The Central Public Security Party Congress uses the 'paperless meeting room' solution

All information and documents serving the Central Party Congress of the Public Security will be integrated on tablets and delegates will use them during the Congress, ensuring confidentiality and security.

On the afternoon of September 30, at the press conference to inform about the 8th Congress of the Central Public Security Party Committee, Major General Nguyen Quoc Toan, Chief of the Office of the Central Public Security Party Committee, Chief of the Office of the Ministry of Public Security, Spokesperson of the Ministry of Public Security informed about the highlights and new points of the Congress.

Document drafting work has been strongly innovated in thinking and approach.

Regarding new points in the preparation of documents and innovations in the organization of the Congress, Major General Nguyen Quoc Toan said that the 14th National Congress of the Party was determined by the Central Committee to be very important, as it is the time when the country enters a new era.

The 8th Congress of the Central Public Security Party Committee also carries two new spirits of the Central Committee: the country is preparing to enter a new era, in a new development space and the spirit of science and technology development, innovation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

"This spirit is reflected in the Congress documents, demonstrating the determination to successfully carry out the goals and tasks set forth by the Politburo ," Major General Nguyen Quoc Toan affirmed.

The work of drafting documents has been strongly innovated in thinking, approach and presentation methods towards brevity, ease of understanding, reducing academicity, ensuring action and combat, reducing qualitativeness, increasing quantitativeity; directions, goals, tasks and solutions are built specifically and in detail, ensuring directions and targets go hand in hand with tasks and solutions; overcoming the situation of general theoretical tasks and solutions...

"Along with that, the system of indicators shows high combativeness, with some indicators set with very high determination - demonstrating the exemplary and leading role of the Central Public Security Party Committee in carrying out political tasks and the trust of the Party, State and people. At the same time, the Action Program clearly defines tasks; presiding and coordinating agencies; implementation and completion time; and specific products," informed the Chief of Office of the Central Public Security Party Committee.

Regarding the organization, Major General Nguyen Quoc Toan said that the Congress will increase the application of information technology and digital transformation. Specifically, facial recognition and biometric identification will be implemented for delegates, reporters, and service staff right from the outside and before entering the hall.

The Congress uses the "Paperless Meeting Room" solution. All information and documents serving the Congress will be integrated on tablets and delegates will use them during the Congress, ensuring confidentiality and security.

In addition, the Congress innovated in presenting reports and discussions, using the method of showing documentary films and clips combined with using slides to illustrate reports and discussions at the Congress to replace the traditional reporting method...

Focus on building a team of police officers at all levels

Major General Pham Quang Tuyen (Deputy Director of the Department of Organization and Personnel, Ministry of Public Security) said that during the 2020-2025 term, the Ministry of Public Security has issued many policies, projects and strategies on building the contingent of cadres and party members in the People's Public Security.

Among them, the two projects "Strategy on building a contingent of police officers at all levels, especially unit leaders, leaders, commanders at the department level and equivalent or higher, with sufficient qualities, capacity and prestige, equal to the task" and the project "Planning for training of People's Public Security officers until 2030"...

In addition, the Ministry has completed the system of documents regulating Party and cadre work to ensure connectivity, synchronization, and unity; built a contingent of cadres with strong political will, sufficient in quantity, ensuring quality, solid in expertise and professionalism, constantly growing and maturing, gradually mastering science and technology, capable of working in an international environment; a contingent of strategic-level cadres and key leaders of the Public Security of units and localities with sufficient qualities, capacity, prestige, and equal to the tasks is an important source of supplement for the contingent of strategic-level cadres and key leaders of the Party, State, ministries, branches, Party committees, authorities, and localities at all levels.

In addition, the Ministry of Public Security has also basically completed the structure and rearranged the staff in the direction of "Ministry-province, province-comprehensive, commune-strong, close to the grassroots", increased the staffing for direct combat forces and grassroots units; built a team of commune-level police officers capable of managing the area, effectively performing the task of ensuring security and order right from the grassroots.

Propaganda and spread the spirit of the Congress

Major General Do Trieu Phong, Director of the People's Public Security Communications Department, said that the Central Public Security Party Committee and the Ministry of Public Security determined that the Congress is a particularly important political event not only for the People's Public Security force, but also has profound significance in contributing to the success of the 14th National Congress of the Party, affirming the core role of the People's Public Security force in the cause of protecting national security and maintaining social order and safety.

To contribute to the success of the Congress, information and propaganda work is considered one of the key tasks, of great significance in spreading the spirit and momentum of the Congress, fully reflecting the outstanding achievements of the Central Party Committee of the Public Security during the term; at the same time, orienting public opinion, strengthening the trust of cadres, party members and people in the leadership of the Party, State and the People's Public Security force.

The Central Party Committee of the Public Security has directed the media agencies in the People's Public Security to closely coordinate with press agencies, provide official, complete and timely information...; advise on developing a communication orientation plan, creating a strong spread throughout the entire People's Public Security force and society.

At the press conference, Colonel Nguyen Thi Thuy Thanh, Deputy Director of the Department of Political Work, informed about the propaganda work and emulation movements to welcome the Congress.

The Department of Political Work has advised the Standing Committee of the Central Public Security Party Committee to propagate the achievements and feats of the People's Public Security force in the fight against crime; preventing and combating corruption, waste, and negativity; the results of advising on the drafting, amendment, and supplementation of draft laws submitted to the National Assembly; efforts in reforming administrative procedures, digital transformation...; the exemplary and pioneering role of the People's Public Security force in implementing the Resolution of the 13th National Party Congress...

At the press conference, the Ministry of Public Security informed that the 8th Congress of the Central Party Committee of the Public Security, term 2025-2030, will be held in 3 days (from the afternoon of October 3 to October 5, 2025). Specifically: Preparatory session (afternoon of October 3); official session (2 days: October 4 and 5). The Congress closed on the afternoon of October 5.

Regarding the composition of the Congress, the total number of delegates convened includes 350 comrades (24 ex-officio delegates and 326 delegates elected from the Congresses of Party Committees directly under the Central Public Security Party Committee).

The theme of the Congress is "Following Uncle Ho's teachings - Renewing thinking - Improving knowledge - Formal, modern - For the Party, for the people"./.
