detailed plans for building commune centers/detailed plans for building new residential areas in accordance with the local socio-economic situation and in accordance with the urbanization orientation according to the general planning for socio-economic development, and at the same time issued regulations on planning management and implementation according to the planning.
Assessment: Yen Khanh district has 12 communes meeting criterion No. 1 on Planning according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.2. About traffic:
Implementing the motto of the state supporting cement, people contributing labor and materials, the movement to upgrade rural roads has been unanimously implemented by the people of the communes. In the period of 2012-2021, the whole Yen Khanh district received 54,683 tons of cement from the local budget (province, district, commune) in support along with the people's contributions of money, materials, working days, and land donation, implementing the construction and upgrading of 3,196 roads, with a total length of 451.7 km; solidifying 137.3 km of main roads in the fields.
Up to now, 100% of communes have asphalted and concreted roads to the commune center that meet the prescribed standards; 100% of villages and hamlets have concrete alleys and lanes; the main intra-field traffic routes have been basically hardened to ensure convenient motor vehicle travel, meeting production and people's living requirements; 250 km of electric lighting lines have been installed, over 203 km of flower and green trees have been planted along the roads and in residential areas. Advanced new rural communes and model new rural communes have synchronously upgraded and renovated the traffic system to meet the standards required by advanced new rural criteria. Specifically:
- Inter-commune and commune-axis roads: the whole district has 112.51 km, which have been asphalted and concreted to ensure convenient car travel all year round, reaching 100%. In the area of 12 advanced new rural communes and model new rural communes, there are 71.48 km, regularly maintained, with a green tree system, the section passing through residential areas has sidewalks, high-voltage lighting system, drainage ditches; signs, signage and necessary items according to regulations (reaching 100%);
- Village and inter-village roads: the whole district has 175.46 km of concrete roads, reaching 100% standards. In the area of 12 communes of advanced new rural areas and model new rural areas, there are 120.49 km of roads with a width of 5.5 m or more, regularly maintained and repaired, sections passing through residential areas have high-voltage lighting systems, drainage ditches; there are necessary items according to regulations reaching 100%;
- Lanes and hamlets: the whole district has 372.24 km, ensuring convenient travel all year round, reaching 100%. In the area of 12 advanced new rural communes, model new rural communes, there are 246.24 km, the road surface is 3.5m wide or more, the section through residential areas has high-voltage lighting system, drainage ditches; has necessary items according to regulations reaching 100%;
- Main intra-field roads: the whole district has 244.24 km, which have been hardened to meet the prescribed standards, ensuring convenient transportation of goods all year round, reaching 100%. In the area of 12 advanced new rural communes, model new rural areas, there are 148.5 km, hardened, meeting the requirements of production and transportation of goods reaching 92% (requirement of criteria ≥ 70%);
Assessment: Yen Khanh district has 12 communes meeting criterion number 2 on Traffic according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.3. On irrigation and disaster prevention:
- The rate of agricultural land area with active irrigation and drainage reaches ≥ 90%: the total agricultural land area in 12 advanced new rural communes and model new rural communes with active irrigation and drainage is 12,202.2/12,273.6 ha, reaching 99.4%;
- Regarding effective and sustainable grassroots irrigation organizations: 12 advanced new rural communes and model new rural communes all have grassroots irrigation organizations which are agricultural service cooperatives with the task of managing and exploiting small irrigation works and intra-field irrigation works assigned by the commune to carry out water supply, irrigation, drainage and drainage, and notify the schedule of water supply, irrigation, drainage and drainage to the people in the commune. The cooperatives are established and operate according to the provisions of the 2012 Law on Cooperatives. Every year, the cooperatives sign contracts with irrigation groups to provide irrigation services in 100% of the commune's villages; the cooperatives issue notices of water supply, irrigation, drainage and drainage schedules to ensure timely operation and regulation of water to each field to serve the people's agricultural production. All cooperatives have charters and regulations on irrigation service activities approved by over 50% of the cooperative members and confirmed by the People's Committee of the commune. All cooperatives have plans to maintain and repair 100% of the works assigned to them for management; have plans to protect irrigation works, ensuring that no violations occur within the protection range of irrigation works; some cooperatives have applied advanced irrigation technology, saving water in operating and regulating water for rice irrigation and have scores for effective and sustainable operations of 80 points or higher, equivalent to the passing level.
- The proportion of main crop area with advanced and water-saving irrigation: 12/12 communes meeting the standards of advanced new rural areas and model new rural areas have applied advanced and water-saving irrigation techniques for main crops such as rice and safe vegetables. The proportion of main crop area (rice and safe vegetables) of 12 communes with advanced and water-saving irrigation is 4,502.7/8,080.2 ha, reaching 55.7%.
- Small irrigation works and intra-field irrigation works are maintained annually: Every year, the District People's Committee allocates capital and delegates to the People's Committees of communes the task of repairing, upgrading and maintaining small irrigation works and intra-field irrigation works; 12 communes have issued maintenance plans for small irrigation works and intra-field irrigation works and organized the implementation of maintenance plans to ensure 100% of the plan is achieved. The plan to inspect irrigation works of communes is implemented before and after the rainy and stormy season, with timely repair plans and good implementation of regulations on dam safety to ensure the management, operation and safety of works.
- Inventory and control of wastewater sources discharged into irrigation works: In 2023, the People's Committees of communes have strengthened propaganda and guidance for organizations and households in the area to control and treat wastewater from daily life, livestock, and business activities as well as aquaculture of the unit; before being discharged into the environment, 100% of wastewater must be treated to ensure regulations. By the end of 2022, in 12 communes, there were no violations of wastewater discharged into irrigation works in the area.
- Ensure proactive requirements for natural disaster prevention and control according to the "4 on-the-spot" motto: 12 advanced new rural communes and model new rural communes have established a Command Committee for natural disaster prevention and control and search and rescue; annually develop, approve and organize the implementation of natural disaster prevention and control plans; have response plans for major types of natural disasters that frequently occur in the area, response plans for strong storms and super storms according to the "4 on-the-spot" motto approved in accordance with the provisions of the Law on Natural Disaster Prevention and Control. Every year, the communes have organized to thoroughly disseminate and strictly and promptly implement the Laws, Ordinances, Decrees and directives of the Government, Central Ministries, branches and the Provincial People's Committee, District People's Committee on natural disaster prevention and control and search and rescue. Regularly propagate and disseminate to raise awareness of the whole community about types of natural disasters, experience and knowledge of prevention, especially proactive response plans and overcoming consequences of strong storms and super storms. Identifying prevention, response and mitigation of damage caused by natural disasters is the responsibility of the entire political system and the local community. Propaganda work is regularly broadcast on the district radio system, commune radio clusters and broadcast with increased duration, timely transmitting news and directives from all levels on prevention and response to natural disasters during storms and floods, so that local authorities, grassroots and people can proactively implement. The results of scoring the content of proactive prevention of natural disasters according to the 4 on-the-spot motto, all 12 communes achieved over 80 points, equivalent to Good level.
Assessment: Yen Khanh district has 12 communes meeting criterion number 3 on irrigation and disaster prevention according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.4. About electricity:
The district's power system has been invested and upgraded to meet the production and living needs of the people. The district has built 25.2 km of new high-voltage and low-voltage power lines; upgraded 117 km of high-voltage and low-voltage power lines; mainly with capital from the electricity industry, people contributed land to build a power grid safety corridor, and lighting systems for village roads and alleys.
The district's power system ensures to meet the requirements of stable, safe and continuous power supply, well serving the electricity needs for production, people's daily life and local political, cultural, social, national security and defense tasks.
The rate of households directly registered and using electricity in the whole district is 100%.
Assessment: Yen Khanh district has 12 communes meeting criterion number 4 on Electricity according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.5. On education:
Yen Khanh district has 61 schools (including 20 kindergartens, 22 primary schools, 19 secondary schools), and 56 schools in the communes building new rural areas. The school system and classrooms meet the needs of preschool, primary and secondary education. Up to now, 61/61 schools have met national standards, reaching 100%. The total investment in facilities for schools is about over 800 billion VND. The rate of schools at all levels meeting the standards of facilities according to regulations: In 2022, 100% of schools at all levels (preschool, primary, secondary) in the commune will meet the standards of facilities and teaching equipment at level 1 or higher.
- Regarding the rate of schools at all levels meeting level 1 and level 2 facility standards: In the area of 12 advanced new rural communes and model new rural communes, 36/36 schools (100%) meet level 1 or higher facility standards, of which 34/36 schools meet level 2 standards. The current facilities and equipment of schools in the area basically meet the needs of educational management, teaching and learning organization at all levels.
- All communes are interested in maintaining and improving the quality of universal preschool education for 5-year-old children. The universal education rate for 5-year-old children in 12 communes is 100%;
- The rate of universal primary and secondary education at level 3 in 12 advanced new rural communes and model new rural communes all reached 100%;
- The literacy rate reaching level 2 standards in 12 communes is 100%;
- The local communities of 12 communes all have a studious movement, always pay attention to building a learning community and are all ranked as Good localities of the district.
- The rate of junior high school graduates continuing to high school (general, supplementary, intermediate) in the district is over 95%.
Assessment: Yen Khanh district has 12 communes meeting criterion number 5 on Education according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.6. About culture:
From 2011 to the end of 2017, the whole district has built, renovated and upgraded 205 village and hamlet cultural houses; renovated 18 commune sports grounds and built 15 new commune central cultural houses. By the end of 2017, 18/18 (100%) communes have cultural houses, 18/18 communes have sports areas; 240/240 (100%) villages and hamlets in 18 communes have cultural houses.
- In the area of 12 advanced new rural communes, model new rural communes, there are 174 villages and hamlets all have cultural houses, central sports areas, outdoor sports equipment installed at public places to serve the daily activities and physical training of people, especially the elderly and children, ensuring compliance with regulations. The network of cultural houses - sports areas of communes operates regularly and effectively, meeting the cultural, artistic, physical training, sports and meeting activities of the people.
- The rate of villages recognized as cultural residential areas is 174/174 villages and hamlets, reaching 100%; The rate of families recognized as cultural families is 28,121/28,902 families, reaching 97.3% (each commune reaches over 94% according to the criteria), in which the number of families awarded certificates of merit is 4,566/28,902 families, reaching 15.8% (each commune reaches 15% or more).
- The rate of hamlets and villages meeting the standards of model hamlets and villages of advanced and model new rural communes is 125/174 hamlets, reaching 71.8% (each commune achieves over 40% exceeding the criteria). Of which, 02 model new rural communes Khanh Thanh and Khanh Thien have 100% of hamlets and villages meeting the standards of model hamlets and villages.
Assessment: Yen Khanh district has 12 communes meeting criterion No. 6 on Culture according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.7. Regarding services and trade:
Up to now, all communes have planned and built rural trade infrastructure systems, meeting the needs of trading, exchanging goods and consuming agricultural products of the people. The whole district has 09 communes with planned and built markets that meet the standards of a class 3 market or higher, Khanh Thien commune's Green Market has been invested in and upgraded to meet the standards of a class 2 market.
Among the 12 advanced new rural communes and model new rural communes, there are 06 communes with markets (Khanh Hoa, Khanh Nhac, Khanh Trung, Khanh Mau, Khanh Thien, Khanh Thanh), the market area is from 2,300 m2 or more, with over 100 business households. All markets have market name signs, male and female restrooms; parking areas; fresh goods areas and separate dining areas; garbage collection, storage and transportation systems; drainage systems, fire prevention and fighting systems... Business locations in the market include stalls, kiosks, minimum business area of 3 m2 or more; ensure food safety, control environmental pollution. Market management and operation are in accordance with regulations and market rules, with the use of appropriate scales and measuring equipment; goods traded at the market are not on the list of prohibited items as prescribed. The remaining communes all have convenience stores and mini supermarkets that ensure food safety and sell goods that are not on the list of prohibited goods according to regulations.
Assessment: Yen Khanh district has 12 communes meeting criterion No. 7 on Rural Commercial Infrastructure according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.8. Regarding information and communication:
- The entire district has 18 communes with postal service points; each point has service staff and 01 postman to deliver and return goods; telecommunications and internet services cover the entire district, the transmission line system is regularly upgraded to ensure aesthetics and transmission quality; 100% of communes have a broadcasting system, loudspeaker system to villages and hamlets to ensure timely information and propaganda to local people; 100% of communes apply information technology in management and operation; apply i-Office software, i-Gate software, online public service portal in document management and operation of work smoothly from the district to the grassroots.
- In the area of 12 advanced new rural communes and model new rural communes, there are postal service points located on convenient traffic routes, equipped with computer systems with internet connection and scanners; service point staff are trained and instructed in providing online public services to support and guide people in using online public services.
The rate of people of working age using smartphones is 44,464/48,478 people, reaching 91.72% (requirement of criterion ≥ 80%); there is a broadcasting system to ensure information dissemination to local people; 100% of villages and hamlets have loudspeaker clusters operating regularly to help people update and quickly grasp information in the implementation of the Party's policies and guidelines, the State's laws and policies and local information; 100% of households can watch one of the following methods: satellite, cable, digital terrestrial, and Internet television; Internet systems and transmission lines are covered in all villages and hamlets.
All communes have their own bookcases located at the commune's cultural and sports center; villages and hamlets have their own legal bookcases located at the village and hamlet cultural houses to serve people to learn and read for free. The electronic information page has been upgraded according to regulations; promptly updating information about the locality, information about commune leaders, news about new documents, dissemination of laws, administrative procedures, news about events of activities of sectors, unions, ....
The network system has been covered throughout the area, the wiring system is regularly renovated and upgraded to ensure aesthetics and transmission quality. Each commune has 5-7 public points with free wifi network that meet the service quality, technical conditions for exploitation and information security according to current regulations.
Model new rural communes have built smart village models (Khanh Thanh commune: hamlet 9; Khanh Thien commune: hamlet Cau), in which: over 85% of households use fiber optic broadband Internet infrastructure; 95% of adults use smartphones, over 70% of adults have electronic payment accounts,...
Assessment: Yen Khanh district has 12 communes meeting criterion number 8 on Information and Communication according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.9. Regarding residential housing:
In recent years, the rural socio-economy has developed remarkably, the material and spiritual life of rural people has been constantly improved, people have paid attention to investing in building new houses, upgrading houses and auxiliary works to make them more spacious and clean. In addition, Yen Khanh district has well implemented the housing policy for the poor according to the Government's policy; propagandized and mobilized people to build new houses, renovate and upgrade houses, ponds, gardens, and livestock barns according to the "3 clean" criteria. 461 temporary and dilapidated houses have been eliminated. Up to now, the rate of standard residential houses accounts for 99.99%, there are no more temporary and dilapidated houses in the district.
The number of households with permanent or semi-permanent houses in advanced new rural communes and model new rural communes is 26,567 households, reaching 100%.

