Proposing the police to participate in State management of land in Phu Quoc special economic zone

On July 8, Chairman of An Giang Provincial People's Committee Ho Van Mung had a working session with the People's Committee of Phu Quoc Special Zone to evaluate the operation of the two-level local government and deploy a number of key tasks in the coming time.

Before the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung went to Phu Quoc Special Zone Public Administration Service Center to inspect and learn about the work of handling administrative procedures for people.

He met with each citizen and civil servant to grasp the advantages and difficulties arising in the center's operations.

Witnessing the crowded scene of people and businesses coming to do procedures, the Chairman of the People's Committee of An Giang province requested the leaders of Phu Quoc special zone to increase the application of science and technology in handling administrative procedures; arrange more staff and volunteers in the guidance teams (located at the previous commune headquarters) to promptly support and guide, especially online procedures.

Reporting at the meeting, Chairman of Phu Quoc Special Economic Zone People's Committee Tran Minh Khoa said that after 1 week of operating the 2-level local government, the apparatus of the special economic zone is now operating stably.

However, there are some difficulties arising during the operation: the special zone has only one Public Administration Service Center, while the distance from the North to the South of the special zone is more than 30km, causing inconvenience to the people.

In addition, the number of administrative procedure files increased dramatically (in the first week, it increased by 70% compared to before), due to the concentration of communes and wards in one location. To reduce the load, the special zone has established 7 more teams to receive files at the headquarters of the old communes and wards.

“Every day, my deputy and I have to sign about 1,000 documents, even though there are regulations in the law, decrees and authorization. However, with some contents that the Provincial People's Committee has not yet submitted to the Provincial People's Council for issuance of an authorized list, it is still not possible to implement,” said comrade Tran Minh Khoa and suggested that the province pay attention and submit an authorization list soon, so that the Chairman of the People's Committee of the special zone can decentralize, delegate power and assign tasks.

According to comrade Tran Minh Khoa, Phu Quoc currently has 321 investment projects that need site clearance, while the special zone's staffing is the same as other communes and wards. Therefore, it is recommended that the province mobilize and dispatch more staff to handle the work, especially in the fields of land, construction, environment, etc.

At the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung emphasized that Phu Quoc plays an important role in the development of the Southwest region, with budget revenue currently accounting for about 9,000 billion VND out of a total of about 25,000 billion VND of An Giang province.

For Phu Quoc to develop quickly and sustainably, the Party Committee and government of the special zone must soon complete the standards and conditions according to regulations; the subordinate units and departments must proactively overcome difficulties, do their jobs well, and not shirk responsibility.

Chairman of An Giang Provincial People's Committee Ho Van Mung reiterated that one of the goals of the two-level local government model is to be closer to the people, closer to the people, and serve the people better.

“Phu Quoc Special Economic Zone must do this well. How can people feel happy when they come to do administrative procedures at the Public Administration Service Center?” he noted.

Chairman of the An Giang Provincial People's Committee Ho Van Mung suggested that Phu Quoc must do better in State management of land; the special zone police must also participate in management activities in this field, to prevent violations and mistakes from arising from the beginning, not allowing complicated incidents to arise.

The Chairman of the People’s Committee of An Giang province noted that the special zone must ensure security and order. Phu Quoc is considered a “ tourist paradise”, so it is necessary to make tourists always feel safe when coming here. The An Giang Provincial Police and the special zone police must launch a movement for the entire population to protect the security of the Fatherland.

“Even if you install 5-7 surveillance cameras, or however many, they are not as good as the eyes and ears of the people. We must create apps and apply technology so that people can participate in monitoring, reporting, denouncing crimes and following the police's handling process on them,” the Chairman of the People's Committee of An Giang province requested.
