Among the new policies mentioned in the draft Resolution on piloting a special mechanism for Ho Chi Minh City, many National Assembly delegates said that "they have not seen any outstanding results".
On the afternoon of May 30, the National Assembly discussed the draft Resolution on piloting a special mechanism for Ho Chi Minh City, after Resolution 54 expires at the end of 2022.
Minister of Planning and Investment Nguyen Chi Dung said that Ho Chi Minh City is "in a tight shirt, it needs to be loosened immediately for the city to develop". Therefore, the policies designed in the draft Resolution are to help Ho Chi Minh City have more resources, autonomy, decentralization and help the city develop strongly and appropriately.
Agreeing that there needs to be a new mechanism for the "country's economic locomotive" to develop, Mr. Hoang Van Cuong, Vice President of the National Economics University, commented that the 27 new policies for the city this time "are not really outstanding". For example, the draft Resolution allows the city to pilot the installation of rooftop solar power in 1,572 buildings, 167 MW with an investment capital of 2,000 billion VND. Meanwhile, the policy for this type of energy is already in the Power Plan VIII, which has just been approved by the Prime Minister.
Mr. Nguyen Thanh Phuong, member of the Committee for Science , Technology and Environment, said the city is not yet clear about what benefits it will gain and how much budget it will save when implementing the renewable electricity policy, so further calculations are needed.
Similarly, regarding attracting investors, according to Mr. Phuong, the support from the city for them is not clear, while the regulations show that the investors have more responsibility. He believes that the policies need to be clearer and more outstanding so that "investors do not feel ambiguous", thereby attracting private resources and developing the city.

Concerned about the pilot mechanism in research and application of science and technology, Ms. Tran Thi Hoa Ry, Vice President of the Ethnic Council, suggested that it is necessary to define specific specific contents, to avoid the situation where the city is struggling for a whole year without making a decision, and then asking the central government for opinions.
However, many design policies in the draft, according to delegates, will help Ho Chi Minh City have more resources , such as piloting payment for BT projects in cash. According to Mr. Hoang Van Cuong, in previous projects, BT paid by land, not at par, leading to the exchange of goods and being the cause of negativity.
"BT projects paying in cash will be a mechanism that is completely appropriate for current development conditions. If done well, we will gradually move towards a mechanism of placing orders from the Government for investors, attracting them to public works and public projects," Mr. Cuong said.
Taking Korea as an example, he said Hyundai Group became so powerful thanks to the BT mechanism using government money and the period when the Korean economy was in crisis.
"This will be a very good mechanism to help us deploy public investment faster, without the current difficulties," he said, suggesting that this mechanism should not only be limited to Ho Chi Minh City but can be applied nationwide.
Expressing his views later, Minister Nguyen Chi Dung acknowledged that many policies for Ho Chi Minh City were introduced but were not focused, strong and innovative enough.
He also cited the opinion of some delegates that if resources are needed, why not immediately focus on lending ODA loans of about 20 billion USD to Ho Chi Minh City to build large, key projects with management and supervision. Because that will bring about changes, efficiency, immediate impact and the city will be able to repay the debt. Considering this an opinion worth considering, the Minister of Planning and Investment said he would accept it and research with Ho Chi Minh City to come up with a stronger, more convincing policy.
It is expected that the National Assembly will discuss this content in the parliament on June 8 and decide at the end of the session.
