The 1st Congress of Ninh Binh Provincial Party Committee, term 2025-2030
On the morning of October 1, the 1st Congress of the Ninh Binh Provincial Party Committee, term 2025-2030, officially opened solemnly at the Provincial Convention Center. Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee attended and directed the Congress.

Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission, presented decisions on personnel work and took photos with the Executive Committee of the Ninh Binh Provincial Party Committee for the 2025-2030 term.
General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man sent flower baskets to congratulate the Congress.
Also attending the Congress were comrades: Former Politburo members, representatives of Central agencies, leaders of Military Region 3, Army Corps 12 and leaders of provinces and cities; leaders of Ninh Binh province, former leaders of the former Ninh Binh, former Ha Nam, former Nam Dinh provinces through different periods; Heroic Vietnamese Mothers, Heroes of the People's Armed Forces, Heroes of Labor and 500 official delegates representing over 240,000 party members of 133 affiliated Party Committees.
Delegates attending the Congress. The Presidium runs the Congress. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee for the 2020-2025 term, Head of the National Assembly Delegation of Ninh Binh province, presented the opening speech of the Congress.
Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, briefly presented the draft Political Report to be submitted to the 1st Congress of Ninh Binh Provincial Party Committee, term 2025-2030. Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ninh Binh province Mai Van Tuat spoke at the Congress. Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, presented a summary of the draft Review Report of the Ninh Binh Provincial Party Committee, term 2020-2025. Delegates vote on the Congress agenda.
Head of the Provincial Party Committee's Organizing Committee Dinh Viet Dung presented a speech at the Congress. Comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organization Committee, announced the Politburo and Secretariat's Decisions on personnel work. Comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of Phu Tho Provincial Party Committee for the 2020-2025 term, was transferred and appointed to join the Executive Committee, Standing Committee and hold the position of Secretary of Ninh Binh Provincial Party Committee for the 2025-2030 term. Comrade Le Minh Hung, Politburo member, Party Central Committee Secretary, Head of the Central Organizing Committee delivered a speech directing the Congress. Comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of Ninh Binh Provincial Party Committee, spoke to receive instructions and receive the task.
