Direct and thoroughly handle environmental hotspots
Reporting on the summary of monitoring results, Chairman of the National Assembly's Committee on Science , Technology and Environment, Permanent Deputy Head of the Monitoring Delegation Le Quang Huy said: In addition to changes, achieving and exceeding many targets, in environmental protection work, the organization and implementation of the Law on Environmental Protection in 2020 still has some limitations and inadequacies.
Among them, the following are highlighted: Environmental pollution in some places is still complicated, sometimes at a serious level, especially air pollution (due to fine dust) is a burning issue in some large cities, especially the capital Hanoi , Ho Chi Minh City; environmental quality in some river sections, concentrated in densely populated areas, production, business, service establishments, craft villages in the Cau River basin, Nhue-Day River, Bac Hung Hai irrigation system, is still complicated.
Although the Law on Environmental Protection 2020 and guiding documents have regulations on the collection of specific waste (electronics, batteries, solar panels) associated with the manufacturer's recycling responsibility (EPR), in reality, the collection and recycling infrastructure for these types of waste is still limited.
One of the reasons pointed out is that ministries, branches and localities are responsible for the delay or incomplete issuance of a number of regulations; and have not adequately allocated resources to handle environmental issues within their management scope.
Commenting on the report, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the Resolution is the final product of a thematic supervision, so it is necessary to promote the experience of previous thematic supervisions of the National Assembly; requesting the Supervisory Delegation to select and supplement some data to more vividly demonstrate the outstanding results achieved in this work; demonstrate the balance of roles and responsibilities between the Government, ministries, branches, localities with the efforts of the entire people, the business community, scientists, and the entire political system; besides, it is necessary to ensure the connection between the limitations and inadequacies with the tasks and solutions.
Concerned about the issue of rural waste and garbage, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the story of circular economy and garbage becoming input resources for other economic sectors is no longer a new discovery but has become a common reality in many countries. The Vice Chairwoman of the National Assembly proposed investing in a number of waste treatment plants in big cities that not only generate electricity but can also create other products to create a breakthrough in waste treatment and environmental protection in the coming time.
Acting Minister of Agriculture and Environment Tran Duc Thang affirmed that he would take full advantage of the opinions contributed at the meeting and committed to strongly and resolutely implementing all the directions pointed out in the monitoring report; not only solving existing problems and limitations but also focusing on directing and thoroughly handling environmental hotspots; moving towards creating a new, breakthrough, long-term environmental foundation, towards green, sustainable development, green economy, circular economy and carbon economy.
Concluding the content, Vice Chairman of the National Assembly Le Minh Hoan requested the Supervisory Delegation to coordinate with the Government to review, absorb and complete the Government's report to complete the draft Supervisory Report and the draft Resolution of the National Assembly on the supervision topic to submit to the National Assembly for consideration at the 10th Session. Next, the National Assembly Standing Committee will review and approve the Resolution on the 2026 Legislative Program.
Chairing the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized that 2026 is the first year to develop and submit to the National Assembly Standing Committee for consideration and decision the Legislative Program according to the new process as prescribed in the Law on Promulgation of Legal Documents 2025.
This is also the first time the National Assembly Standing Committee has considered and decided on the Legislative Program instead of the National Assembly's authority as before.
According to the submission, the Government proposed to include 41 projects in the 2026 Program. The Standing Committee of the Judiciary and Law Committee submitted to the National Assembly Standing Committee a draft of the 2026 Legislative Program, including 39 draft laws and ordinances. At the meeting, 100% of the members of the National Assembly Standing Committee present voted in favor of passing the Resolution on the 2026 Legislative Program.
Prepare well for the upcoming election
Earlier, on the same morning, 100% of the members of the National Assembly Standing Committee present approved the Resolution promulgating the Model Working Regulations of the People's Councils of provinces and cities; the Resolution promulgating the Model Working Regulations of the People's Councils of communes, wards and special zones. The National Assembly Standing Committee gave opinions on two draft Resolutions related to organizing meetings to meet voters and introduce candidates for National Assembly and People's Council deputies.
Commenting at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that these are two very important documents in preparation for the upcoming election.
Speaking at the recent 1st National Assembly Party Congress, General Secretary To Lam emphasized that one of the most important tasks of the National Assembly Party Committee is to coordinate with relevant agencies to lead and direct the organization of the election of National Assembly and People's Council deputies.
This shows that this election has very high political and legal requirements, with the spirit of innovation in thinking, innovation in organization, leadership, management and coordination. The Vice Chairman of the National Assembly noted that the revised contents in the two Resolutions must be clear enough to be implemented immediately, and any issues that need detailed regulations must be included in the draft Resolution. Regarding the organization of conferences to collect voters' opinions at the workplace, the Vice Chairman of the National Assembly suggested that the National Assembly and its agencies should maintain the current regulations.
If amended, it should be adjusted in the direction that the Chief of the National Assembly Office coordinates with the Chairman of the Ethnic Council and the Chairmen of the Committees to convene the conference. Permanent Deputy Head of the People's Aspirations and Supervision Committee Le Thi Nga suggested that it should be organized as before; assigning the National Assembly Standing Committee to organize a joint conference for all deputies of the National Assembly bloc running for National Assembly deputies.
In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested a thorough review and comparison with current regulations on streamlining the organization of the political system to adjust in the direction of unified regulations, designing provisions according to groups of agencies from the central to local levels, ensuring that no subjects are left out or lacking in the collection of voters' opinions at their workplaces.
Next, 100% of the National Assembly Standing Committee members present voted to approve in principle the contents of the two draft Resolutions mentioned above.