Average income per capita in 2022 of the whole district is 69.42 million VND/person/year, of which 10 advanced new rural communes all reach over 69 million VND (Khanh Cu: 69.87 million VND, Khanh Hai: 69.24 million VND, Khanh Tien: 70.26 million VND, Khanh Nhac: 70.06 million VND, Khanh Trung: 69.05 million VND, Khanh Cuong: 69.75 million VND, Khanh Mau: 70.17 million VND, Khanh Cong 70.77 million VND, Khanh Thuy: 71.16 million VND, Khanh Hoa: 70.11 million VND); of 02 model new rural communes all reach over 70 million VND (Khanh Thien 70.79 million VND, Khanh Thanh: 70.85 million VND).
Assessment: Yen Khanh district has 12 communes meeting criterion No. 10 on Income according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.11. Regarding poor households:
The work of meritorious people, poverty reduction, and social security has received attention and direction from leaders. Fully implement policies and regimes for meritorious people, social welfare beneficiaries, poor households, and near-poor households. The total number of cooperative members is 19,224 people, the regular labor force of the cooperative is 840 people; the average revenue of a cooperative is 1,676 million VND; the number of cooperative managers is 180 people; the level of cooperative managers: 39 are primary and intermediate, 21 are college and university. Cooperatives are classified as: Good are 5 cooperatives, good are 12 cooperatives, average is 7 cooperatives.
- Each advanced new rural commune and model new rural commune has at least 01 OCOP product that is ranked as meeting the standards or equivalent product.
- Linkage model associated with consumption of key products to ensure sustainability: there are 18 models of cooperatives organizing linkages with enterprises, cooperatives, organizations and individuals related to providing materials, input materials, and services for production for people, while linking the purchase and consumption of products for people according to sustainable value chains with a total revenue of 70.8 billion VND/year.
- Applying digital transformation to trace the origin of key products: Most communes in Yen Khanh district identify the local key product as rice and trace the origin of key products of the commune associated with building raw material areas and being certified with VietGap or equivalent. 12 communes have completed the issuance of codes for key raw material production areas of the commune according to Decision No. 3156/QD-BNN-TT dated August 19, 2022 of the Ministry of Agriculture and Rural Development on the issuance of temporary guidance documents on the issuance and management of growing area codes.

The whole district has 18 commune health stations, with solidified facilities that meet standards, with enough functional rooms; fully equipped with basic equipment to meet the needs of primary health care and medical examination for the people.
In the area of 12 advanced new rural communes and model new rural communes:
+ The rate of people participating in health insurance in the whole district in general and 12 advanced new rural communes and model new rural communes all reached over 95%. Communes have strengthened propaganda work, guiding people to install and use electronic health books. Commune health stations have installed basic health management software, electronic health records, expanded immunization management software, Covid-19 vaccination, health insurance examination and treatment; The rate of children under 5 years old with stunting malnutrition in the whole district has decreased to 10.5%.
+ The rate of people receiving health management is over 90% for both men and women (the whole district is 93.5%);
+ The rate of people participating and using remote medical examination and treatment applications reached over 40% and reached both men and women;

5.15. Regarding public administration:
In the area of 12 advanced new rural communes and model new rural communes, there is a system of facilities and organization to apply information technology in handling administrative procedures (TTHC) on the public service portal according to regulations. All 12 communes meet online public services from level 3 and above.
All communes promptly resolve the needs of organizations and individuals when administrative procedures arise, without letting them expire, so there are no complaints that go beyond the level;
Satisfaction level of people and businesses with administrative procedure settlement of the commune: By 2022, over 90% of people and businesses will be satisfied with administrative procedure settlement, of which over 85% will be satisfied with administrative procedure settlement in the fields of land, construction and investment.
Assessment: Yen Khanh district has 12 communes meeting criterion No. 15 on Public Administration according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.16. On access to law:
In 2022, Yen Khanh district will have 100% of communes recognized as meeting legal access standards according to Decision No. 25/2021/QD-TTg dated July 22, 2021 of the Prime Minister regulating communes, wards and towns meeting legal access standards.

