Deputy Prime Minister Tran Hong Ha chaired a meeting on multidimensional poverty standards for the 2026-2030 period.

On the afternoon of September 12, Deputy Prime Minister Tran Hong Ha attended and chaired a national online meeting on the promulgation of a Decree regulating multidimensional poverty standards for the 2026-2030 period and a report proposing investment policies for the National Target Program on New Rural Development and Sustainable Poverty Reduction for the 2026-2035 period.

At the conference, leaders of the Ministry of Agriculture and Environment reported to Deputy Prime Minister Tran Hong Ha on the issuance of a decree regulating multidimensional poverty standards for the 2026-2030 period and proposed investment policies for the national target program on new rural construction and sustainable poverty reduction for the 2026-2035 period.

The national multidimensional poverty standard for the period 2026 - 2030 includes income criteria (rural areas 2,200,000 VND/person/month; urban areas 2,800,000 VND/person/month) and criteria for the level of deprivation in accessing basic social services including 6 dimensions, 12 indicators, including employment (jobs, dependents in households); education (educational level of adults, school attendance status of children); health (nutrition, health insurance); housing (average housing area per capita, housing quality); information (use of telecommunications services); domestic water, sanitation, environment (domestic water source, hygienic toilets, waste treatment).

According to the projected national multidimensional poverty standard for the 2026 - 2030 period, in 2026, the national multidimensional poverty rate will be 11.7%, equivalent to about 3,297 million households, an increase of about 904,000 households compared to the beginning of the 2022 - 2025 period.

The national target program on new rural construction and sustainable poverty reduction for the 2026-2035 period aims to build modern, comprehensive rural areas that adapt to climate change, linking socio-economic development with environmental protection and preserving cultural identity. The program is implemented in all 34 provinces and centrally run cities with 2,621 communes, 687 wards, and 13 special economic zones. The total resources for implementation are expected to be about 12.35 million billion VND.

By the end of 2024, the poverty rate of An Giang province will decrease to 1.27%, and is expected to decrease to 0.91% in 2025. In the period 2022 - 2024, the whole province will have 19,261 households escape poverty and 26,047 households escape near poverty.

Giving opinions at the meeting, Vice Chairman of An Giang Provincial People's Committee Le Trung Ho agreed to stipulate the national multidimensional poverty standards for the period 2026 - 2030, proposing that the Deputy Prime Minister consider including them in the social security support policy for those who are unable to escape poverty to have conditions to escape poverty sustainably. It is necessary to review the mechanisms and policies in the national target programs on new rural construction and sustainable poverty reduction that have been implemented in the past related to housing, health, and education standards to have a basis for calculation and unification of policies when issuing the decree.

Vice Chairman of An Giang Provincial People's Committee Le Trung Ho agreed to merge the new rural, poverty reduction and mountainous area programs into one program with 3 components called "National target program for sustainable development of rural, mountainous areas and poverty reduction". Proposed to carefully review to have a common policy in supporting the subjects, for example, housing support, avoid duplication in programs, not disperse to focus resources for implementation.

Concluding the conference, Deputy Prime Minister Tran Hong Ha acknowledged the efforts of ministries, branches and localities in implementing the programs. “The new rural development program must have detailed and specific criteria suitable for each region, ensuring feasibility during implementation,” Deputy Prime Minister Tran Hong Ha emphasized.

Deputy Prime Minister Tran Hong Ha requested the Vietnam Fatherland Front to actively propagate and mobilize people to actively participate in implementing the national target program on new rural construction and sustainable poverty reduction for the period 2026 - 2035. The Ministry of Agriculture and Environment and the Ministry of Ethnic Minorities and Religions should strengthen coordination to complete the resolution to submit to the Government and the National Assembly for consideration and approval for implementation, contributing to the effective implementation of sustainable poverty reduction.
