Expressing his support for the revolution to rearrange and reorganize the political system and administrative boundaries, delegate Tran Huu Hau (Tay Ninh) said that this support is not just emotional or based on belief, but comes from the country's reality and is being implemented according to the laws and principles of development.
In fact, over the past three months, the entire political system has been concentrating all its efforts and resolutely implementing a huge amount of work. It has been building a legal framework and immediately implementing the organization and implementation, making the best preparations for the nationwide explosion of the revolution on July 1.
However, delegates pointed out paradoxes that still exist both in the macro and small things in life.
First of all, the disbursement of public investment capital, when the project is built, appraised, approved by the State, the land is owned by the State, the implementing unit is also chosen by the State... but every year it is said to be slow and stagnant.
"Normally, if money is available in the house but not used, it is difficult to invite others to invest. If public investment is stagnant internally, it will be difficult for the apparatus to create strong openness for investment from the private sector and abroad" - delegates hope that the laws and resolutions that have just been passed will open up resources.
Second paradox, delegate Hau told a story considered "small daily at the district level" when a family member went to do the procedures for the road boundary for a land plot in a big city. Although the area had a 1/500 planning approved by the City People's Committee, each specialized agency had different requirements.
Specifically, the Department of Economic Infrastructure and Urban Areas requested confirmation from the Department of Agriculture and Environment on the current map. However, the Department of Agriculture and Environment replied: In the new set of administrative procedures, there is no such procedure, so it cannot be confirmed. This matter in other cities, according to the delegate, is very simple.
Citing the Prime Minister's recent directive on abolishing construction permits, if implemented, it will eliminate many paradoxes, complicated and unreasonable procedures...
Therefore, delegate Hau hopes that the Prime Minister and the Government will consider removing many unnecessary regulations to eliminate a series of related regulations that are making it difficult for people and enforcement agencies.

Concerns that business environment improvement is slowing down
Also worried that regulations related to administrative procedures will be a barrier, delegate Ha Sy Dong (Quang Tri) expressed impatience as the process of improving the business environment is slowing down, or even going in the opposite direction at times and in some places.
"The number of businesses reporting problems and shortcomings in the business environment is still very high, even getting more and more difficult. Without a breakthrough in the business environment, the long-term double-digit growth target in the next two decades will certainly not be achieved," said delegate Dong.
He cited that the VCCI report shows that investing in projects using land is like a jungle of procedures, a mountain of procedures, from applying for construction planning, land use planning, investment policy approval, design appraisal, environment, fire prevention and fighting, land use fees, construction permits, project acceptance...
With the jungle of procedures, the delegate said it is very difficult to mobilize private investment to serve growth. Therefore, he suggested that the Government must be very determined in this matter. It is necessary to set up a working group consisting of many economic and legal experts to propose removing and simplifying procedures for project investment, focusing on cutting, merging or connecting administrative procedures.
Need to set up an independent review team of procedures
Sharing the same view, delegate Phan Duc Hieu (Thai Binh) suggested that the Prime Minister and the Government need to review all documents that are contrary to the spirit of Resolution 68 on the private economy, and documents that cause obstacles and difficulties for people and businesses, in order to immediately abolish them.
At the same time, it is necessary to establish a systematic independent review team of experts in each field, including legal experts, economic scientists and representatives of the business community. In the long term, it is necessary to establish an Institutional Reform Committee under the Government to maintain long-term and sustainable reforms.
"This makes it easier to detect each regulation, creating additional support for ministries and branches to review, provide criticism, create barriers, and create pressure for substantive amendments..." - Mr. Hieu said.
