At the Conference, voters expressed their belief in the leadership of the Party, the supervision of the National Assembly, the drastic management of the Government, and the consensus of the entire people that our country will continue to achieve many new achievements in 2026 and the following period.
Voters highly appreciated the spirit of urgent, responsible, innovative and democratic work of the National Assembly, clearly demonstrated in the consideration, discussion and decision of many important issues directly related to people's lives and the sustainable development of the country. In particular, voters acknowledged the increasingly substantial and trustworthy supreme supervision activities, with the institutionalization and supervision role of the National Assembly and the implementation and administration role of the Government, the Laws and Resolutions will soon come into life, creating new momentum, contributing to building a country with rapid and sustainable development.
At the Conference, voters expressed their expectation that Resolution 71 on breakthrough in education and training development will create a revolution in education with fundamental changes from thinking to institutions...; proposed to perfect the law on education, university autonomy, vocational training, and at the same time monitor the implementation of policies on preferential treatment for teachers; promote digital transformation in education, and prepare human resources for the future.
Expecting that Resolution 72 of the Politburo will soon be put into practice, voters suggested that it is necessary to allocate an adequate budget for healthcare, especially primary and preventive healthcare; monitor the implementation of universal health insurance; implement reforms in hospital, drug, and medical equipment management; promote digitalization of healthcare; improve the quality of medical examination and treatment, reduce costs for people, and ensure that all people have access to fair and quality healthcare services.
Highly agreeing with the Party and State's policy on implementing Resolution No. 57 on digital transformation, voters said it is necessary to strengthen propaganda work, raise awareness among officials, party members and people about the importance of digital transformation; invest in digital infrastructure, especially in residential areas; train high-quality digital human resources, and at the same time support people and businesses to access and effectively use digital platforms; promote administrative reform, make processes transparent, and apply technology to better serve people and businesses.
Highly appreciating the implementation of the two-level local government, the active, urgent and synchronous participation of all levels, sectors and the entire political system from the central to local levels, voters recommended that ministries, departments and sectors need to develop and implement specialized and highly practical training programs, focusing on specific working skills, enhancing the capacity of commune and ward level officials and specialists (online and in-person) in the direction of "holding hands and showing work"; having preferential policies to attract talented people.
Voters highly appreciated the active participation of the authorities in the renovation and beautification of To Lich River, the collection of wastewater on both sides of To Lich River to Yen Xa Wastewater Treatment Plant, bringing water from West Lake to To Lich River, the water quality of the river has been improved, initially bringing clear signs of environmental improvement; hoping that the implementation of the planning on both sides of the Red River with the expectation of bringing a new look to the Capital, creating a "Red River miracle" will soon be implemented.
Creating new momentum in the development of the capital Hanoi to become more and more beautiful
In a democratic and open atmosphere, speaking at the meeting, General Secretary To Lam expressed his thanks to voters for their enthusiastic and responsible opinions, showing their consensus, appreciation and positive response to the major policies and decisions of the Party and State in recent times. The General Secretary emphasized, "I am very happy that you, comrades, have expressed your consensus and appreciation for the major policies of the Central Committee. I am even more moved when the strategic resolutions of the Politburo, although very new, are known to all cadres, party members and voters, showing that this is "the will of the Party and the heart of the people".
General Secretary To Lam informed that up to now, the preparation work for the 14th National Party Congress has achieved important results. In particular, the organization of the grassroots and upper-level Party Congresses has been completed, and the Congresses of Party Committees directly under the Central Committee are being organized as planned.
The General Secretary said that, in general, our country is steadily developing in all aspects, political stability, national defense and security are maintained, foreign relations are open, the socio-economic indicators of the whole country in general and of Hanoi in particular have achieved very positive indexes, taking care of people's lives better and better. The political system apparatus has been basically streamlined, the 2-level local government system has been put into operation smoothly, stably and increasingly effectively. The events celebrating the 80th anniversary of the August Revolution and National Day on September 2 have been very successful, arousing and spreading the excitement, pride and patriotism among the people. The government and people of the capital have contributed very positively to the overall success of these events, demonstrating the "cultural features" of Hanoi people when welcoming people from all over the country to the capital on the occasion of the great festival of the country.
