Prime Minister Pham Minh Chinh requested ministries, branches and localities to promote decentralization, clear assignment of responsibilities, and resolutely cut down on cumbersome, unnecessary, and troublesome administrative procedures that hinder development.

Speaking at the meeting, Prime Minister Pham Minh Chinh said that at the thematic meeting of the Central Steering Committee on institutional and legal improvement on August 5, 2025, the agencies determined that nearly 40% of the recommendations were well-founded, with 834/2,092 recommendations in 789 legal documents. Therefore, General Secretary To Lam requested that we closely follow the target of Resolution 66-NQ/TW of the Politburo , the basic requirement is to complete the removal of "bottlenecks" due to legal regulations in 2025 and "cannot delay any further".

Recently, Deputy Prime Minister Le Thanh Long signed a decision to issue a Plan to direct the implementation of the conclusion of General Secretary To Lam.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to promote the highest spirit and responsibility; with all transparency and impartiality, focus on reviewing and removing obstacles in the legal system; institutionalize the Party's policies; and ensure an open legal system.

Along with that, mobilizing all resources and the strength of the entire nation, combining national strength with the strength of the times for development, especially achieving the growth target of 8.3-8.5% this year and double digits in the following years, so that the whole country can enter a new era of rich, civilized, powerful and prosperous development.

"It is absolutely necessary to review, build and perfect institutions to transform the state from primarily management and "if you can't manage, then ban" to a state of creating development and serving the people more effectively, ensuring openness and improving the material and spiritual life of the people," the Prime Minister emphasized.

In addition, we need to thoroughly review to promote decentralization, delegation of power, and clear assignment of responsibilities among agencies in the political system, ministries, branches, and localities, and resolutely cut down on cumbersome, unnecessary, and troublesome administrative procedures that hinder development.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue to complete the results of document review, identify specific plans and roadmaps for timely handling of legal documents in their state management fields, and complete them no later than October 1, 2025.

This is to ensure the legal basis and time for localities to complete the amendment, supplementation, abolition, replacement, and issuance of new local documents before June 2026.

Ministries, branches and localities shall proactively and responsibly handle legal documents, ensuring timely handling of arising issues; focus on thoroughly and effectively handling "bottlenecks" caused by legal regulations in 2025.

Regarding problems and inadequacies in draft laws already included in the National Assembly's law and ordinance making program in 2025, ministries and agencies shall synthesize and propose solutions immediately during the completion process and submit them to competent authorities for consideration and approval.