+ In the district, there are 07 craft villages recognized by the Provincial People's Committee including: Binh Hoa sedge craft village, Duc Hau sedge - water fern craft village, Dong Moi sedge - water fern craft village in Khanh Hong commune, sedge craft village in hamlet 8, Khanh Mau commune, ornamental plant craft village in hamlet 1, Khanh Thien commune, culinary craft village in Phong An hamlet, Khanh Thien commune, Yen Ninh vermicelli craft village, Yen Ninh town. Production establishments in the craft villages have complied with environmental protection regulations. The People's Committees of communes with craft villages have developed environmental protection plans for craft villages according to the provisions of Circular No. 31/2016/TT-BTNMT dated October 14, 2016 of the Ministry of Natural Resources and Environment on environmental protection of industrial parks, concentrated business and service areas, craft villages and production, business and service establishments and have been approved by the District People's Committee. The People's Committees of communes have established environmental self-management teams and operating regulations of the environmental self-management teams of craft villages.
- The rate of domestic waste and non-hazardous waste in the area collected and treated according to regulations:
+ Domestic waste: According to statistics, the total amount of domestic waste generated daily in 19 communes and towns is estimated at about 78 tons/day (28,500 tons/year), in 12 advanced new rural communes and model new rural communes it is 46.6 tons/day.
The People's Committees of communes have encouraged people to self-sort household waste for on-site treatment of easily decomposable waste such as leftover food, organic matter, etc., which are used by families as animal feed or organic fertilizer; waste such as paper, metal, plastic bottles, etc. are collected for sale as scrap, the rest are collected, transported and treated at the province's solid waste treatment plant in Tam Diep city.
Implementing the district's policy of closing landfills, up to now, 100% of communes and towns have signed contracts with units responsible for transporting waste to the province's waste treatment plant. In Yen Khanh district, there are no domestic solid waste transfer stations, only collection points. At the collection points, only activities of transferring domestic solid waste from garbage trucks to specialized vehicles take place; the activities take place in a short time, domestic solid waste is not dumped on the ground, garbage trucks only gather for about 01-04 hours, so there is no solid waste or leachate spilled into the garbage collection area. The People's Committees of communes and towns have directed domestic solid waste collection units to ensure environmental sanitation at the collection points such as: collecting waste at the prescribed time, cleaning after each shift, not letting solid waste and leachate spill into the collection area.
+ Construction solid waste mainly comes from demolition or construction activities with a volume of about 4.52 tons/day, which is reused on-site by project owners as filling materials, reinforcing, and upgrading village roads and alleys. The rate of solid waste in the area that is classified, collected, and treated is 93.6%. People's awareness has also been raised, and there is no longer a situation of littering.
- Regarding the rate of households collecting and treating domestic wastewater with appropriate and effective measures: In the area of 12 advanced new rural communes and model new rural communes, the rate of households with their own manholes to treat household wastewater before discharging it into the general drainage system of the residential area is 29,077/29,077 households, reaching 100%; 174/174 residential areas in the communes have rainwater and wastewater drainage systems that ensure the drainage needs of the area; there are no blockages, stagnant wastewater and flooding in the residential area.
- Used pesticide packaging and medical waste are collected and treated to meet environmental protection requirements:
+ Used pesticide packaging: The communes have installed 686 tanks to store used pesticide packaging in suitable locations convenient for collection and ensuring environmental hygiene in the fields, collecting about 2,295 kg/year.
+ For hazardous waste of the Commune Health Station transported to the District Health Center, the District Health Center has signed a contract with ETC Environmental Resources Investment and Engineering Joint Stock Company in Nam Dinh for treatment.
- Landscape, green - clean - beautiful, safe space; no stagnation of domestic wastewater in concentrated residential areas: Implementing the direction of the District People's Committee, every year the People's Committees of communes regularly respond to and celebrate environmental holidays. Maintain general environmental sanitation twice a month, all communes have green - clean - beautiful, safe landscape and space; no stagnation of domestic wastewater in concentrated residential areas.
- Rate of households classifying waste at source: All model new rural residential areas have implemented models of classifying and treating waste at source, reducing the amount of waste generated and supporting residential areas with a level of 22.5 million VND/residential area for pilot residential areas and 15 million VND/residential area for the remaining residential areas. Up to now, in advanced and model new rural communes, there have been 19,211/25,482 households implementing the model of classifying waste at source, reaching a rate of 75.39% (on average, all communes achieved ≥ 50% according to the criteria requirements);
- The rate of organic waste and agricultural by-products collected, reused and recycled into raw materials, fuels and environmentally friendly products:
+ Organic waste and agricultural by-products: The amount of agricultural by-products is used by people to make mushrooms, fuel, animal feed or processed right in the fields and gardens by plowing the soil, soaking and composting with biological products to make fertilizer. Up to now, the rate of organic waste and agricultural by-products generated from daily life that are reused and recycled into raw materials, fuels and environmentally friendly products has reached over 82%.
+ Livestock waste: 100% of livestock waste generated by households in 12 communes is treated by livestock households using probiotics, biological bedding, manure presses, and processed into microbial fertilizers to sell to organizations and individuals in need or processed through biogas tanks, settling ponds, and biological lakes. Most of the animal feed packaging at farms and households after use is reused.
- Livestock facilities ensure regulations on veterinary hygiene, livestock farming and environmental protection: in the area of 12 advanced new rural communes, model new rural communes, there are 78 farms, 100% of livestock farms have registered environmental protection plans and have environmental protection procedures confirmed by the District People's Committee; household-scale livestock facilities have registered environmental protection plans confirmed by the Commune People's Committee. All farms and livestock households have facilities and measures for waste treatment such as biogas tanks, biological bedding, etc. to ensure hygiene, environment and veterinary hygiene conditions in livestock farming.
- Rate of cremation: The locality has actively promoted and encouraged people to use cremation to ensure environmental hygiene; as a result, the rate of cremation in 12 advanced new rural communes and model new rural communes has reached 10% or more;
- Public green land in rural residential areas: Localities have developed and effectively implemented plans to organize and launch the Tet tree planting campaign in response to the 1 billion green tree program. The rate of public green land in the whole district is 4.09 m2 /person, in advanced new rural communes and model new rural communes the rate is 368,185.5 m2/90,910 people, reaching 4.05 m2 /person (each commune reaches ³4m2 /person).
- Plastic waste generated in the area is collected, reused, recycled, and treated according to regulations: The People's Committees of communes have issued a Plan to reduce, classify, collect, reuse, recycle, and treat plastic waste locally and have been approved by competent authorities. The rate of plastic waste generated in the communes that is collected, reused, recycled, and treated according to regulations is over 95% (mainly households and collection groups self-classify for reuse or sale of scrap) (requirement of criteria ≥ 90%);
Assessment: Yen Khanh district has 12/12 communes meeting criterion No. 17 on Environment according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.18. On the quality of living environment:
Yen Khanh district has 14 centralized water supply works, all of which are organized for management and sustainable operation. The number of households using clean water according to standards from the centralized water supply system in the whole district is: 37,752/47,742 households, reaching a rate of 79.02%. In 12 communes meeting the standards of advanced new rural areas and model new rural areas, this rate is 18,093/22,597 households, reaching 80%; Average per capita is 92.5 liters/person/day and night.
Awareness raising training for owners of production establishments in 12 advanced new rural communes and model new rural communes is carried out regularly. 100% of establishments, households and food production and trading establishments are trained annually on food safety and in the area and 12 communes, no food safety incidents occur within the commune's management scope in 2022. Agricultural, forestry and fishery food processing and preliminary processing establishments certified for food safety are regularly inspected and periodically monitored to ensure that 100% of establishments are certified for food safety according to regulations.
The rate of households with toilets, bathrooms, and hygienic water storage facilities that ensure 3 clean is 29,077/29,077 households, reaching 100%; households in the district have well implemented the campaign to build "5 no 3 clean" families launched by the Women's Union at all levels.
Assessment: Yen Khanh district has 12 communes meeting criterion No. 18 on Quality of living environment according to the set of criteria for communes meeting advanced new rural standards for the period 2021-2025.
5.19. On national defense and security:
- Regarding National Defense: The Military Command of 18/18 communes has a full staff of 4 positions, with the correct structure and composition. 100% of the commanders have a basic military professional degree or higher. The Military Command of the commune has an office. Every year, the militia and self-defense force and reserve mobilization force are always properly and fully staffed; the militia and self-defense force and reserve mobilization forces are properly educated in politics and trained in military affairs for the right amount of time and with good quality programs. The communes have completed national defense targets such as military recruitment, mobilization of militia and self-defense forces, reserve mobilization, drills, and military rear policies are resolved in accordance with regulations.
- Regarding security and order: Social security and order are ensured, no citizens residing in the area commit serious crimes or cause serious accidents; there are no mass complaints beyond the level of authority; 12 advanced new rural communes and model new rural communes all have pilot models for crime prevention and social evils; ensuring order, traffic safety,... associated with the movement of the whole people to protect national security, operating regularly and effectively.

6. On the results of implementing the criteria for advanced new rural districts
6.1. Criterion No. 01 on Planning

+ Detailed planning of Khanh Hai 1 Industrial Park with a planning area of 49.91 hectares, the investment nature is an industrial park attracting industrial projects: Mechanical processing production; production of construction materials with modern, advanced technology, not causing environmental pollution; warehouses and other industries with technology that does not cause environmental pollution, creating links with other industrial parks and industrial parks in the province.
+ Detailed planning of Khanh Hai 2 Industrial Park with a planning area of about 49.25 hectares, the investment nature is an industrial park with the nature of attracting industrial projects: Mechanical processing production; processing of agricultural, forestry and food products; production of construction materials with modern, advanced technology, not causing environmental pollution; other industries with technology that does not cause environmental pollution, creating links with other industrial parks and industrial parks in the province.

+ Detailed planning of Khanh Nhac Industrial Park with a planning area of about 37.18 hectares, investment nature attracts projects of all types in garment, mechanics and other small-scale industries.

Essential technical infrastructure or social infrastructure works in Yen Khanh district have basically been formed according to the approved Yen Khanh District Regional Planning orientation. Some specific projects such as: Investment project to build DT.482 route connecting National Highway 1A with National Highway 10 and connecting National Highway 10 with National Highway 12B are under construction; Investment project to upgrade the martyrs' cemetery in Yen Khanh district is being implemented; Investment project to expand the campus and build a new unit of the Faculty of Traditional Medicine - Rehabilitation - Faculty of Public Health of the District Medical Center is being designed and constructed.

- The percentage of kilometers of district roads that are asphalted or concreted, have necessary traffic safety items according to regulations (signs, directions, lighting, speed bumps, guardrails, etc.), are planted with trees, and are maintained annually, ensuring light - green - clean - beautiful.
- Bus station in the district center (if any according to planning) must meet type III standards or higher
b) Review results
(i) The traffic system in the district ensures inter-commune, inter-regional and inter-concentrated raw material areas connectivity, suitable for the urbanization process:
The road network in the district is formed along the vertical and horizontal axes throughout the district and connects districts in the province and provinces in the region. The road network includes national highways, provincial roads, district roads, urban roads, and commune roads with a total length of 217.68km (excluding village roads). Including:
+ Expressway: Hanoi - Ninh Binh expressway section through Yen Khanh district is about 3.3km long with 01 intersection in Khanh Hoa commune.
+ National Highway 10: This is the traffic route connecting Ninh Binh with the northern coastal provinces such as: Nam Dinh, Thai Binh, Quang Ninh, Hai Phong; the south connects with Kim Son district (Ninh Binh), and Thanh Hoa city. The section passing through Yen Khanh district has a total length of about 14.7km, meeting the standards of a grade III plain road, with a 12m wide roadbed and 11m wide road surface. The section passing through Yen Ninh town has been invested in building a 4-lane bypass.
+ Provincial roads: In Yen Khanh district, there are 08 provincial roads passing through (DT.476C, DT.480B, DT.480C, DT.481B, DT.481C, DT.481D, DT.482, DT.483) with a total length of about 54.48km, mainly 2 lanes, asphalt and cement concrete roadbed structure.
+ District roads: In the district, there are 3 district roads (DH.51, DH.52, DH.53), with a total length of about 15.0 km. District roads meet the standards of grade IV roads or lower, 100% of the road structure is asphalt and cement concrete. The district road network ensures connection to provincial roads, National Highway QL10 and to some commune centers in the district.
District road passing through urban area: Nguyen Van Gian route, 500 m long, belongs to district road DH.51, invested and built to meet urban road standards.
+ Commune roads: The whole district has a total of 51 commune and inter-commune roads with a total length of about 112.51 km. The commune and inter-commune roads mainly have a road surface width of 3.5-5.5 m or more. Especially in some communes such as Khanh Phu, Khanh Cu, Khanh An, most of the commune roads have a roadbed width of 8-15 m and a road surface width of 7-9 m. Currently, 100% of the commune roads have been asphalted and concreted.

The entire 15 km of district roads have been invested in construction with the road surface structure being 12.3 km of asphalt concrete and 2.7 km of cement concrete (reaching 100%). The intersections with the road system in the district have been invested in traffic safety items to ensure compliance with current regulations. 100% of the district roads passing through residential areas have lighting systems and trees. District roads are invested in upgrading, repairing, and maintaining annually, ensuring light - green - clean - beautiful.
(iii) Bus station in the district center (if any according to the planning) must meet type III standards or higher:
Yen Ninh Town Bus Station is planned in the adjusted Master Plan of Yen Ninh Town until 2030 in the Northeast of Yen Ninh Town, invested and completed in July 2019 and announced by Ninh Binh Department of Transport to put into operation in Decision No. 1772/QDSGTVT dated July 25, 2019 as a Type III Bus Station (announcement period from July 25, 2019 to July 25, 2024).
c) Assessment: The district meets criterion No. 2 on Traffic according to the set of criteria for advanced new rural districts for the period 2021-2025.
6.3. Criterion 03 on Irrigation and Disaster Prevention:

