On August 18, the Party Committee of the Ministry of Home Affairs held its first Party Congress for the 2025-2030 term. Attending the Congress were Comrade Nguyen Hoa Binh, Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister; leaders of central ministries and branches; and 198 delegates, outstanding party members, representing intelligence, courage, faith, solidarity, unity in will and action, representing nearly 1,300 party members in the entire Party Committee.
Special milestone in the new context
Speaking at the opening of the Congress, Secretary of the Party Committee and Minister of Home Affairs Pham Thi Thanh Tra emphasized that the 1st Congress of the Party Committee of the Ministry of Home Affairs, term 2025 - 2030, took place in the context of the country facing new development opportunities, but also many challenges.
In particular, the Congress takes place at a time when the Party, the State and the entire political system have been implementing decisions of historical significance and strategic breakthroughs to bring the country firmly into an era of strong and prosperous development, with the highlight being the revolution in organizational apparatus, arrangement of administrative units at all levels, and organization of two-level local governments.
Along with that is the Party's strategic thinking and vision on promoting the development of science, technology, innovation and digital transformation; promoting international integration; creative thinking on law-making, developing the private economy, creating an important driving force and foundation for the strong development of the country in general, and the Ministry and the Home Affairs sector in particular.
"New opportunities for the country are posing a need for the Party Committee of the Ministry of Home Affairs to make greater efforts, have higher determination, and have the ability to forecast in leadership, direction, and comprehensively improve the effectiveness of state management in all fields," Minister Pham Thi Thanh Tra emphasized.
Faced with such glorious and arduous tasks, Minister Pham Thi Thanh Tra suggested that delegates focus their intelligence and enthusiasm to discuss, identify, and evaluate with a comprehensive mindset, going beyond the current ruts and habits to change perceptions and thinking in a new, substantial, and open manner to practical issues; accordingly, constantly innovate to meet the requirements of the Ministry of Home Affairs' tasks to together step firmly into a new era, an era of prosperity, strength, and happiness.

Comprehensive achievements in the 2020-2025 term
The political report at the Congress showed that in the 2020-2025 term, the Party Committee of the Ministry of Home Affairs achieved comprehensive and outstanding results.
Party building work has had many positive and comprehensive changes in political ideology, party organization and specific and extensive inspection and supervision work, contributing significantly to improving the leadership capacity and fighting strength of the Party organization in successfully implementing the political tasks of the Ministry's Party Committee.
The Party Committee of the Ministry has issued 122 resolutions, 179 plans, 69 programs, 10 projects, 13 regulations, 02 directives, 54 instructions and over 2,000 decisions.
The Party Committee has successfully led the revolution of streamlining the apparatus, reorganizing administrative units and comprehensively reforming public services and civil servants. Many breakthroughs have been made in the fields of labor, employment, wages, social insurance and care for people with meritorious services.
In particular, the work of building and perfecting institutions is identified as the key and core task. Over the past 5 years, the Party Committee has led the development of 12 Laws, Ordinances, 14 Resolutions of the National Assembly, 125 Resolutions of the National Assembly Standing Committee, 104 Decrees and over 200 Resolutions and decisions of the Government and the Prime Minister. In particular, it has focused on building breakthrough institutions to streamline the apparatus, arrange administrative units at all levels, organize 2-level local governments, and build a civil service, civil servant, labor, employment and social insurance regime.
The work on organizational structure, cadres, civil servants and administrative reform has achieved many important results, which is a bright spot, marking a breakthrough. The results of the reorganization of the Government's organizational structure: reducing 5 ministries and ministerial-level agencies (down 22.7%); reducing 3 government agencies (down 37.5%). The Government currently has 22/30 ministries, ministerial-level agencies, and government agencies compared to the beginning of the term; reducing 30/30 general departments, 1,025 departments, bureaus, 4,413 branches and equivalents; reducing 205 public service units.
Regarding the arrangement of administrative units and organization of two-level local governments, the whole country reduced from 63 to 34 provinces and centrally-run cities (a reduction of 29 provinces, equivalent to 46%); reduced 6,714 commune-level administrative units (from 10,035 to 3,321, a reduction of 66.91%); ended the operation of district-level administrative units.
About 1,248 tasks at the district level were reassigned, most of which were transferred to the commune level (over 84%). More than 1,065 tasks were proposed for decentralization by ministries and branches; more than 1,065 tasks and authorities were reviewed and proposed for decentralization by ministries and ministerial-level agencies, ensuring the principle of "locality decides, locality does, locality is responsible". The development space of localities was reorganized more reasonably, the sea-oriented development mindset was affirmed, which is an important premise for connection and integration.
Personnel work has been strongly innovated, streamlining the payroll associated with restructuring the team. By July 31, 2025, nearly 90,000 cadres, civil servants, and public employees have been arranged and streamlined. Policies to encourage dynamic and creative cadres and attract talented people have been issued. Unnecessary certificate requirements have been reduced, which has been highly appreciated by public opinion. During the term, more than 4 million cadres, civil servants, and public employees have been trained.
The fields of labor, employment; wages and social insurance; youth work and gender equality have made remarkable progress. The unemployment rate has always been maintained at a low level of below 3%. Labor productivity increased by an average of 5.1%/year. Laborers working abroad increased by an average of 10%/year; the regional minimum wage increased by an average of 5.96%/year. The basic salary was adjusted to 2.34 million VND (an increase of over 57% compared to 2021).
The social insurance policy system is increasingly improved, with expanded coverage; youth development strategies and programs are effectively implemented. Vietnam's gender equality ranking index in 2023 ranked 72/146 countries, up 15 places compared to 2021.
The policy of caring for people with meritorious services to the revolution effectively and promptly has been fully and promptly implemented. In the period 2020-2025, the Gratitude Fund mobilized more than 3,000 billion VND nationwide; donated more than 57,000 savings books with a total value of more than 124 billion VND; organized regular care and support for 1,929 living Vietnamese Heroic Mothers; provided housing support for people with meritorious services to the revolution and relatives of martyrs nationwide for 34,722/43,493 households. The launch of the martyr gene bank marked an important result in accelerating the process of identifying the remains of martyrs with missing information.

Based on the assessment of the results of the implementation of tasks for the 2020-2025 term, the identification of the domestic and international context, new opportunities, and important requirements of the country, the Party Committee of the Ministry of Home Affairs determined that it is necessary to have breakthrough thinking and solutions to perform well the tasks in the new term.
Accordingly, the Party Committee of the Ministry of Home Affairs identified four key breakthrough tasks. That is, to innovate the content and methods of operation of grassroots Party organizations to meet leadership requirements in the new era.
Perfecting the system of state administrative institutions and national governance, promoting decentralization and decentralization in management and development governance between the central and local levels; institutions on labor, employment, wages, social insurance and policies for people with meritorious services.
Innovate the method of evaluating cadres, civil servants and public employees, link restructuring and improve the quality of the team; effectively implement policies to discover, attract and promote talented people for the public sector.
Synchronously and effectively implement key and breakthrough tasks with innovation and reform requirements in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
