During the Group discussion session, delegates basically agreed with the content of the Political Report of the National Assembly Party Committee submitted to the Congress and said that the content of the Political Report was scientifically, logically and comprehensively structured; reflecting comprehensively, deeply and honestly the activities of the National Assembly Party Committee during the 2020-2025 term and setting out directions for the 2025-2030 term, closely following the Party's policies and in line with the current practical situation.
Vice Chairman of the Committee for Science , Technology and Environment Nguyen Phuong Tuan said that the Political Report highlighted important achievements in the activities of the National Assembly under the effective leadership and direction of the National Assembly Party Committee in the fields of legislation, supervision, decision on important issues of the country, foreign affairs, and Party building; at the same time, it demonstrated the vision for the 2025-2030 term.
Vice Chairman of the Committee Nguyen Phuong Tuan suggested that the Political Report should analyze more deeply the difficulties and challenges of the National Assembly Party Committee in carrying out unprecedented tasks.
Deputy Secretary of the Party Committee, Deputy Chairman of the Committee for Science, Technology and Environment Tran Van Khai suggested that in the political report, it is necessary to separate the content of restrictions according to each field, such as: economy, science and technology and innovation, culture - people, social security, national defense and security; at the same time, supplement specific evidence for each assessment of restrictions in each field.
According to Deputy Secretary of the Party Committee Tran Van Khai, separating the content by field will help the report be more coherent and clear, helping readers follow each issue. In addition, adding specific evidence for each limitation will increase the persuasiveness of the comments, clarifying the level of limitation and the cause of each limitation.
Commenting on the main development goals for the 5-year period 2026 - 2030, Deputy Party Secretary and Deputy Chairman of the Committee Tran Van Khai proposed adding new development goals for this period including: developing digital economy and digital transformation; developing modern industry, especially semiconductor industry; developing high-quality human resources.
Nguyen Ngoc Son, a full-time member of the National Assembly Committee on Science, Technology and Environment, said that the Political Report has clarified the operational effectiveness of the National Assembly Party Committee model compared to the previous National Assembly Party Delegation model, highlighting the role of the National Assembly in advising the Party Central Committee, the Politburo and the Secretariat on summarizing Resolution No. 18-NQ/TW and amending the Constitution and related laws. In particular, the report has added indicators on the field of state audit and adjusted indicators on inspection and supervision work in Party building.
The political report mentioned that law-making is a “breakthrough of breakthroughs”. Raising this issue, National Assembly Deputy Nguyen Ngoc Son also said that there should be a special mechanism to allow National Assembly deputies and the National Assembly to develop and promulgate “framework” or pilot laws and resolutions to quickly regulate issues related to new technologies such as artificial intelligence (AI) and big data.
According to delegate Nguyen Ngoc Son, this mechanism will allow the Government and ministries and branches to issue more flexible detailed regulations, in line with the rapid development of technology, without having to wait for a long-term legislative process; at the same time, it will help create a clear legal corridor, encourage investment and development in these fields as well as attract National Assembly deputies with professional qualifications and experience from central and local agencies, experts, scientists and high-quality human resources to work at the National Assembly agencies.
Delegate Nguyen Ngoc Son also said that it is necessary to innovate thinking and perfect institutions and policies on environmental protection according to the principle of clearly defining the environment, along with the economy and society, as three pillars throughout the thinking, vision and orientation for sustainable development of the country; unifying in perception and action, considering spending on the environment as investment for development, ensuring environmental security.
Along with that, it is necessary to promptly institutionalize the Party's viewpoints and policies and summarize, evaluate and propose to perfect the legal system on environmental protection in accordance with practical requirements. In particular, focusing on promoting the circular economic model, implementing green transformation; economicizing the environment; managing environmental protection based on breakthroughs in science and technology development, innovation and digital transformation, in which, focusing on building a data platform and digital infrastructure.