In the district, irrigation works are managed in 2 forms: District People's Committee (authorized by the District to the communes and Cooperatives in the area to manage and exploit) and Branch of Ninh Binh Province Irrigation Works Exploitation Company Limited, in which:
* For projects managed by Ninh Binh Province Irrigation Works Exploitation Company Limited - Yen Khanh District Branch:
Currently, the company is managing and operating a total of: 21 pumping stations (10 irrigation pumping stations, 6 drainage pumping stations, 5 combined irrigation and drainage pumping stations); 125 km of various canals (45.8 km of irrigation; 79.1 km of combined irrigation), 99 culverts of various types (including 27 culverts on the dike, 72 grade II culverts).
In 2022, according to the plan, the irrigation works to be put into maintenance, upgrading and repair include: a total of 3 pumping stations; 0.2 km of irrigation canals. The results of the irrigation works put into maintenance, upgrading and repair according to the plan: 3 pumping stations (100%); 0.2 km of various canals (100%).
* For projects managed by the District People's Committee:
Irrigation works managed and exploited by the district have a total of: 75.06 km of dikes; 89 pumping stations; 1,119 culverts of all kinds (of which: 40 culverts under the dike, 1,079 culverts of all kinds); 1,099 km of canals of all kinds (Level I canal: 92.2 km; Level II canal: 431.2 km; Level III canal: 575.9 km)
In 2022, the district has implemented maintenance, upgrading and repair of irrigation works reaching 100% of the plan, including: 2.5 km of dikes; 25 pumping stations; 136.5 km of canals of all kinds, 51 culverts of all kinds.
Every year, the inspection, maintenance, repair and upgrading of irrigation works are always focused on and evaluated. The District People's Committee has reviewed and made plans for maintenance, upgrading and repairing irrigation works to ensure the safety of life, property and agricultural production of people in the area. At the same time, during the implementation process, the District People's Committee has directed specialized departments to regularly inspect, report on the current status and plans for flood and drought prevention before and after the rainy and stormy season to ensure the safety of the irrigation system and water regulation to meet the prescribed standards before the rainy and stormy season.
In the district, there are 02 automatic monitoring stations of Ninh Binh Hydrometeorological Center that apply science and technology in management and exploitation to help collect data and monitor parameters on water level and rainfall: 01 project at Yen Khanh District People's Committee headquarters, 01 project at Khanh Thanh Commune People's Committee.
Currently, regarding the district's irrigation infrastructure database, the District People's Committee is directing the departments, offices and People's Committees of the district's communes to research, advise and implement the integration and updating of the irrigation infrastructure asset database software according to regulations.
(ii) Conduct inventory and control of violations and wastewater sources discharged into irrigation works in the district:
Every year, the District People's Committee issues documents directing the People's Committees of communes to strengthen propaganda to local people on the content of controlling and treating wastewater from daily life, livestock, and business activities as well as aquaculture of the unit before discharging it into the environment. In 2023, the District People's Committee issued 02 plans to carry out inventory and control of violations and wastewater sources discharged into irrigation works in the district: Plan No. 54/KH-UBND dated April 13, 2023 on inventory, control, and environmental protection of surface water sources in Yen Khanh district; Plan No. 93/KH-UBND dated June 18, 2023 on Wastewater Quality Management in the district. From 2017 to present, the District People's Committee has directed the Department of Agriculture and Rural Development to coordinate with the Branch of Irrigation Works Exploitation of Yen Khanh District, People's Committees of communes and towns to inspect, detect and handle 15/15 cases of violations in the form of construction, expansion and discharge of wastewater into irrigation works.
(iii) Ensure proactive requirements for natural disaster prevention and control according to the 4 on-site motto:
The District People's Committee has established a Steering Committee for Natural Disaster Prevention, Control and Search and Rescue; annually develops, approves and organizes the implementation of a natural disaster prevention and control plan; has a response plan for major types of natural disasters that frequently occur in the area, a response plan for strong storms and super storms according to the "4 on-site" motto approved in accordance with the provisions of the Law on Natural Disaster Prevention and Control.
Every year, the District People's Committee organizes to thoroughly grasp and strictly and promptly implement the Laws, Ordinances, Decrees and directives of the Government, Central Ministries, branches and the Provincial People's Committee on natural disaster prevention, control and search and rescue. Regularly propagate and disseminate to raise awareness of the whole community about types of natural disasters, experiences and knowledge of prevention, especially proactive response plans and overcoming consequences of strong storms and super storms. Identifying prevention, response and mitigation of damage caused by natural disasters is the responsibility of the entire political system and the local community.
Propaganda work is regularly broadcast on the district radio system, commune radio clusters and is broadcast with increased duration, promptly transmitting news bulletins and directives from all levels on disaster prevention and response during storms and floods, so that local authorities, grassroots authorities and people can proactively implement.
In the area, the District People's Committee has mobilized and integrated resources to deploy repairs, upgrades, and construction of works serving agricultural production and natural disaster prevention. On-site preparation work has been deployed and regularly supplemented to ensure good requirements for natural disaster prevention; the work of overcoming the consequences of storms and floods has been focused on and implemented effectively and substantially according to the approved plan.
c) Assessment: The district meets criterion No. 3 on Irrigation and Disaster Prevention according to the set of criteria for advanced new rural districts for the period 2021-2025.
6.4. Criterion 04 on Electricity
a) Criteria requirements
The electrical system ensures technical requirements, reliable and stable power supply, safe power grid corridors and aesthetics.
b) Review results
- In Yen Khanh district, there are a total of 241.87 km of medium voltage lines (invested and constructed in accordance with regional planning).
- The low-voltage power system has been invested synchronously, with stable and safe voltage (519.27 km of low-voltage wire, 408 transformer stations and 56,767 electricity meters) serving 100% of households, factories and companies in the district.
- In 2023, the electricity sector coordinated with the People's Committee of Yen Khanh district, the People's Committees of communes and towns to beautify central areas and ensure safety of power grid corridors.
- In the district center, commune and town centers, the lighting system reaches 100%, National Highway 10 and DT483 have invested over 80% of the route length, serving people and vehicles participating in traffic at night.
- The entire power system in the district ensures the technical requirements of the electricity industry, fully meeting the following technical requirements:
+ Ensure "meeting" technical parameters and electrical safety according to the Electrical Criteria in Decision No. 2332/QD-BCT dated November 7, 2022 of the Ministry of Industry and Trade guiding the implementation and recognition of Electrical Criteria in the National Criteria Set on new rural and advanced new rural construction for the period 2021-2025;
+ Synchronize and meet technical requirements in operation with the inter-commune distribution power system (in terms of frequency, voltage, phase balance, voltage harmonics, voltage flicker, capacity, transmission, protection system) according to the parameters specified in Circular No. 39/2015/TT-BCT dated November 18, 2015 of the Ministry of Industry and Trade regulating the distribution grid system;
+ The inter-commune power system must be suitable for the status and connection requirements between systems, the technical suitability of the electricity industry and according to the planning; The power system invested in the period of 2021-2025 must be suitable for the provincial power development plan after 2021, ensuring the quality of power supply to meet the electricity needs of people's daily life, production and socio-economic development of the district in the period of 2021-2025.
c) Assessment: The district meets criterion No. 4 Electricity according to the set of criteria for advanced new rural districts in the period 2021-2025.
6.5. Criterion 05 on Health - Culture - Education
a) Criteria requirements
- Rate of people participating in health insurance (applicable to both men and women) ≥95%
- There are parks or squares with installed sports equipment;
- Traditional national cultural values are inherited and effectively promoted; cultural heritages in the area are inventoried, registered, taught, ranked, restored, embellished, protected and effectively promoted.
- 100% of high schools meet national standards level 1, of which at least 1 school meets national standards level 2.
- Vocational education and continuing education center achieved educational quality accreditation, reaching level 2.
b) Review results
(i) Percentage of people participating in health insurance:
Yen Khanh district has focused on directing communes to continue to develop plans to build and maintain communes that meet national health criteria; directing sectors, organizations, and localities to continue to improve the quality of health care for people to ensure that 100% of the population in the district is monitored and managed for health. Ensuring that 100% of health stations perform key tasks in primary health care on disease prevention, technical expertise development, monitoring and management of non-communicable diseases... the grassroots health network from district to commune, fully performing functions of preventive medicine, medical examination and treatment, rehabilitation, and implementing household health management on electronic records. Effectively mobilizing resources to develop the health system, actively attracting investment to develop the non-public health network.
Directing sectors, organizations, localities and enterprises to strengthen propaganda and mobilize people to participate in health insurance; developing a network of authorized social insurance and health insurance collection in communes and towns. Up to now, the rate of people participating in health insurance is 143,495 people/151,025 people, reaching 95.01%.
(ii) There are parks or squares with installed sports equipment:
Implementing the cultural criteria in building an advanced new rural district, in order to encourage the movement of practicing sports to improve health in the community, Yen Khanh district invested in installing 30-50 sports equipment at 02 public places at the district level: 01 point at the District Cultural - Sports Center yard and 01 point at Yen Khanh District Stadium to effectively serve the needs of practice and entertainment of the people, especially children and the elderly. The sports equipment is quite diverse in function and application for many sports training such as: waist, walking, shaking hands, cycling, twisting waist, pushing hands, walking in the air, shoulder hands, parallel bars, ... suitable for all ages. From there, attracting a large number of people to participate, promoting the district's sports movement to continue to develop modern civilization, promoting the campaign "All people practice physical exercise following the example of great Uncle Ho". In the coming time, the district will continue to call for resources and socialize investment in outdoor sports equipment to serve the people's needs for exercise and health training, while having a plan for annual management, maintenance and repair of equipment.
(iii) Traditional national cultural values are inherited and effectively promoted; cultural heritages in the area are inventoried, registered, taught, ranked, restored, embellished, protected and effectively promoted:
In Yen Khanh district, there are 222 inventoried relics. Of these, 58 relics are ranked (12 relics are recognized as national relics, 46 relics are recognized as provincial relics).
Since the recognition of historical and cultural relics, communes and towns have established relic management boards to strictly manage them, preventing violations of the provisions of the Law on Cultural Heritage as well as other relevant current laws. Since then, the natural landscape of the relics has always been protected; cultural forms, traditional festivals and local customs and traditions have been preserved and activities have been organized in accordance with regulations.
Yen Khanh is also one of the cradles of intangible cultural heritage in the province with a variety of typical forms and heritages such as Cheo singing, Xam singing, drum dancing, folk beliefs, folk games, dragon dance, lion dance, scissors, human chess, tom diem, etc. The system of tangible and intangible cultural heritage in the district is regularly inventoried by state management agencies and is jointly protected, preserved and promoted by the community in many forms. Every year, the Department of Culture and Sports of the province and district organizes training courses to foster traditional arts and improve skills in using traditional musical instruments for students who are the core cultural nuclei in Cheo clubs in communes and towns in the district... thereby, improving the spiritual and cultural life of the people, contributing significantly to preserving and promoting the values of historical and cultural relics and intangible cultural heritage in the district.
Along with the State's investment, the district has also actively promoted the socialization of the restoration and embellishment of relics. People in the district have contributed many working days and hundreds of millions of VND to the work of protecting, managing, restoring and embellishing relics. In addition, the district has also paid attention to and directed the organization of festivals at relic sites. Every year, the District People's Committee has issued instructions to strengthen the management and organization of festivals in accordance with the regulations of the Ministry of Culture, Sports and Tourism and of all levels and sectors. Implementing Decree 110/2018/ND-CP, dated August 29, 2018 of the Government regulating the organization and management of festivals, all festivals have established Organizing Committees; The rituals in the festival are organized in accordance with the provisions of the law on cultural heritage, festival organization regulations, in accordance with local customs and practices, preserving and promoting national cultural traditions, ensuring security, order and safety of the festival, not allowing the exploitation of the festival for superstitious activities...; the festivals have attracted a large number of people to participate such as: Tam Thanh Temple and Yen Lu Pagoda Festival (Khanh An commune), Trieu Viet Vuong Temple Festival, Noi Temple (Yen Ninh town), Tien Yen Temple and Kinh Dong Pagoda (Khanh Loi commune), Duyen Phuc Temple Festival (Khanh Hong commune)...

