In 2024, the Emulation Bloc of Hai Duong Provincial Party Agencies did a good job of disseminating, implementing and launching emulation movements within the bloc. At the conference, the Emulation Bloc of the Provincial Party Committee's agencies voted unanimously to propose the Prime Minister to award the Emulation Flag to the Provincial Party Committee's Organizing Committee; the Provincial People's Committee to award the Emulation Flag to the Provincial Party Committee's Propaganda Department; and to award certificates of merit to Hai Duong Newspaper and the Provincial Party Committee's Inspection Committee.
The Provincial Party Committee's Propaganda Department was elected as Head of the emulation bloc of provincial Party agencies in 2025. Hai Duong Newspaper and the Provincial Party Committee's Inspection Committee were elected as Deputy Heads of the emulation bloc.
The emulation bloc of provincial Party agencies includes 10 units: Provincial Party Committee's Organization Committee, Provincial Party Committee's Propaganda Committee, Provincial Party Committee's Internal Affairs Committee, Provincial Party Committee's Mass Mobilization Committee, Provincial Party Committee's Inspection Committee, Hai Duong Newspaper, Provincial Party Committee Office, Provincial Party Committee of Provincial Agencies, Provincial Political School and Provincial Cadre Health Care and Protection Committee.
