Teaching 2 sessions/day: Ministry of Education and Training will develop a mechanism to mobilize funds

Responding to the press about implementing major changes in the new school year, Minister of Education and Training Nguyen Kim Son said that implementing Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister on teaching 2 sessions/day, the Ministry of Education and Training has directed schools to develop education plans clearly showing plans to mobilize and use resources to implement in qualified places.

Regarding the funding for the second session, Minister Nguyen Kim Son said it was mainly guaranteed from the budget under the Prime Minister 's direction. Socialized sources were implemented according to current regulations.

"In the coming time, the Ministry of Education and Training will coordinate with the Ministry of Finance and localities to develop specific mechanisms and policies on mobilizing funds for implementing two-session teaching per day," Minister Nguyen Kim Son informed.

According to the Ministry of Education and Training, to ensure the conditions for organizing and implementing 2-session teaching/day, the Department of Education and Training plays an important role in advising the Provincial and City People's Committees to coordinate teachers, invest in facilities, build policies and mechanisms and issue specific instructions.

According to the Ministry of Education and Training, implementing two sessions per day, the arrangement of teachers and facilities must be based on reality and local conditions, ensuring that it does not overload students, teachers and parents.

The representative of the Ministry of Education and Training also said that the Department of Education and Training should guide general education institutions in the area to develop a plan to organize 2 sessions/day of teaching in accordance with the practical situation, ensuring a clear implementation roadmap, clear mobilized resources (including financial resources, socialized education, human resources, including high-quality human resources such as artisans, artists, professional athletes, etc.); clear teaching content and methods, clear responsibilities of the subjects, clear results and quality of education. In addition, closely coordinate with local authorities and social forces in the area during the implementation process to achieve the highest efficiency. The arrangement of teachers and facilities must be based on practical and local conditions, ensuring that it does not overload students, teachers and parents.

Also according to the Ministry of Education and Training, general education institutions are responsible for surveying students' learning needs in the second session before the start of the new school year to have a plan to organize educational content that meets students' learning needs and is suitable for the school's conditions; publicize the plan, content, and timetable for teaching 2 sessions/day to students, parents, and on the school's information page; organize communication so that students, parents, and social forces understand and agree; fulfill the responsibility to explain to management agencies and social forces when requested.

Regarding the organization of boarding schools with two sessions per day, the Ministry of Education and Training said that general education institutions should develop lunch and break plans with content and forms suitable to actual conditions, ensuring the agreement and voluntariness of students and parents and following regulations on school safety, food hygiene, ensuring nutrition and health for students.