In the district, there are 3 high schools, 02 schools meeting national standards level 1 and 01 school meeting national standards level 2, specifically:
+ Yen Khanh A High School was established in 1965. Currently, the school has 89 staff, teachers, and employees, of which 100% of staff and teachers meet the standards, and 22.61% meet the standards. The school has 33 high-rise classrooms with full facilities; the annual high school graduation rate is 100%; the annual university admission rate for the first choice is 90%.
Yen Khanh A High School was honored to receive the title "Hero of Labor in the Renovation Period" from the State, and was awarded the golden symbol of Vietnamese human resources in 2012, school year 2017-2018: Flag of the leading unit in the emulation movement of the People's Committee of Ninh Binh province.
Yen Khanh A High School was recognized by the Chairman of the Provincial People's Committee and granted a Certificate of Recognition of a National Standard High School in Decision No. 432/QD-UBND dated October 6, 2010; re-recognized and granted a Certificate of Recognition of a National Standard School in Decision No. 295/QD-UBND dated June 14, 2016; recognized as a National Standard School level 2 in Decision No. 290/QD-UBND dated March 23, 2022 of the Provincial People's Committee.
+ Yen Khanh B High School was established in 1966. Currently, the school has 81 staff, teachers, and employees, of which 100% of staff and teachers are qualified, and 27% are above standard. The school has 30 high-rise classrooms with full facilities. The annual high school graduation rate is 100%; the annual university admission rate for the first choice is 65%.
Yen Khanh B High School was honored to receive the First Class Labor Medal from the State in 2009. The school was recognized as meeting national standards in Decision No. 525/QD-UBND dated October 29, 2018 of the Provincial People's Committee.
+ Vu Duy Thanh High School was established in 2000. Currently, the school has 62 staff, teachers, and employees, of which 100% of staff and teachers meet the standards, and 22.6% meet the standards. The school has 28 classrooms with full facilities. The annual high school graduation rate is 99.4%; the annual university admission rate for the first choice is 12.8%.
Vu Duy Thanh High School was honored to receive a certificate of merit from the Prime Minister in 2009 for its outstanding achievements. The school was recognized as meeting national standards in Decision No. 540/QD-UBND dated July 6, 2023 of the Provincial People's Committee.
(v) Vocational education - continuing education center that has achieved educational quality accreditation, reaching level 2:
Currently, Yen Khanh District Vocational Education - Continuing Education Center has 20 classes, with 20 classrooms and learning equipment (including 15 solid classrooms, 05 semi-solid classrooms). The Center has a total of 43 staff, teachers and employees (21 staff, 02 contracted under Decree 68/2000/ND-CP, the remaining 20 are contracted by the Center), of which 100% of teachers and staff meet the standards and 34.8% are above the standards. The annual high school graduation rate is 96%.
Yen Khanh District Vocational Education - Continuing Education Center has been inspected and assessed by the Department of Education and Training to meet level 2 education quality standards in Decision No. 481/QD-SGDĐT dated June 28, 2023.
c) Assessment: The district meets criterion No. 5 of Health - Culture - Education according to the set of criteria for advanced new rural districts in the period 2021-2025.
6.6. Economic Criterion 06
a) Criteria requirements
- There are industrial parks that are 50% or more filled, or there are industrial parks that have invested in completing technical infrastructure and are 50% or more filled, or there are rural industry clusters that have invested in synchronous infrastructure.
- Concentrated raw material areas for key products of the district are invested in synchronous infrastructure, assigned area codes and apply advanced technical processes.
- Have a market that meets the standards of a class 2 market, or a commercial center that meets the standards according to regulations.
- Have a Project/Plan to support rural economic development for key products and OCOP products and effectively implement it.
- The district's tourist attractions are promoted through Internet applications and social networks.
b) Review results
(i) There is an industrial park (IP) that is 50% or more full, or an industrial cluster (CCN) that has invested in completing technical infrastructure and is 50% or more full, or there is a rural industry cluster that has invested in synchronous infrastructure:
In Yen Khanh district, there are 02 industrial parks (Khanh Phu and Khanh Cu), 02 operating industrial clusters (Khanh Nhac and Yen Ninh), all of which have been built and invested in synchronous technical infrastructure.
+ Khanh Phu Industrial Park was established according to Document No. 704/CP-CN dated May 26, 2003 of the Prime Minister on the approval of the policy of building Ninh Phuc Industrial Park (now Khanh Phu Industrial Park) in Ninh Binh province, located in Khanh Phu commune and part of Ninh Phuc commune of Ninh Binh city, area of 355.54 hectares, occupancy rate is 98.37%;
+ Khanh Cu Industrial Park was approved for detailed planning at a scale of 1/500 for auxiliary areas serving production and business in Decision No. 829/QD-UBND dated June 24, 2016 of the Provincial People's Committee and adjusted detailed construction planning in Decision No. 1310/QD-UBND dated October 9, 2017 of the Provincial People's Committee, area of 52.28 ha, occupancy rate is 55.6%.
+ Khanh Nhac Industrial Park has an area of 37.18 hectares and was established under Decision No. 1296/QD-UBND dated November 23, 2015 of the People's Committee. Currently, there are 02 operating facilities with a total area of 20.515 hectares, including: Chung Jye Ninh Binh - Vietnam Shoe Manufacturing Co., Ltd. with an area of 19.53 hectares and Viet Xanh Agricultural Products Processing Joint Stock Company with an area of 0.985 hectares.
+ Yen Ninh Industrial Park was established in 2015 with an area of 6.76 hectares under Decision No. 476/QD-UBND dated May 21, 2015 of the Provincial People's Committee. Currently, there is 01 investment project that has come into operation, which is Excel Vietnam Garment Company Limited, established under investment certificate No. 091043000029 dated October 1, 2008 of the Ninh Binh Provincial People's Committee.
(ii) Concentrated raw material areas for key products of the district are invested in synchronous infrastructure, are granted area codes and apply advanced technical processes:
- The main products in the district's agricultural sector are rice; vegetables and fruits and Alisma orientalis (in which the rice growing area accounts for 73% of the agricultural land area).
The whole district has 19 production areas (17 rice production areas; 01 medicinal plant production area; 01 fruit and vegetable production area); all areas are included in the Yen Khanh district construction planning to 2030, with a vision to 2050 according to Decision No. 471/QD-UBND dated June 26, 2023 of the Ninh Binh Provincial People's Committee.
In 18 communes in the area, cooperatives have implemented product consumption linkage contracts between agricultural cooperatives of communes and companies and enterprises inside and outside the province.
All production areas are synchronously invested in traffic infrastructure and internal irrigation to serve production and are granted growing area codes, food safety certificates and product traceability codes.
In 2023, in the district, there were 21 growing area codes issued by the Department of Crop Production and Plant Protection, ensuring that according to regulations, food safety certificates or VietGAP certificates or equivalent are still valid.
(iii) Have a market that meets the standards of a class 2 market, or a commercial center that meets the standards as prescribed:
- In 2023, Khanh Thien Commune People's Committee invested in renovating and upgrading the Green Market to meet the standards of a class 2 market according to regulations, specifically: The market has 202 stalls and business locations; separate restrooms for men and women, a clean water system, a daily waste collection and treatment system, and a drainage system that meets regulations; a system of signs, addresses, and phone numbers for convenient contact; Stalls are arranged according to business lines to ensure food hygiene and safety, fire prevention and fighting; warehouses have been arranged for business households, and there is a parking area to ensure order and safety for customers. The market construction investment project dossier has been appraised and approved by the authorities to ensure construction safety, fire prevention and fighting safety, environmental sanitation, etc. and has been accepted and handed over for use. The market has been recognized as a class 2 market by the Provincial People's Committee.
(iv) Have a Project/Plan to support rural economic development for key products and OCOP products and effectively implement:
- Yen Khanh District People's Committee issued Plan No. 83/KH-UBND dated June 6, 2023 to implement the One Commune One Product (OCOP) Program of Yen Khanh District in 2023. The specific goal is that in 2023, at least 15 more products will be recognized with 3 stars or more; strive to have 4-star potential products to propose to the Provincial Council to evaluate and recognize provincial-level OCOP products. Pilot at least 1 OCOP product development model associated with preserving and promoting the role of traditional craft villages; promote quality management and trade promotion of OCOP products.
- In the first 6 months of 2023, the District People's Committee has directed specialized agencies to effectively implement Plan No. 83/KH-UBND dated June 6, 2023. The District People's Committee has issued a Decision to establish a Council and a Working Group to assist the Council in evaluating and classifying district-level OCOP products; Issued the Council's operating regulations; Organized the evaluation and classification of 15 products, all of which were rated 3-star OCOP, with potential 4-star products sent to the Provincial Council for evaluation and classification. Organized a training conference to bring typical products and OCOP products to e-commerce platforms, and a propaganda conference to improve digital transformation knowledge for OCOP entities. Participated in promotional activities and introduced OCOP products on the district's radio and television system, festivals, "Tam Coc Golden Color" tourism week, etc.