At the Conference, the General Secretary provided further information on 5 groups of issues that voters are interested in. Regarding improving the efficiency of the two-level local government, the General Secretary said that the voters' recommendations are very appropriate. This is also an issue that the Politburo and the Secretariat regularly pay attention to and direct. Every month, the Politburo and the Secretariat listen to reports on the situation and have conclusions and directions. These conclusions assign very specific tasks to agencies and are publicly posted on mass media for voters to follow and supervise implementation. It can be said that, in general, the two-level local government apparatus in localities in general, and in Hanoi in particular, has been operating stably and gradually more effectively.
The General Secretary shared that, because it is a new model, it is inevitable that there will still be difficulties and shortcomings that need to be further improved, especially at the ward and commune levels to fully operate according to their functions and tasks and serve the people better; expressing the agreement and opinions of voters on utilizing those who have retired under Decree 178 to participate in suitable jobs, creating material wealth for the country is a very correct issue. Agencies need to research to have specific instructions and solutions. Everyone must work to contribute to the development of the country.
Regarding the project on positions, jobs, education and health staff, salary regimes and policies for civil servants and public employees, and adjustment of social pensions, the General Secretary stated that determining the positions and job positions is a very important task to implement salary reform according to the policy of Resolution 27 of the Central Committee. Currently, the Politburo has directed agencies to complete the Project on positions and jobs to be completed in the fourth quarter of 2025. This is an important basis for determining the staffing of agencies in the political system and the basis for fully implementing the contents of salary reform in the spirit of Resolution 27 of the Central Committee...
During the completion of the above-mentioned tasks, the Government Party Committee has proposed to adjust a number of issues on wages and allowances in the immediate future. This adjustment must be associated with the synchronous implementation of solutions to control inflation, especially controlling the increase in prices of essential goods, contributing to improving the lives of people in general, and those receiving salaries and subsidies from the state budget in particular, and not allowing the situation of "prices increasing before salaries have increased".
Regarding the content of improving the quality of healthcare, reducing the cost of medical examination and treatment, ensuring food safety, and improving people's health, the General Secretary said that on September 9, the Politburo issued Resolution No. 72-NQ/TW on a number of breakthrough solutions to strengthen the protection and care of people's health. This Resolution has also been thoroughly grasped and implemented nationwide and broadcast live on television and radio for officials, party members and people to follow. It is determined that "Health is the most precious asset of human beings, the most important foundation for everyone's happiness, for the survival of the nation and the sustainable development and prosperity of the country".
Many breakthrough policies and strategies will be implemented, with special attention paid to prevention, shifting from the mindset of “treating to preventing”; strengthening primary health care, ensuring that people receive regular health check-ups at least once a year; and having policies to reduce the financial burden on patients, moving towards free hospital fees for all. The General Secretary asked voters to respond to the movement of all people taking care of their health, increasing physical exercise and proper nutrition, and each person should be “their own doctor” to build a healthy Vietnam.
Affirming that the development of science, technology, innovation, and national digital transformation is an important pillar to ensure the country can develop rapidly and sustainably in the new era, the General Secretary hopes that voters will actively participate in the "Digital Education for All" movement, be aware of raising vigilance, protect their personal data to prevent subjects from exploiting it for bad purposes, and each person should contribute their small part to help the country achieve the goal of breakthrough development based on science, technology, innovation, and digital transformation.
The General Secretary emphasized that on August 22, the Politburo issued Resolution 71-NQ/TW on breakthroughs in education and training development, which is a very important pillar for national development; he asked voters to actively respond, participate in implementing and supervising the implementation of these important policies and decisions; he said that there should be policies, mechanisms and a favorable working environment to "respect talents" to contribute to the homeland and the country.
Regarding the issues that voters proposed and reflected at the Conference, the General Secretary pointed out that there were issues that could be resolved immediately, and there were issues that needed to be implemented regularly and long-term, requesting the Hanoi Party Committee to direct the review, supplementation, and completion of the contents of the 18th City Party Congress (especially the political report and action program must be very specific); at the same time, well prepare the conditions for the successful organization of the Congress, creating a new momentum in the development of the Capital Hanoi to become increasingly rich, beautiful, cultured, civilized, and modern; so that people can see the change in the appearance of the Capital, feel, and enjoy the results of development both materially and spiritually.
