Proposal to temporarily suspend the settlement of regimes for officials who are not re-elected or re-appointed at district and commune levels

(NLDO) - The Ministry of Home Affairs has just sent a document to relevant localities regarding the regime and policies for cadres and civil servants who are not re-elected or re-appointed at party congresses at all levels.

The document stated that, implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on organizing party congresses at all levels, towards the 14th National Congress of the Party, the Government issued Decree No. 177/2024/ND-CP dated December 31, 2024, stipulating the regime and policies for cadres who are not re-elected, not re-appointed, and cadres who quit their jobs or retire at their will.

However, on February 28, the Politburo and the Secretariat issued Conclusion No. 127 on implementing research and proposing to continue to reorganize the political system. In particular, this conclusion clearly stated: "Temporarily suspend the organization of party congresses at the commune and district levels; after the 11th Conference of the Party Central Committee, the Politburo will have specific instructions and guidance".

Based on the content of Conclusion 127, the time of the Party Congress at the commune and district levels has changed and at the request of a number of localities, the Ministry of Home Affairs requests that agencies, organizations and units temporarily not implement the settlement of regimes and policies for commune and district-level cadres and civil servants within the scope of Decree No. 177/2024/ND-CP.

For cases where competent authorities have decided to resolve regimes and policies according to the provisions of Decree No. 177/2024/ND-CP, the implemented regimes and policies shall remain unchanged.

The Ministry of Home Affairs requests that Provincial Party Committees, Municipal Party Committees, and People's Committees of provinces and centrally-run cities direct the implementation of this policy for agencies, organizations, and units under their management.

Decree 177 was issued by the Government on December 31, 2024. The Decree stipulates the regime and policies for cases of non-re-election or re-appointment to positions and titles according to the term of the Party Committee, government, Vietnam Fatherland Front and socio-political organizations; cadres who quit their jobs or retire at their will.