- The district has built a tourism section on the district's electronic information page at http://yenkhanh.ninhbinh.gov.vn and on the Facebook Fanpage "Yen Khanh My Homeland",... Information about the district's tourist attractions is regularly updated on the district's tourism section; the district's tourism section is connected to the tourism website of the Ninh Binh Department of Tourism to promote the district's tourism potential and products.
c) Assessment: The district meets criterion No. 6 Economy according to the set of criteria for advanced new rural districts in the period 2021-2025.
6.7. Criterion 07 on Environment:
a) Criteria requirements
- The rate of domestic solid waste and non-hazardous solid waste in the district collected and treated according to regulations is ≥95%.
- The rate of hazardous solid waste in the district collected, transported and treated to meet environmental protection requirements is 100%.
- The rate of organic waste and agricultural by-products collected, reused, and recycled into environmentally friendly raw materials, fuels, and products is ≥80%.
- Percentage of households classifying solid waste at source ≥70%.
- The rate of domestic wastewater in the whole district collected and treated by appropriate measures and works is ≥50%.
- Green land for public use in rural residential areas ≥4m2/person.
- There are no environmentally polluting craft villages in the district.
- The rate of plastic waste generated in the area that is collected, reused, recycled, and treated according to regulations is ≥85%.
b) Review results
(i) The rate of domestic solid waste and non-hazardous solid waste in the district collected and treated according to regulations is ≥95%:
- Domestic solid waste: The volume of domestic solid waste (DSW) generated in the district is about 78 tons/day (about 28,500 tons/year), classified, collected and treated about 70 tons/day, reaching a rate of 89.7%.
Currently, the communes and towns in the district do not have domestic solid waste transfer stations, no direct domestic solid waste landfills, no open-air incineration or waste treatment sites, there are only 04 temporary waste collection points, of which 04 communes have common collection points. In the remaining communes and towns, there is no fixed collection point, but garbage trucks from villages, hamlets, and streets transfer directly to specialized vehicles immediately after collection. At the collection points, domestic solid waste is contained on garbage trucks and then transferred to specialized vehicles. There is no solid waste or wastewater spilled at the collection point. The garbage trucks collect from residential areas and transfer directly to specialized vehicles. The activity takes place within 01-02 hours. There is no solid waste or leachate spilled at the garbage collection area. After that, the garbage trucks are cleaned by the collection team staff and taken home to be stored and used for the next collection. 47,742/47,742 households have registered to collect domestic solid waste centrally, reaching a rate of 100%, of which 34,520/47,742 households classify domestic solid waste at source. The volume of domestic solid waste recycled, reused, and self-treated at households is about 20 tons/day (730 tons/year), the volume collected and treated centrally is about 50 tons/day (18,250 tons/year).
- Non-hazardous solid waste:
+ Construction solid waste: Construction solid waste in communes and towns in the district mainly originates from demolition or construction activities with a volume of about 3,300 tons/year. In general, the construction owners reuse it on-site as filling materials, reinforcement, and upgrading construction works, village roads, and alleys. There is no indiscriminate dumping of construction waste causing environmental pollution. 100% of construction solid waste is reused for appropriate purposes.
+ Industrial solid waste: Industrial solid waste generated in the district is about 7,470 tons/year, concentrated in industrial parks and clusters, including a number of establishments generating a lot of industrial solid waste such as: ADM 21 Vietnam Co., Ltd. (about 542 tons/year), Nien Hsing Ninh Binh Garment Co., Ltd. (about 987 tons/year), Chung Jye Ninh Binh - Vietnam Co., Ltd. (about 1,594 tons/year), Binh Dien - Ninh Binh Joint Stock Company (about 240 tons/year),... 100% of industrial solid waste is reused by establishments as raw materials for production, classified for sale as scrap or contracted with functional units for treatment according to regulations. Ash and slag from production activities of facilities generate about 255,090 tons/year, mainly from Ninh Binh Nitrogen One Member Co., Ltd. (about 237,629 tons) and Phuc Hung 18 Production and Trading One Member Co., Ltd. (about 16,660 tons). The units contract with functional units to recycle and reuse as construction materials and raw materials for other manufacturing industries (ash and slag of Ninh Binh Nitrogen One Member Co., Ltd. is reused by Thai Son Trading Co., Ltd., ash and slag of Phuc Hung Production and Trading One Member Co., Ltd. is reused by Phuc Long Trading and Development Co., Ltd. and Aitec Vietnam Co., Ltd.). The rate of ash and slag generated that is collected, recycled, reused and treated reaches 100%.
(ii) The rate of hazardous solid waste in the district collected, transported and treated to meet environmental protection requirements reaches 100%:
The volume of hazardous solid waste generated in the district is about 941 tons/year, including: from industrial production activities 930 tons/year, used pesticide packaging about 4.2 tons/year, hazardous medical waste about 07 tons/year has been collected, from domestic activities about 17.5 tons/year transported and treated according to regulations:
+ Hazardous solid waste from production and business establishments mainly from large-scale industrial production establishments such as: Ninh Binh Nitrogenous Fertilizer Company Limited (15 tons/year), Long Son Company Limited (48.2 tons/year), Chung Jye Ninh Binh - Vietnam Shoe Production Company Limited (252 tons/year), ADM 21 Vietnam Company Limited (28.5 tons/year), Chang Xin Company Limited (430.1 tons/year), Branch No. 2 of Hoa Sen Group Joint Stock Company in Yen Khanh - Ninh Binh (24.9 tons/year), Nien Hsing Ninh Binh Garment Company Limited (67 tons/year), Austdoor Ninh Binh Joint Stock Company (5.4 tons/year), Phuc Hung Production and Trading Company Limited (13.2 tons/year), Chia Chen Industrial Company Limited (12.3 tons/year), Beauty Surplus Int'l Vietnam Company Limited (21.1 tons/year), .... All hazardous waste generated The facility owner signs a contract with the competent units to collect, transport and handle according to regulations.
+ Used pesticide packaging: Used pesticide packaging is placed by households in storage tanks (ball tubes, covered concrete tanks, hazardous waste containers) that have been placed by communes at appropriate locations to avoid improper disposal of hazardous agricultural waste. Up to now, the number of pesticide packaging collection tanks installed on the banks of fields and paddy fields is 1,645 tanks. Once a year, it will be transferred to a competent unit to collect, transport, and treat hazardous agricultural waste according to regulations. 100% of communes have signed contracts to transport and treat pesticide packaging with competent units. Every year, after each pesticide spraying season, communes have organized 19 campaigns to collect pesticide packaging in the fields for treatment according to regulations, without causing environmental pollution or affecting the health of people and other animals. The District People's Committee has directed communes to continue to inspect, review, install, and repair damaged tanks, missing lids, and tanks that do not meet storage requirements according to regulations. 100% of pesticide packaging is collected, transported, and treated according to regulations. People have become more aware of collecting used pesticide packaging at tanks, limiting the situation of packaging being thrown away haphazardly along the banks of fields, canals, and ditches.
+ Hazardous medical solid waste: In the district, there are 27 medical facilities (Yen Khanh District Medical Center, Khanh Trung General Clinic, 19 commune-level health stations, 06 private clinics). Waste at medical facilities is decomposed by the facilities according to the instructions in Circular No. 20/2021/TT-BYT dated November 26, 2021 of the Ministry of Health regulating the management of medical waste within the premises of medical facilities.
The District Health Center signs a contract with ETC Environmental Resources Investment and Engineering Joint Stock Company to transport and treat hazardous waste according to regulations on hazardous waste management. Health stations in communes and towns collect, transport and gather hazardous waste to store at the hazardous waste warehouse of Yen Khanh District Health Center for storage, collection and transport according to regulations. Other health facilities sign contracts with functional units to transport and treat hazardous medical waste according to regulations.
Private clinics contract with functional units to transport and treat hazardous medical waste according to regulations.
+ Hazardous waste generated from household activities accounts for about 0.1% of the total household waste generated. The District People's Committee has issued documents guiding the collection, classification and treatment of hazardous waste from households to the People's Committees of communes and towns. Hazardous waste generated from household activities, communes and towns arrange hazardous waste collection points, each commune arranges 1-2 hazardous waste collection points. People bring hazardous waste from households to collection points; forces directly involved in organizing and attending local collection points go to households to mobilize and collect hazardous waste. Hazardous waste generated from household activities is collected from hazardous waste collection points or storage areas and is transported and treated according to the contract between the People's Committees of communes and towns and ETC Environmental Resources Investment and Engineering Joint Stock Company.
(iii) The rate of organic waste and agricultural by-products collected, reused, and recycled into environmentally friendly raw materials, fuels, and products is ≥80%:
According to statistics, the total amount of crop by-products in the district is 44,390 tons/year. These by-products are mainly from straw, stubble, food crop stalks, and grain crops. For straw from rice production, the district has 48 straw rolling machines to collect 100% of straw in the fields for animal feed, as raw materials for growing mushrooms, for covering color gardens, etc. For the remaining straw, it is treated by plowing the soil to increase humus content. In the commune, there is no phenomenon of burning straw in the fields or littering in public places, obstructing traffic. In 2023, with the attention of the Ministry of Natural Resources and Environment, the Institute of Environmental Sciences coordinated with the People's Committee of Khanh Thanh commune to organize a training conference and support microorganisms to treat straw stubble in the fields with 19/19 hamlets registering to participate. The model has brought about many positive results, contributing to increasing the organic matter content of the soil and reducing the amount of agricultural by-products generated. Up to now, the rate of organic waste and agricultural by-products generated from farming activities that are reused and recycled into raw materials, fuels and environmentally friendly products in the communes has reached over 83%.
According to statistics, the total amount of solid waste from livestock activities is 4,190 tons/year. Waste is mainly livestock and poultry manure. Farms and households have basically implemented waste treatment works and measures such as biogas tank treatment, biological bedding... to ensure hygiene, environment and veterinary hygiene conditions in livestock farming.
(iv) Percentage of households classifying solid waste at source ≥70%:
The District People's Committee has directed the People's Committees of communes and towns to build new model rural residential areas associated with environmental protection contents. Accordingly, all residential areas have implemented models of waste classification and treatment at source, reducing the amount of waste generated. Up to now, 34,520/47,742 households have implemented the waste classification model at source, reaching a rate of 72.3%.
In addition to propaganda work, the District People's Committee has a mechanism to support funding for residential areas implementing the model.
(v) The rate of domestic wastewater in the district collected and treated by appropriate measures and facilities is ≥50%:
The total volume of domestic wastewater from households and organizations in concentrated residential areas is about 10,000 m3/day, of which the volume of domestic wastewater from households is 9,500 m3/day and night, and the volume of wastewater from organizations is about 500 m3/day and night.
Currently, wastewater from organizations and households in concentrated residential areas is mainly collected and treated in 3-compartment septic tanks. For hand washing, bathing, and kitchen wastewater, it is treated through settling tanks and manholes before being discharged into the general drainage system of residential areas. The drainage system in concentrated residential areas has basically been invested in and built to meet the requirements for wastewater drainage.
Up to now, 46,731/47,742 households (97.8%) have 3-compartment septic tanks and manholes, settling tanks to treat wastewater before discharging into the environment. Septic tanks, gas pits, and settling tanks are dredged regularly. Yen Khanh District People's Committee has implemented the project to invest in the construction of the Yen Ninh vermicelli and cake craft village environmental treatment system, Yen Khanh District to collect and treat all wastewater from Yen Ninh vermicelli craft village (including domestic wastewater and production wastewater), in which the wastewater treatment station has a capacity of 500 m3/day and night to collect and treat all domestic wastewater and production wastewater from households in Thuong Dong and Thuong Tay quarters of Yen Ninh town. Currently, the construction items have been completed, but machinery and equipment have not been installed, so the project has not been put into operation. In 2023, Yen Khanh District People's Committee arranged funding and continued to install equipment and machinery to put the project into operation, expected to complete installation and operation in 2023.
According to the approved construction planning of Yen Khanh district until 2030, the planning for construction and upgrading of centralized wastewater treatment stations is as follows:
+ Upgrade Yen Ninh town wastewater treatment plant to 15,000 m3/day.
+ Construct a new wastewater treatment plant in Khanh Thien commune with a capacity of 10,000 m3/day.
+ Construct a new wastewater treatment plant in Khanh Thanh commune with a capacity of 10,000 m3/day.
The District People's Committee issued Plan No. 93/KH-UBND dated June 19, 2023 on wastewater quality management in Yen Khanh district. The objective of the Plan is to identify wastewater sources; make statistics and inventory the current status of wastewater generation, wastewater treatment and wastewater discharge into the environment in the district. Orient the contents and tasks of wastewater management. Assign tasks to relevant departments, offices and units with the goal that 100% of generated wastewater must be treated before being discharged into the environment.
(vi) Green land for public use in rural residential areas ≥4m2/person:
The area of public green space in rural residential areas in Yen Khanh district is 616,945.3 including:
+ Educational facilities (kindergartens, primary schools, junior high schools, high schools, vocational education and continuing education centers, education and training departments); medical facilities (commune and town health stations, district health centers); cultural houses - sports areas of villages, hamlets, communes and towns; postal and telecommunication service points of communes, towns and districts... with an area of 519,979.3 m2.
+ Public playgrounds of communes, towns, district stadiums...; flower gardens of communes and towns, with an area of 96,966 m2.
Trees and shade trees planted at public places are usually native woody species such as banyan trees, tamarind trees, purple-flowered trees, banyan trees, royal poinciana trees, rose apple trees, star apple trees, etc. suitable for rural areas. Do not include herbs, flower gardens, lawns; do not plant trees that are easily broken and affect human health, or are on the list of invasive alien species according to regulations. Planting density is 600 trees/ha.
Total local population: 151,025 people.
The average area of green land for public use in rural residential areas per person is 4.09 m2.
