The Government Party Committee thoroughly grasps the Central Committee's regulations on implementing the Party Charter.

On the morning of September 18, the Government Party Committee held a conference to disseminate and implement the regulations, directives and instructions of the Central Committee on the implementation of the Party Charter and continue to innovate and improve the quality of Party cell activities in the new period.

The conference was held directly at the Government Headquarters and connected online to 1,143 locations with over 12,500 delegates attending.

In his opening speech, Deputy Secretary of the Government Party Committee Nguyen Duc Phong said that at the Conference, delegates heard new, key, core contents of the regulations, directives, and instructions of the Central Committee, in which the regulations and instructions of the Central Committee on the implementation of the Party Charter determined that the Party's organizational system is organized according to administrative units at the commune, provincial, and central levels, removing the regulations on district-level Party organizations (including districts, towns, cities under provinces and cities); stipulates that "The Central Executive Committee assigns the Politburo and the Secretariat to lead and direct Party committees, Party organizations, and specialized agencies to advise and assist Party committees, cadres, and Party members in organizing the implementation of the Regulations on the implementation of the Party Charter in sync with the arrangement of administrative units and the organization of the political system; direct specialized agencies to advise and assist in research to guide the implementation of digital transformation in the activities of Party organizations, Party agencies, and units, issues related to methods, processes, procedures, and operations to concretize the provisions of the Party Charter, in accordance with the current situation and practical requirements of Party building work"...; The Secretariat's Directive clearly states the fundamental and comprehensive innovation of the content and form of Party cell activities in a practical, effective direction, in accordance with the regulations and instructions of the superior Party committees, in accordance with each type of Party cell and Party organization...

Emphasizing that the contents of the dissemination and implementation today are very important contents in Party building work, aiming to equip new issues, Party building work skills; knowledge, skills and methods of implementing Party building work in the current period, Comrade Nguyen Duc Phong requested the delegates to uphold their sense of responsibility, concentrate highly to study and fully absorb the contents deployed at the Conference, reach high consensus on awareness and implementation, promptly concretize, lead, closely direct, resolutely and effectively implement directives, regulations and instructions of Party committees, agencies, units and enterprises. At the Conference, delegates listened to Comrade Tran Anh Truong, Director of the Department of Organization - Regulations, Central Organization Committee, present the contents of disseminating and implementing Regulation No. 294-QD/TW of the Central Executive Committee on the implementation of the Party Regulations, Instruction No. 06-HD/TW of the Secretariat on a number of specific issues of implementing the Party Regulations and Directive No. 50-CT/TW of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period. At the same time, they discussed and listened to answers to a number of difficulties and problems in implementing the Regulations, Directives and Instructions.

According to comrade Tran Anh Truong, implementing the revolution of streamlining the organizational apparatus of agencies, units and organizations in the political system, we have arranged from the organizational system of the Party, Party committees, Party cells, Party delegations, Party executive committees, advisory and support agencies, public service units of Party committees from the Central to local levels, agencies of the National Assembly , ministries, ministerial-level agencies, agencies under the Government, the Vietnam Fatherland Front, socio-political organizations, the army, the police, the system of courts, the Procuracy, the State Audit. Arrange administrative units in the direction of merging and consolidating provinces, centrally-run cities, communes, wards and towns, not organizing at the district level, establishing new communes, wards and special zones, building a system of agencies and organizations in the political system and two-level local government.

To concretize the policies of key leaders and the Politburo's resolutions on education and health, we will continue to reorganize public service units, educational and health facilities, and the state-owned enterprise system, and continue to reorganize mass organizations assigned by the Party and the State and press agencies under these organizations.

"When fully implementing these contents, it can be said that within 1 year we have reorganized the entire political system, all agencies, units and organizations have been rearranged to suit and meet the development requirements in the new period," Comrade Tran Anh Truong emphasized.

Comrade Tran Anh Truong also provided specific information on the recent streamlining of the political system's organizational structure. In particular, the activities of the Party Delegation, the Executive Committee, the Party Committees of the Central and local Blocs have been completed, 4 new Party Committees have been established at the Central level (Government Party Committee, National Assembly Party Committee, Party Committees of Central Party agencies, Party Committees of the Fatherland Front and Central mass organizations) and 2 new Party Committees at the provincial level (Party Committees of provincial Party agencies, Party Committees of provincial People's Committees). Recently, the Politburo and the Secretariat have concluded that at the commune, ward and special zone levels, Party Committees of commune-level Party agencies and Party Committees of commune-level People's Committees corresponding to the provincial level have also been established.

Four Party agencies at the Central level, 25 Party Executive Committees, 16 Party delegations directly under the Central level, five National Assembly agencies, five ministries, three agencies directly under the Government, 30 focal points at the general department level and equivalent, 1,025 focal points at the department, division level and equivalent, over 4,400 focal points at the branch, division level and equivalent, and 205 public service units have been reduced.

At the local level, the arrangement of administrative units has been completed, reducing from 63 to 34 provinces and cities. The arrangement of commune-level administrative units has been reduced from 10,035 to 3,321 commune-level administrative units, ending 696 district-level administrative units. Accordingly, 29 provincial and municipal party committees, 329 agencies and units directly under the provincial Party Committee, 85 party committees directly above the grassroots party organizations have been reduced. The activities of 644 provincial party delegations and party executive committees, nearly 700 district-level party committees and nearly 4,200 agencies and units directly under the district-level Party Committee have ended, 713 specialized agencies under the provincial People's Committee, nearly 8,300 specialized agencies under the district-level People's Committee have been reduced and about 10,600 new agencies and units directly under the commune-level Party Committee have been established...

The Politburo and the Secretariat have issued more than 60 decisions regulating the functions, tasks, organizational structure, and working regulations of central and local agencies and organizations. The functions, tasks, and powers of agencies, units, and organizations have been carefully reviewed, adjusted, and supplemented appropriately, overcoming duplication and overlap. Up to now, agencies, units, and organizations have basically operated smoothly and effectively, and the quality has been initially improved.

The Government Party Committee has directed the synthesis and determination of the total number of tasks and authorities of the Government, Prime Minister, Ministries, ministerial-level agencies, Ministers, and Heads of ministerial-level agencies as 6,738 tasks, of which, it is requested that competent authorities propose decentralization, delegation of authority, and assignment of authority for 2,718 tasks. The Government has issued 28 regulations on decentralization, delegation of authority, and assignment of authority between the Central and local levels, basically perfecting the institution on the organization of the apparatus of state agencies and local authorities.

To carry out the above tasks, create a political basis for implementation in the past time and implement the conclusions and resolutions of the Central Committee on streamlining the organizational apparatus, the Politburo has directed competent agencies to proactively study and advise on amending the Regulations on implementing the Party Charter.
