Railway Department asks for opinions on railway industry development project

Vietnam Railway Authority is seeking comments on the Project on orientation for the development of Vietnam's railway industry to 2030, with a vision to 2045.

Implementing Conclusion No. 49-KL/TW of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045, the Vietnam Railway Administration was assigned by the Ministry of Transport to research and develop a Project on orientation for the development of Vietnam's railway industry to 2030, with a vision to 2045.

The goal is to provide specific development orientations, solutions to encourage, support, and attract organizations and individuals to participate in investing in developing the railway industry in terms of infrastructure. Innovate and transfer technology, develop products to gradually master the manufacturing, production, and assembly of railway industrial products.

According to the Vietnam Railway Authority, the development of the railway industry depends largely on the current state of the supporting industry, the needs and the ability of enterprises to participate. Therefore, in order to have sufficient practical information as a basis for developing the content, solutions and impacts of policies in the draft Project, this agency requests agencies and units to contribute their opinions to continue researching and perfecting the content of the Project.

According to the draft Project, The research purpose of the Project is to propose an overall orientation for the development of the railway industry, to provide orientations on the level of technological mastery and the level of localization of Vietnamese units and enterprises in the process of implementing new construction, upgrading and renovation investment projects as well as the process of operating, exploiting and maintaining the existing railway system and the planned new railway lines (electrified railways with speeds up to 200km/h, high-speed railways and urban railways) from now until 2045; to propose the issuance of mechanisms and policies for the development of the railway industry and supporting industries.

At the same time, propose criteria for selecting organizations and enterprises assigned to or ordering the provision of railway industrial services and goods; list of railway industrial services and goods assigned to or ordered by organizations and enterprises. From there, it will be the basis for reporting to the Government to promulgate mechanisms and policies for transferring, receiving and mastering railway industrial products maintenance and manufacturing technology.

The research object of the Project is the railway industry including 4 majors: Railway infrastructure construction industry; Railway vehicles (locomotives, wagons, spare parts, accessories); Information, signals and power supply systems; Railway materials, equipment serving the construction, operation and maintenance of existing national railway lines, newly built national railway lines (electrified railways with speeds under 200km/h and high-speed railways), urban railways and specialized railways.