(vii) There are no craft villages polluting the environment in the district:
In the district, there are 07 craft villages recognized by the Provincial People's Committee including: Binh Hoa sedge craft village, Duc Hau sedge - water fern craft village, Dong Moi sedge - water fern craft village, Khanh Hong commune, sedge craft village in hamlet 8, Khanh Mau commune, ornamental plant craft village in hamlet 1, Khanh Thien commune, culinary craft village in Phong An hamlet, Khanh Thien commune, Yen Ninh vermicelli craft village, Yen Ninh town. Craft villages and production facilities in the craft villages have complied with environmental protection regulations, specifically:
+ 100% of craft villages have environmental protection plans approved by the District People's Committee; Commune People's Committees have issued Decisions to establish environmental self-management teams in craft villages.
+ There are no establishments causing serious environmental pollution and no establishments causing long-term environmental pollution in the craft village; there are no craft villages on the list of causing serious environmental pollution; there are no production establishments in the craft village that violate regulations on discharging wastewater, dust, exhaust gas, noise exceeding technical standards on waste or burying and dumping waste in violation of environmental protection regulations to the extent that they are subject to an additional penalty of suspension of operations according to regulations of law in the field of environmental protection.
+ Sedge, duckweed, and ornamental plant craft villages generate small amounts of production waste, mainly sedge and duckweed scraps, tree branches and leaves, which are collected by households and reused as fuel, treated at home, or handed over to transport units for treatment along with local solid waste.
+ Wastewater from households in Phong An culinary craft village, Khanh Thien commune has a small volume because the production scale is mainly household. Wastewater is collected, settled in settling tanks and treated in septic tanks before being discharged into the general drainage system.
+ Wastewater from households in Yen Ninh vermicelli craft village has a volume of about 200 m3/day, which is preliminarily treated by households in settling tanks and biogas tanks and then discharged into the general drainage system. Yen Khanh District People's Committee has invested in building a wastewater collection and treatment system for Yen Ninh vermicelli craft village with a capacity of 500 m3/day to treat all domestic wastewater and production wastewater of the craft village. Up to now, the pipeline system and construction items of the wastewater treatment station have been completed, in the time. In the coming time, Yen Khanh District People's Committee will continue to install equipment, machinery and put into operation the wastewater treatment system, expected to be completed in 2023.
(viii) The rate of plastic waste generated in the district that is collected, reused, recycled, and treated according to regulations is ≥80%:
The volume of plastic waste generated in the district is about 2,945 tons/year, mainly from the daily activities of households and individuals (about 2,850 tons/year), from production, business and service activities (about 95 tons/year). The main components of plastic waste are mainly plastic utensils and tools (about 30 - 35%) and plastic bags (about 50 - 55%), disposable plastic products and other plastic products (about 10 - 15%).
The District People's Committee has issued a Plan, directed and implemented the "Anti-plastic waste" movement throughout the district. The District People's Committee has organized training courses and implemented a model of classifying solid waste at source in the district. Encouraged people to limit the use of disposable plastic products, increased recycling and reuse, and launched a model of collecting plastic waste and scrap to raise funds for the Association and the Team fund in schools of the District Youth Union and the District Women's Union, and has achieved many positive results, specifically:
+ Limit the use of plastic bags or reuse plastic bags, use other tools to hold goods during shopping activities, especially use handicraft products from local craft villages to replace plastic bags.
+ Limit the use of disposable plastic products such as plastic food containers and cups.
+ Increasing recycling and reuse of plastic waste such as: unused plastic utensils, tools, bottles and jars contributes to generating income and saving costs for households.
+ Collect and thoroughly treat non-reusable plastic waste and hand it over to the collection unit along with domestic solid waste to be transported for treatment at the province's solid waste treatment area in Tam Diep city.
Plastic waste generated from industrial production activities is mainly packaging and plastic covers that are classified by facilities to be sold as scrap or handed over to regular industrial solid waste treatment units. The volume of plastic waste from industrial activities that is recycled, reused and treated reaches 100%.
The collection and treatment rate for plastic waste in the district from production, business and daily life activities of people is about 2,760/2,945 tons/year, reaching 93.6%, of which the volume of recycled and reused plastic waste is about 1,050 tons/year, the volume treated is about 1,710 tons/year.
In the district, there are 02 facilities capable of recycling plastic waste, namely Truong Thinh Plastic Packaging Production Company Limited in Khanh Hai Commune and Austdoor Ninh Binh Joint Stock Company. Truong Thinh Plastic Packaging Production Company Limited has a capacity of recycling plastic packaging (HDPE, LDPE, PP, ...) of 28,800 tons/year and has prepared an application for an Environmental License and has been inspected by the Ministry of Natural Resources and Environment, notified to complete the application according to the inspection results. Austdoor Ninh Binh Joint Stock Company has a capacity of recycling silicone plastic waste of 13,400 tons/year and has been granted a Certificate of eligibility for environmental protection in importing scrap as raw materials for production No. 107/GXN-BTNMT by the Ministry of Natural Resources and Environment dated December 30, 2021, in which the maximum imported scrap volume is 11,840 tons/year. Communes and towns have 25 facilities for collecting and processing scrap and plastic waste, helping to increase the collection and recycling rate of plastic waste in the area.
c) Assessment: The district meets the standard of criterion No. 7 Environment according to the set of criteria for advanced new rural districts in the period 2021-2025.
6.8. Criterion 08 on Quality of living environment
a) Criteria requirements
- Percentage of households using clean water according to standards from centralized water supply system ≥ 43%.
- Domestic water supply meets the average standard per capita/day and night ≥80 liters.
- The rate of centralized water supply works with sustainable management and exploitation organizations is ≥40%.
- Have a surface water treatment model (pond, lake) that ensures environmental protection regulations (≥ 01 model).
- The landscape and space in the whole district ensure light - green - clean - beautiful and safe.
- The rate of food production and business establishments managed by the district complying with regulations on food safety is 100%.
- The rate of staff working in the field of food safety and quality management of agricultural, forestry and fishery products managed by the district receiving annual professional training is 100%.
- Do not let food safety incidents occur in the area under the district's management.
- Have smart commune and village models.
b) Review results
(i) Percentage of households using clean water according to standards from centralized water supply system:
The number of households using clean water according to standards from the centralized water supply system in the whole district is 37,752/47,742 households, reaching a rate of 79.02%.
(ii) Domestic water supply meets the average standard per capita/day and night of ≥80 liters.
The average standard of domestic water supply per capita/day and night in the whole district is 85.01 liters/person/day and night.
(iii) The rate of centralized water supply works with sustainable management and exploitation organizations is ≥ 40%:
Yen Khanh district has 14 centralized water supply works operating in the area, of which 14 works are assessed to have sustainable management and exploitation, reaching a rate of 100%.
(iv) Having a surface water treatment model (pond, lake) that ensures environmental protection regulations (≥ 01 model):
Yen Khanh District People's Committee has implemented a project to build a surface water treatment model for ponds and lakes in the district at the central lake of the old cultural house of Yen Khanh district in Yen Ninh town, with an area of 3,000 m2 and a total cost of 456.8 million VND.
Before implementing the model, the lake was polluted due to receiving wastewater and domestic waste, and was eutrophicated, causing environmental pollution. The technological solutions applied to treat the lake's surface water are as follows:
+ Aquatic rafts: Aquatic rafts are installed floating on the lake surface and connected together to form a block to treat lake water. The aquatic plant used is water bamboo. Water bamboo grows well in water thanks to its clustered roots, so it is chosen as an aquatic plant to filter dirty water, making the water clearer and cleaner.
+ Oxygen pump: the oxygen generator is a fountain so it has the effect of circulating water to provide more dissolved oxygen into the lake water, deodorize the water, cool the water in the summer and warm the water in the winter according to the ambient temperature.
+ Filter tank: install a water circulation filter tank in the lake combined with planting trees in the filter tank to absorb pollutants in the water, the filter tanks are installed right on the lake shore, lake water is pumped into the filter tanks by a submersible pump after passing through the filter tank, it flows down to the lake through the pipe.
Up to now, the lake water quality has been significantly improved, there is no longer any pollution and it is maintained regularly thanks to the aquatic rafts that treat pollutants in the water. The model has created a clean and beautiful landscape, contributing to raising public awareness in protecting the water environment in particular and the environment in general.
(v) Landscape and space in the entire district must be bright - green - clean - beautiful and safe:
Every year, Yen Khanh District People's Committee directs specialized agencies to coordinate with departments, organizations, People's Committees of communes, towns, District Culture - Sports and Broadcasting Center to organize activities in response to important environmental events such as: World Wetlands Day 02/02; World Water and Meteorology Day, Earth Hour Campaign, National Week on Clean Water and Environmental Sanitation; Campaign to Make the World Cleaner... by hanging banners and slogans on environmental protection, collecting waste in the area, dredging and cleaning rivers. Residential areas in the district have built village covenants and conventions including environmental protection content. Maintain general environmental sanitation twice a month in communes, towns, villages, hamlets and streets. 100% of communes and towns have green - clean - beautiful and safe landscapes and spaces; do not let domestic wastewater accumulate in concentrated residential areas.
- Regarding the green tree system: The artificial green tree system in the communes has been invested and completed (including shade trees, ornamental trees, flower trees and lawns...) ensuring the following main requirements:
+ In accordance with approved planning; green spaces, including natural green spaces (vegetation along rivers and lakes) and artificial green spaces (parks, flower gardens, water surfaces...) must be linked together into a continuous system; combined with planning for planting protective trees in fields and anti-erosion trees to form a green tree system in the district.
+ Every year, the District People's Committee develops and promulgates a Tree Planting Plan and the Launching Ceremony of "Tet Tree Planting in Eternal Gratitude to Uncle Ho" in the Spring. At the same time, responding to the province's program of planting 1 billion trees in the period of 2021-2025, in 2023 alone, the entire Yen Khanh district strives to plant 15,000 trees of all kinds, to protect the ecological environment, improve the landscape and respond to climate change, contributing to socio-economic development; improving the quality of life of the people.
+ Prioritize planting trees in public places such as: Commune headquarters, schools, commune health stations, cultural and sports centers, markets, service shops...
The area of public green space in rural residential areas in the district reaches 4.09 m2/person.
- Regarding the ecological pond and lake system: In Yen Khanh district, there is a dense system of rivers, streams, ponds and lakes. Based on the area, planning and role in regulating the air environment, the District People's Committee has reviewed and compiled a list of 21 ponds and lakes that are not allowed to be filled and submitted to the Provincial People's Committee for approval in Decision No. 1078/QD-UBND dated November 28, 2022 on approving the Outline and budget for the task of "Making a list of lakes, ponds and lagoons that are not allowed to be filled in Ninh Binh province".
The ecological pond and lake system in residential areas in communes with an area of about 1,149 hectares ensures the following main requirements: In accordance with approved planning; open space, climate regulation, creating beautiful landscape; capable of developing livestock and aquaculture, creating economic benefits; regularly dredged and repaired ponds and lakes to create space, ecological landscape and environmental regulation; with fences and warning signs in areas that pose a risk to people's safety.
+ There are 227 km of drainage canals in residential areas that are regularly dredged through monthly general environmental cleaning and internal irrigation activities. Rivers, canals, and ditches in the communes have no odor, no waste accumulation; and are not on the list of areas and points of environmental pollution approved by the Provincial People's Committee.
- For landscape on traffic routes:
+ District roads with a length of 15 km and installed lighting system and planted trees (shade trees of all kinds) reaching 100%. On the roads passing through the center and residential areas, flowers, lawns, landscapes are planted and cleaned periodically; there is a system of trash cans.
+ The inter-commune and commune-axial roads have a total length of 112 km, with shade trees planted along the roads, mainly native trees suitable to local climate characteristics, 95 km, reaching a rate of 84.8%; lighting systems are installed on 98.2 km, reaching a rate of 87.6%.
+ Village and inter-village roads (87.6 km) and alley and hamlet roads (372 km) are all 100% hardened, with drainage and sewer systems to ensure convenient travel, water drainage and environmental sanitation.
The roads in the commune and village are clear, without encroachment on the roadside and there is no littering in the wrong place according to regulations.
- Villages and hamlets in communes in the district have built village covenants on maintaining public hygiene in the village and households.
- 36,674/43,159 households (85%) renovated their gardens, decorated their hedges with trees or other types of hedges but covered with trees. The hedges were neatly trimmed and did not obstruct traffic.
- Regularly maintain general environmental sanitation activities twice a month in communes, towns, villages, hamlets, and streets.
+ For public areas: Public areas (markets, roads, parks, amusement parks, entertainment areas, marinas, etc.) do not discharge wastewater or solid waste in violation of regulations, causing loss of aesthetics and environmental pollution; do not allow pets to cause unsanitary conditions in public places.
+ The grounds of the commune People's Committee headquarters, medical stations, schools and village and hamlet cultural houses are renovated, cleaned, trees and flowers are planted to suit the landscape and there is clean water and safe toilets.
+ Promulgate, publicly post and organize the implementation of regulations and rules on hygiene and environmental protection in public places.
+ Increase the renovation of ponds, lakes, public areas... into entertainment areas, exercise areas, community activity areas, and swimming areas for children.
+ All concentrated residential areas have drainage systems to ensure that there is no stagnant domestic wastewater in the residential areas; the locality is interested in installing lighting systems and gradually installing security cameras to ensure safety for residential areas.

