The application of high technology to serve socio -economic development, especially in the agricultural sector.

The arrangement, management and use of the state budget for scientific research in the past time, the management and use of the National Science and Technology Development Fund. Scientific research activities, transfer of scientific research results to the market of research units, institutes, schools and public service units.

Mechanisms and policies to encourage private investment in research and application of science and technology. Implementation of policies and laws on Science and Technology Development Fund of enterprises.

The responsibility to answer is the Minister of Science and Technology Huynh Thanh Dat. Deputy Prime Minister Tran Hong Ha, Ministers of Finance, Planning and Investment, Agriculture and Rural Development, Education and Training, Information and Communications also participated in answering questions and explaining related issues.

National Assembly delegates will select four ministers to answer questions at the 5th Session - 1 — Minister of Science and Technology Huynh Thanh Dat and four other Government members are on the list of people asking for opinions from National Assembly deputies on answering questions at the 5th Session of the 15th National Assembly.

Group 2 is the area under the responsibility of the Ministry of Justice , including: implementation of the law and ordinance development program; solutions to ensure progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system, solutions to control power, prevent corruption and negativity in the law development work under the responsibility of the Government.

Current situation and solutions to improve the capacity, effectiveness and efficiency of the work of inspecting legal documents. Solutions to overcome the situation of slow promulgation, overlapping and contradictory content, and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee.

Propaganda, dissemination, legal education, raising people's legal awareness. Managing law enforcement on handling administrative violations.

Current situation and solutions to overcome limitations and shortcomings, improve the effectiveness of civil judgment enforcement, administrative judgment enforcement and state compensation.

The responsibility to answer is Minister of Justice Le Thanh Long. Deputy Prime Minister Tran Luu Quang; Ministers of Finance, Information and Communications, Home Affairs, Education and Training; Government Inspector General; Minister, Head of the Government Office; Chief Justice of the Supreme People's Court, and Chief Justice of the Supreme People's Court also participated in answering questions and explaining related issues.

Group 3 issues on ethnic areas , including: Responsibilities of the Ethnic Committee and coordination with ministries and branches in implementing national target programs (new rural construction for the 2021-2025 period; sustainable poverty reduction for the 2021-2025 period; socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period).

Policy to attract resources to support investment in the development of ethnic minority and mountainous areas, areas with difficult and especially difficult socio-economic conditions.

Solutions to remove difficulties and obstacles in ethnic policies related to the demarcation of communes and villages in ethnic minority and mountainous areas.

Group 4 issues on the field of labor, war invalids and social affairs , including: solutions for developing human resources, especially high-quality human resources to meet the development requirements of industries and fields; planning, arrangement, organization, restructuring and improving the training quality of vocational training institutions, ensuring adequate supply of skilled workers in key areas and fields.

The National Assembly will exercise supreme supervision over the mobilization, management and use of resources for COVID-19 prevention and control, and the implementation of policies and laws on grassroots healthcare and preventive medicine.

Current employment situation for workers and solutions to remove difficulties and obstacles in creating jobs for workers in the current period.

Solutions to overcome shortcomings and limitations in the field of social insurance (enterprises evading payment, appropriating, owing social insurance money, collusion, falsification of insurance benefit records, incorrect payment of benefits, etc.); management of the Social Insurance Fund; solutions to overcome the increasing trend of employees withdrawing social insurance at one time.

The responsibility to answer is the Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung. Deputy Prime Minister Tran Hong Ha, Ministers of Finance, Planning and Investment, Education and Training, and Home Affairs also participated in answering questions and explaining related issues.

Group 5 issues in the field of transportation , including: Solutions to improve the traffic infrastructure system, limit traffic accidents nationwide, and reduce traffic congestion in big cities.

State management responsibilities in inspection activities; solutions to remove difficulties and improve the quality of inspection work for road and inland waterway motor vehicles.

Management of transport activities, vehicle quality; training, testing, issuance, revocation and management of licenses to operate road and inland waterway vehicles.

The responsibility to answer lies with the Minister of Transport Nguyen Van Thang. Deputy Prime Minister Tran Hong Ha; Ministers of Planning and Investment, Finance, Construction, Science and Technology, Public Security, and National Defense also participated in answering questions and explaining related issues.

The question and answer session at the 5th Session of the 15th National Assembly will continue for 2.5 days and will be broadcast live on radio and television. The 5th Session will open on May 22 and is scheduled to close on June 23 in the form of a centralized meeting at the National Assembly House.
