The decision clearly states: Approving the investment policy of the project to invest in construction and business of infrastructure of My Thai Industrial Park, Lang Giang District, Bac Giang Province, and at the same time approving the investor as Viet Uc Steel Joint Stock Company.
The project's objective is to invest in construction and business of industrial park infrastructure, with a project area of 159.97 hectares; investment capital of VND 1,798.3 billion, of which the investor's contributed capital is VND 300 billion.
The project's operation period is 50 years from the date of decision on land allocation, land lease, and land use purpose change.
Project implementation locations are in My Thai commune, Voi town and Duong Duc commune, Lang Giang district, Bac Giang province.
Regarding the project implementation progress, the Deputy Prime Minister assigned the People's Committee of Bac Giang province to direct the Management Board of Bac Giang Industrial Parks to specify the project implementation progress in the Investment Registration Certificate, but not exceeding 30 months from the date of decision on land allocation, land lease, and change of land use purpose.
The People's Committee of Bac Giang province is responsible for organizing the development and implementation of plans for land recovery, compensation, resettlement support, land use conversion, and land lease to implement projects in accordance with documents approved by competent authorities on project area, location, and progress; ensuring that there are no disputes or complaints regarding the right to use the project site.
The Deputy Prime Minister requested the People's Committee of Bac Giang province to seriously perform the responsibility of supervising and evaluating investment projects of the state management agency on investment according to regulations. Implement solutions to ensure the implementation of the Project according to the schedule in the Investment Policy Decision; in case the project does not fulfill its commitments and schedule, resolutely handle the suspension or partial suspension of the project's activities according to the provisions of Point d, Clause 2, Article 47 of the Investment Law, terminate or partially terminate the project's activities according to the provisions of Point a, Point d, Clause 2, Article 48 of the Investment Law and take full responsibility if the infrastructure projects are slow to be implemented or the land is slow to be put into use according to the provisions of the law on investment and the law on land; Ensure the quality of the industrial park's technical infrastructure is synchronous and modern according to the approved industrial park construction zoning plan, create an industrial land fund to attract investment in Bac Giang province, and prevent land waste and complicated complaints and lawsuits from slow-progressing projects.
Viet Uc Steel Joint Stock Company (investor) is responsible for using the owner's equity capital to implement the project in accordance with the commitment; comply with the provisions of the law on investment, the law on land, the law on real estate business and other relevant provisions of law; fully meet the conditions for organizations when doing real estate business as prescribed in Point b, Point c, Clause 2, Article 9 of the Law on Real Estate Business and Clause 1, Article 5 of Decree No. 96/2024/ND-CP. Responsible for paying a sum of money to the State to supplement the lost area of land for rice cultivation or increase the efficiency of using rice land as prescribed. Fully implement the procedures on environmental protection as prescribed.
