Speed ​​up construction progress of the Eastern bypass of Dong Ha City

This morning, August 23, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Quang Tri Province, Vo Van Hung, inspected the actual construction progress of the Eastern Bypass Road project of Dong Ha City, which is being implemented in Gio Linh District and Dong Ha City.

The project must be constructed and completed on schedule.

The Eastern Bypass Road project of Dong Ha City has a total length of 17.5 km, of which the section from Doc Mieu - National Highway 9 (Gio Linh District) is 13.3 km long, with a total investment of 399.96 billion VND; the section from the intersection of Nguyen Hoang Street - Nam Song Hieu Bridge (Dong Ha City) is 4.2 km long, with a total investment of 230 billion VND. The project is a level III plain road, 2 lanes; the road surface width is 11 meters.

Regarding construction progress, the section from Doc Mieu - National Highway 9 has been dug up with a length of about 11/13.3 km; filled in 11/13.3 km; treated weak soil for 3.58 km/4.21 km; is deploying 33/61 culvert components, reaching 54.10%; completed 18/18 bored piles, Canh Hom bridge pier at Km2+870 and is deploying construction of bridge abutments, roads at both ends of the bridge...

The project's cumulative disbursement is 186 billion VND, of which site clearance is 45.84/63.08 billion VND; construction and installation is 122/307.88 billion VND, other disbursement is 18.61 billion VND.

For the section from the intersection of Nguyen Hoang Street - Nam Song Hieu Bridge, the construction unit has conducted organic excavation of about 11,000/26,568.6 m ³ , reaching 41%, length of about 1,600/4,2162 meters; filled the roadbed with 10,500/71,750 m ³ , reaching 14.6%, length of about 1,200/4,264.2 meters; treated the weak ground with about 7,000/24,127.8 m ³ , reaching 29.0%, length of 1,100/2,550 meters; filled sand with about 1,700/15,200 m ³ , reaching 12%, length of 350/920 meters.

Accumulated disbursement to date has reached 80.22/230 billion VND, reaching 35%, of which site clearance cost is 26.9 billion VND, construction cost is 45.5 billion VND and other costs such as project management, construction investment consultancy...

Checking the construction progress, Chairman of the Provincial People's Committee Vo Van Hung acknowledged the efforts of contractors in mobilizing human resources and means to actively implement construction and speed up progress. At the same time, he emphasized: This is a key traffic project that is meaningful to reduce the load on traffic infrastructure for Dong Ha City, supporting infrastructure development, socio-economic life for the eastern area of ​​Dong Ha City and Gio Linh District. In addition, the project is also under pressure on disbursement progress, so it requires high progress and construction quality.

The investor is requested to direct the construction units to speed up the progress, carry out quality construction, and complete the project on time. Contractors need to increase human resources and construction equipment with quality construction, and put the project into use soon.

Complete the remaining GPMB volume early

The site clearance work for the Doc Mieu - National Highway 9 section has a total area of ​​38.55 hectares/487 households; 1 household must be resettled. Currently, 11.8/13.29 km of land has been handed over, reaching 89%, the remaining 1.5 km has not been cleared, including Phong Binh commune 400 meters, Gio Linh town and Gio My commune 700 meters, Gio Quang commune 349 meters. The site clearance work is expected to be completed before September 15, 2024.

Nguyen Hoang - Nam Song Hieu Bridge intersection section, has handed over the total length of 1.9/4.2 km, of which Dong Le ward has handed over 552 meters, Dong Luong ward has handed over more than 1.3 km.

For the Doc Mieu - National Highway 9 section, some households in Phong Binh, Gio Chau, Gio My, Gio Quang communes and Gio Linh town have not agreed on the support price for land clearance. In Phong Binh commune, 6 households built houses on agricultural land; some households in Gio My commune and Gio Linh town were affected in the road traffic safety corridor, the plan for the bypass proposed to recover more area outside the clearance scope. Some households in Truc Lam village, Gio Quang commune requested support for land.

At the intersection of Nguyen Hoang - Nam Song Hieu bridge, there are 6 households that have not agreed on the compensation plan, of which 3 households at Phu Le bridge have led to the temporary suspension of bored pile construction. Some shrimp farming households in Dong Luong ward have requested to reclaim all shrimp ponds outside the project scope, because the ponds are interconnected, including: farming ponds, water reservoirs and settling ponds for water treatment. Difficulties in site clearance are affecting the construction progress of the project.

In directing the site clearance work, Chairman of the Provincial People's Committee Vo Van Hung requested Gio Linh district and Dong Ha city to step up propaganda work, mobilize households to support the project, comply with the law, and hand over the site soon.

In addition, actively coordinate with relevant departments and branches to review legal regulations, especially the compensation and support policies recently issued by the Provincial People's Committee and new land law regulations to support in the most beneficial direction for people but must ensure regulations.

At the same time, speed up the construction of resettlement areas to help people settle down, paying attention to ensuring that the new place is better than the old place. Focus on flexibly applying legal regulations so that people clearly understand the policies and laws that always aim at the interests of the people.

Local support policies must be implemented consistently not only for this project but also for other projects. Only then can there be consistency in site clearance work, speeding up the construction progress of projects.
