On October 10, the Ministry of Transport coordinated with the People's Committees of Quang Ngai and Binh Dinh provinces to organize the launching ceremony of the 100-day emulation campaign to open tunnel 2 in the XL2 package and complete all site clearance work for the Quang Ngai - Hoai Nhon section of the North-South expressway construction project in the East phase 2021 - 2025.
Speaking at the ceremony, Deputy Minister of Transport Nguyen Danh Huy said that the Quang Ngai - Hoai Nhon section project under the North - South Eastern Expressway construction project in the 2021 - 2025 period is a national key project, with a length of 88km connecting the two provinces of Quang Ngai and Binh Dinh.
The project has 3 tunnel works including tunnel 1 with a length of 610m, tunnel 2 with a length of 698m, tunnel 3 with a length of 3,200m, with a total construction time of 42 months.
Deputy Minister of Transport Nguyen Danh Huy spoke at the ceremony.
The early completion of tunnel 2 will shorten the critical path of tunnel 3 and determine the construction progress of tunnel 3.
Accordingly, it will speed up the construction progress of package XL2, save costs, shorten the distance and time for transporting and constructing roads, bridges and tunnels of packages XL2 and XL3, and contribute to speeding up the overall progress of the whole project.
Not only that, the construction of tunnel number 2 will utilize about 1 million cubic meters of materials to serve the project's construction.
Acknowledging the efforts in implementing site clearance work of the two provinces of Quang Ngai and Binh Dinh, Deputy Minister Nguyen Danh Huy expressed his thanks to the people who were willing to give up land, move houses, and hand over the site to serve the project construction and hoped that the people would continue to join hands and unite with the local authorities to carry out site clearance and hand over the entire construction site to the investor and contractor according to the committed schedule.

Responding to the emulation movement, Mr. Le Thang, Director of Project Management Board 2 (Ministry of Transport) said that, to achieve the set goals, Project Management Board 2 has called on the spirit of all officers, engineers, workers and employees of Project Management Board 2, supervision consultants, construction quality inspection consultants, environmental supervision consultants, and construction contractors to take advantage of time, make efforts to overcome difficulties, with the spirit of "overcoming the sun, overcoming the rain" to strive to complete according to the schedule directed by the Government and the Ministry of Transport.
"The Project Management Board 2 commits to directing the supervision consultant unit to supervise, advise, and guide the construction contractor to ensure quality, safety, and compliance with the set plan. Quickly resolve and remove difficulties and obstacles during the construction process (if any). Closely coordinate with local authorities to effectively ensure security, order, traffic safety, and environmental sanitation in the area surrounding the project site. The project management board monitors daily and weekly progress, promptly directs the supervision consultant units and construction contractors to adjust and supplement personnel and equipment if necessary to ensure completion meets quality and progress," Mr. Thang emphasized.
Up to this point, the project site clearance work of the two provinces of Quang Ngai and Binh Dinh has handed over 80.42/88 km, reaching 91.4%. Of which, Quang Ngai province handed over 53.4/60.3 km (reaching 88.5%), Binh Dinh province handed over 27.02/27.7 km (reaching 97.5%).
On behalf of the leaders of the two provinces of Quang Ngai and Binh Dinh, Mr. Dang Van Minh, Chairman of the People's Committee of Quang Ngai province, acknowledged that up to now, in Quang Ngai, there has never been a traffic project with a large volume of site clearance work like the Quang Ngai - Hoai Nhon expressway component project.
According to Mr. Dang Van Minh, Quang Ngai and Binh Dinh committed to basically completing the project's site clearance work by October 30.
Up to now, Quang Ngai has completed a large volume of site clearance work, reaching more than 91%. This result is the result of great efforts of the local government, agencies, departments, branches and people.
According to Mr. Minh, currently, the remaining work to be done to complete the entire site clearance work of the project is not much.
However, these are extremely difficult tasks, with many problems related to residential land, forced evictions, house relocations, and many unprecedented situations that arise beyond what has been foreseen.
"Based on the content agreed upon by the participating parties, Quang Ngai and Binh Dinh commit to basically completing the project's site clearance work by October 30 (except for cases related to house relocation, enforcement and force majeure) and by December 31, 2023, completing 100% of the project's site clearance work," Mr. Minh committed.
The construction unit committed to completing tunnel 2, 698m long, under package XL02 of the Quang Ngai - Hoai Nhon expressway project by December 31.
Representing the construction unit, Mr. Nguyen Tan Dong, Vice Chairman of the Board of Directors of Deo Ca Group Joint Stock Company, committed to completing the project on schedule, ensuring the quality of the project and construction safety of the items in the XL2 package of the Quang Ngai - Hoai Nhon section project.
"To ensure the progress and quality of construction works, Deo Ca Group Joint Stock Company has had many initiatives in the construction of tunnel No. 2. Specifically, improving tunnel digging methods, shortening the time and tunnel digging cycle and increasing the number of tunnel digging construction points.
For conventional tunnel construction, there are 4 tunneling construction points, but with the improved method, tunnel No. 2 construction has 6 construction points, 4 points from both ends of the tunnel and 2 construction points from the middle of the tunnel to both sides.
"Thus, the construction and clearance of tunnel No. 2 will shorten the construction time by 4 months and the tunnel is committed to be cleared on December 30, 2023," Mr. Dong informed.
