Since its inception, our Party has always set the first and mandatory requirement that each Party member must participate in a Party organization; specifically, in a Party cell where the Party member works or lives. This task is clearly stipulated in the Party Charter. All Party members, whether holding the highest leadership position or newly admitted Party members, are members of a specific Party cell. This is a Party principle and the Party cell is also the first " political school" of each Party member. One of the contents of the oath of a Party member when admitted to the Party is to participate in Party activities (ie Party cell activities) and pay Party dues in full.

Thanks to the good implementation of this regulation, our Party has grown stronger and stronger. The whole Party is a unified bloc of will and action. Many of the Party's major policies and decisions have been formed from recommendations and initiatives of Party cells.

However, the reality of Party cell activities in many places has also revealed a number of problems. Some Party members have the mentality and ideology of taking Party cell activities lightly; the content of Party cell activities is monotonous, and in some places, Party cell meetings are even turned into professional meetings. What is worrying is that the implementation of Party activity principles in some Party cells is not serious, especially the principles of democratic centralism, self-criticism and criticism, leading to the phenomenon that Party cell resolutions are not the product of collective intelligence but only the expression of minority opinions... And inevitably, in Party cells where such phenomena occur, there is no longer any fighting power, and Party spirit is weakened...

Directive 50 of the Secretariat clearly stated the viewpoint: "Party cells are the cells, the foundation of the Party, the political nucleus at the grassroots level..." and proposed 9 tasks and solutions to continue to innovate and improve the quality of Party cell activities. This is an urgent requirement, of special importance to contribute to building a clean and strong Party, fulfilling the mission of leading the country to develop richly and prosperously in the new era.

Party committees and each party member must have a correct, complete, and profound understanding of the meaning and importance of Party cell meetings, considering them a "political order" and "the most important meeting". Party cell meetings must not be combined with other meetings; at the same time, the entire Party must agree to hold Party cell meetings on the 3rd of every month (the time can be changed, but the meetings must be held in the first week of the month).

As the "most important meeting", the content and form of Party cell activities are required to be innovated in a practical, effective and in accordance with the regulations of the superiors. At the same time, it must be suitable for each type of Party cell (Party cell in administrative agencies, Party cell in armed forces, Party cell in public service units, Party cell in enterprises, Party cell in mass associations, Party cell in villages/residential groups...). Each year, Party cell activities are held on thematic topics at least 4 times (quarterly)...

Always uphold and strictly implement the Party's principles in Party cell activities, especially the principles of democratic centralism, self-criticism and criticism, solidarity, love for comrades... Implementing these principles well is extremely important to enhance the fighting strength of the Party cell, and is also a very effective solution to prevent and stop manifestations of "self-evolution", "self-transformation", and degradation in political ideology, ethics, lifestyle... of Party members right from the grassroots.

Innovation and improvement of the quality of Party cell activities must be closely linked to improving the quality of the team of secretaries and Party committee members. Secretaries and Party committee members must first of all be Party members with sufficient qualities, capacity, prestige, and experience in Party work, and truly be the nucleus and center of solidarity of the Party cell.

The Secretariat also sets out tasks and solutions related to the leadership and direction role of the superior Party Committee, such as criteria for evaluating and classifying Party cells; evaluating the implementation of the "4 good Party cells" model; inspection and supervision work of the superior Party Committee on the implementation of Party cell regimes and practices; and the allocation of resources to serve Party cell activities.

Well implementing Directive 50 of the Secretariat is the responsibility and obligation of every Party member and Party committee at all levels to contribute to building our Party to be increasingly clean and strong, capable of shouldering its historical mission.
