In his opening speech, Comrade Hau A Lenh, Secretary of Tuyen Quang Provincial Party Committee, emphasized that the 1st Provincial Party Congress, term 2025 - 2030, is a political event of special importance to the Party Committee and people of all ethnic groups in the province.
The Congress takes place at a time when the entire Party, people and army are competing to achieve results in welcoming the 14th National Congress of the Party; it is the time when the Party's will blends with the people's hearts, affirming the determination to successfully implement the goals and orientations for national development until 2030, self-reliant, confident, and moving forward in the era of national growth.
Comrade Hau A Lenh, Secretary of Tuyen Quang Provincial Party Committee delivered the opening speech at the Congress.
The Secretary of the Tuyen Quang Provincial Party Committee said that implementing the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses of the two provinces of Tuyen Quang (old) and Ha Giang (old) for the 2020-2025 term, despite many difficulties and challenges, with a spirit of solidarity and high unity, cadres, party members and people have achieved many important and comprehensive achievements in all fields.

The economy continues to grow, transport infrastructure, a major breakthrough, has made remarkable progress, gradually removing "bottlenecks" of many years. Attention is paid to developing culture and society, people's lives have improved significantly. National defense and security are maintained, foreign affairs are strengthened. Party building and the political system are focused on, leadership capacity and fighting strength of party organizations are enhanced.
According to Mr. Hau A Lenh, those results are an important foundation for Tuyen Quang (after the merger) to enter a new development stage, confidently moving towards the goal of becoming a fairly developed, comprehensive and sustainable province by 2030; and by 2045, a developed, high-income province in the midland and mountainous region of the North.

This Congress will summarize and comprehensively evaluate the results of the 2020-2025 term; determine viewpoints, goals, targets, key tasks and breakthroughs for the 2025-2030 term. The Congress will also discuss and contribute opinions to the draft documents submitted to the 14th National Party Congress; give opinions on the Report reviewing the leadership of the Provincial Party Committee in the previous term; at the same time, announce the decisions of the Politburo and the Secretariat on the personnel of the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary of the Provincial Party Committee, the Provincial Party Committee's Inspection Committee for the 2025-2030 term; and appoint delegates to attend the National Congress.
The congress took place with the theme: "Promoting the tradition of the revolutionary homeland; continuing to improve the leadership capacity and fighting strength of the Party organization and Party members; developing the economy and society rapidly and sustainably, closely linked with maintaining national defense, security and foreign affairs; accompanying the whole country in the era of national growth" .

Comrade Hau A Lenh emphasized: "With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development"; with the responsibility before the Party Committee and the people of all ethnic groups in the province, we vow to promote the highest level of intelligence, sense of responsibility, solidarity and unity to best complete the tasks of the Congress, orienting a new development stage of the province; successfully achieving the goal that by 2030, Tuyen Quang will be a fairly developed, comprehensive, sustainable province with high average income and strive by 2045 to be a developed province with high income in the midland and mountainous region of the North; self-reliant, confident in the new era, prosperous and happy development; worthy of the position of the revolutionary homeland "Capital of the Liberated Zone", "Capital of Resistance".

In his speech at the Congress, Comrade Do Van Chien, Politburo member, Party Central Committee Secretary, Chairman of the Vietnam Fatherland Front Central Committee, emphasized that the 1st Congress of Tuyen Quang Provincial Party Committee, term 2025 - 2030 is a particularly important political event. The Congress not only attracts the deep attention of cadres, party members and people, but is also considered a historical milestone, laying the foundation for the province's development in the new term and orienting the next stages.
He said that the Politburo assigned Prime Minister Pham Minh Chinh, Politburo member, and Working Group No. 2 to directly chair the work and listen to the report of the Provincial Party Committee Standing Committee. On that basis, the Prime Minister, on behalf of the Politburo, highly appreciated the results of organizing the Congresses of Party cells, grassroots Party Committees and upper-level Party Committees of the province; at the same time, gave specific instructions on many important contents, from the Draft Political Report of the Congress, the Review Report of the Provincial Party Committee Executive Committee for the 2020-2025 term, to the Personnel Plan of the Provincial Party Committee Executive Committee for the 2025-2030 term, the Delegation to the 14th National Congress of the Party, as well as the Personnel Plan of the Provincial Party Committee Inspection Committee for the new term.

According to comrade Do Van Chien, before that, General Secretary To Lam also visited and worked with the province twice, once in Ha Giang (before the merger), and once after the merger of Tuyen Quang province at the Tan Trao special historical relic site. These were working trips demonstrating the special attention of the Party and State leaders to the development of Tuyen Quang.
From those profound instructions, comrade Do Van Chien suggested that the Provincial Party Executive Committee should fully grasp and concretize them in the Congress documents, and at the same time focus on implementing them with the highest political determination, striving to bring the Congress Resolution into life with practical and comprehensive results.