The District People's Committee has paid attention to the planning of safe food production areas, directed the development and attracted investment in building models of concentrated raw material production areas for food processing. Up to now, the district has developed and maintained many food production models in the direction of food safety in communes and towns; Effectively implementing the restructuring of the agricultural sector, effectively integrating solutions and policies to develop agricultural production in the direction of commodities, applying scientific and technical advances and high technology in production, processing and consumption of products. Building and developing brand protection for key agricultural products, typical of the district such as organic rice, rice paper, vermicelli, mushrooms, safe vegetables and other agricultural products. The District People's Committee has compiled statistics, made a list, issued Food Safety Certificates and organized the signing of commitments to ensure food safety for production and business establishments in the area, which is 212 establishments, of which 67 establishments are in the health sector; Infrastructure economy is 127 establishments and Agriculture and Rural Development is 18 establishments (18 establishments are granted by the Department of Agriculture and Rural Development) ensuring the rate of food production and business establishments managed by the district complying with food safety regulations is 100%. In the past year, there were no food safety incidents in the district.

The People's Committee of Khanh Cu and Khanh Nhac communes has applied digital technology to management work to improve the working efficiency of the government, increase transparency in the commune's activities to ensure service to the people.
100% of commune officials and civil servants are trained and instructed to proficiently use the transfer and receipt of documents on the i-Office system and official mailbox; 100% of officials and civil servants have been granted digital signatures and regularly use them in handling work on the i-Office system and public services.
100% of the cadres and civil servants of the commune's one-stop department have been granted accounts. Up to now, the settlement of administrative procedures on the Electronic One-stop Information System of Khanh Nhac and Khanh Cu communes has been carried out regularly, using digital signatures on the software. The People's Committee of the commune has implemented cashless payments by transferring money via card accounts, scanning QR-Code at the commune's one-stop department, citizens come to settle administrative procedures quickly, conveniently, avoiding hassles, bringing satisfaction to the people.
* Communication with people: The Commune People's Committee uses many communication channels with people, changing the way the government communicates and interacts with people through digital technology tools. Focus on promoting the activities of the Commune's Electronic Information Page, reflecting news and articles on the activities of the Party, Government; organizations; administrative procedure reform work; new rural construction. Up to now, the electronic information pages of the two communes have had about 452 news articles; nearly 100,000 visits; there is a Zalo group connecting the government and people on each page with nearly 500 members participating regularly to promptly update the policies of the Party, State, local tasks as well as receive feedback on issues of concern to people such as rural security; social security; environment; quality of domestic water... The Commune People's Committee has established a communication channel between the commune government and people via SMS messages.
- Khanh Nhac and Khanh Cu communes have been supported to implement the project of building a smart radio station in the whole commune with 36 loudspeaker clusters. The Information Technology and Telecommunications broadcasting system has initially brought high efficiency in information and propaganda work to almost all classes of people.
* E-commerce:
Contributing to the construction of a commune that meets advanced new rural standards, the People's Committee of Khanh Cu and Khanh Nhac communes has built typical products and OCOP products of the commune to build brands, deploy product traceability services, and carry out other legal procedures according to regulations to put products on e-commerce platforms; at the same time, research solutions to connect with large domestic and foreign e-commerce platforms to support people and businesses to sell products.
Currently, in Khanh Cu commune, there are 2 OCOP products: Wood ear mushrooms of Huong Nam private enterprise and Kim Hoang Hau melon of Green Technology Joint Stock Company; Khanh Nhac commune has handicraft products from sedge. The products have been widely promoted on social networks such as Facebook, Zalo, the commune's electronic information page and the enterprise's website, helping enterprises bring their products closer to customers, helping customers access and buy and sell products easily.
* Social services:
Schools deploy the transfer and receipt of documents between all levels on the i-Office system, performing management on staff management software, asset management software, and accounting software. Students are monitored and managed on medical software, electronic school records, and library software; using electronic contact books to facilitate communication with parents; making cashless payments on the Sisap application, etc.
Commune health stations use IT applications to provide comprehensive smart medical solutions in the medical field such as: Basic health management, Centralized database, Personal health record management, Vaccination management, Prescription management, Human resource management, Financial and accounting management, Asset management, Executive document management, Electronic information portal, Electronic invoice, Digital signature, Support switchboard,... helping to save time for people to register for medical examination, time for station staff to prescribe medicine, time for fee collection, insurance approval, time for dispensing medicine,...
* Brand promotion: Applying technology to support, promote, build brands and images of smart commune models, brands for local agricultural products and tourism services on the internet environment.
* The LAN system in the commune has been upgraded to ensure transmission speed; the number of computers is guaranteed to correspond to the ratio of civil servants; the quality of the machines is guaranteed to meet the current digital technology processing situation.
c) Assessment: The district meets criterion No. 8 on quality of living environment according to the set of criteria for advanced new rural districts in the period 2021-2025.

In recent years, Yen Khanh District Party Committee has issued Directives, the District People's Committee has plans, the District Police Party Committee has issued Resolutions on security and order assurance, directing the effective implementation of security and order assurance, and the Steering Committee for Crime Prevention, Social Evils and Building a Movement for the Whole People to Protect National Security has a program for building a movement for the Whole People to Protect National Security. The security and order situation in the area is basically stable, without passive or unexpected situations, without creating hot spots or complications in security and order. From 2021 to now, there have been no prolonged or illegal collective complaints in the district, the number of social order crimes in 2022 was 62 (down 4 cases = 6.1% compared to 2021); Number of traffic accidents in 2022: 31 (down 10 and = 24.4% compared to 2021), number of fire and explosion incidents in 2022: 0 cases (down 1 case compared to 2021), 100% of communes in the district achieved target 19.2 under criterion No. 19 on National Defense and Security in the National Criteria Set for New Rural Communes in the period 2021-2025. Of which, 12/18 communes (66.7%) achieved target 19.2 under criterion No. 19 on National Defense and Security in the National Criteria Set for Advanced New Rural Communes in the period 2021-2025. In 2022, the District Police achieved the title of "Advanced Unit".
(ii) Having online public services reaching level 4:
The district has deployed 292 online public services under the jurisdiction of the District People's Committee, 113 online public services under the jurisdiction of the Commune People's Committee, of which: the district level has 168 full-process online public services (level 4), the commune level has 53 full-process online public services, thereby allowing the reception and settlement of administrative procedures to be carried out entirely in the electronic environment. From January 2023 to June 2023, the District People's Committee and 19/19 communes and towns have organized the reception and settlement of 20,983 records, of which 12,103 records were received, settled and returned entirely in the electronic environment, reaching a rate of 57.68%.
c) Assessment: The district meets criterion No. 9 of Security, Order and Public Administration according to the set of criteria for advanced new rural districts in the period 2021-2025.
7. On the situation of outstanding debts in basic construction in the implementation of building advanced new rural districts

- Accumulated acceptance volume from the start of construction to June 30, 2023: VND 255,705 million.

Thus, at the time of reporting, the projects under the district and commune budgets have no outstanding debts for basic construction under the National Target Program for New Rural Development. The projects currently being implemented to complete the criteria for advanced new rural districts have all been allocated sufficient capital according to the project's construction schedule, so by the end of 2023, there will be no debt for basic construction. The Ninh Binh Department of Finance has issued Document No. 2325/STC-DN dated August 17, 2023, confirming that by June 30, 2023, Yen Khanh district has no debt for basic construction under the National Target Program for New Rural Development.
8. On the plan to improve the quality of advanced new rural criteria
The contents and plans to improve the quality of the criteria for advanced new rural districts in the coming time proposed by Yen Khanh district are completely consistent with the policies and orientations of Ninh Binh province.
Ninh Binh province has set a target of having 2-3 districts meeting advanced new rural standards and model new rural standards by 2025. The People's Committee of Ninh Binh province will focus on directing localities to complete the plan targets for the 2021-2025 period and orientation to 2030, in which the orientation is to build Yen Khanh district into a district meeting the province's model new rural standards.
II. CONCLUSION
1. About the profile
The application for consideration and recognition of Yen Khanh district as meeting advanced new rural standards has been fully completed by the People's Committee of Yen Khanh district, in the correct order, with sufficient procedures and quantity according to regulations. The dossier has been received by the Provincial New Rural Area Coordination Office, the departments and branches have examined and assessed that it meets the provisions of Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister promulgating regulations on conditions, order, procedures, dossiers for consideration, recognition, announcement and revocation of decisions on recognition of localities meeting new rural standards, advanced new rural standards, model new rural standards and completing the task of building new rural areas in the period 2021 - 2025 and Decision No. 1343/QD-BNN-VP dated April 4, 2023 of the Ministry of Agriculture and Rural Development on promulgating internal administrative procedures between state administrative agencies under the scope and management functions of the Ministry of Agriculture and Rural Development;
2. Regarding the number of communes and towns meeting the prescribed standards
Yen Khanh district has fully met the regulations on the number of communes and towns meeting the standards as prescribed in Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria for New Rural Districts; regulations on towns and cities under provincial level to complete the task of building new rural areas and the National Criteria for Advanced New Rural Districts in the period 2021-2025, specifically: 18/18 (100%) of communes meeting new rural standards, 10/18 (55.56%) of communes meeting advanced new rural standards, 2/18 communes meeting model new rural standards, 01 town (100%) meeting civilized urban standards, 150 villages and hamlets meeting model new rural standards.
3. On the results of implementing advanced new rural construction in communes
Yen Khanh district has 18/18 communes (100%) meeting new rural standards, of which 12/18 communes (accounting for 66.7%) meeting advanced new rural standards according to the provisions of Decision No. 318/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria Set on New Rural Communes and the National Criteria Set on Advanced New Rural Communes for the period 2021-2025 and the provisions of Decision No. 563/QD-UBND dated June 22, 2022 and Decision No. 735/QD-UBND dated August 18, 2022 of the People's Committee of Ninh Binh province.
4. On the implementation results and the level of achievement of the criteria for advanced new rural districts
Yen Khanh district has met 9/9 criteria for advanced new rural districts according to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister promulgating the National Criteria for New Rural Districts; regulations on towns and cities under provincial level to complete the task of building new rural areas and the National Criteria for Advanced New Rural Districts for the period 2021-2025 and specific regulations in Decision No. 741/QD-UBND dated August 22, 2022 of the People's Committee of Ninh Binh province.
5. On the situation of outstanding debts in basic construction in the implementation of building advanced new rural districts
Yen Khanh district has no outstanding debt in basic construction in new rural construction.
III. RECOMMENDATIONS
