Proposal to invest 865 billion VND to build a new bridge to replace the collapsed Phong Chau bridge
The People's Committee of Phu Tho province has just sent a document to the Prime Minister requesting the Central Government to support emergency treatment projects to overcome the effects of storm No. 3.

Accordingly, to create conditions to help the locality urgently overcome and ensure smooth traffic on National Highway 32C, meet flood prevention requirements, protect people's lives and property and national infrastructure works, including the Yen Vien - Lao Cai railway, the People's Committee of Phu Tho province proposed the Prime Minister to assign Phu Tho province to carry out investment procedures for the two projects.
Firstly, build a new bridge to replace the old Phong Chau bridge with a modern scale, synchronous with the scale of National Highway 32C with a length of 430 m, width of 21.5 m; total investment of 865 billion VND (100% supported by the central budget).
Second, reinforce and upgrade the weak dike and embankment sections and flood-prevention wall system on the left and right dikes of Thao River (combining National Highway 2D and National Highway 32C) with an estimated scale of 18 km (National Highway 2D section is 12 km, National Highway 32C section is 6 km); total investment of 250 billion VND (100% supported by the central budget).
Previously, due to the impact of storm No. 3, widespread floods in the northern mountainous provinces, in addition, upstream hydroelectric reservoirs (Tuyen Quang Lake, Hoa Binh Lake, Thac Ba Lake) released water simultaneously, causing the water level of the Red River (section through Ha Hoa district, Phu Tho province) to be higher than alert level 3, exceeding the flood peak in 1971 by 1.4 m.
Floodwater rose rapidly and overflowed the dike, causing inundation in the northern communes of Ha Hoa district and Ha Hoa town, seriously affecting traffic on National Highway 32C (belonging to Thao right dike, 22 km long) and National Highway 2D (belonging to Thao left dike, 32 km long).
In particular, on September 9, 2024, Phong Chau bridge on National Highway 32C), in Tam Nong district, Phu Tho province, collapsed when floods swept away the pillars and 2 main spans (spans 6 and 7 on the right bank of Thao river).
On September 11, the Vietnam Road Administration also requested the Ministry of Transport to consider and assign the Vietnam Road Administration the task of preparing a report proposing the investment policy for the new Phong Chau bridge on National Highway 32C, Phu Tho province using State budget capital; implementation period 2024 - 2025.
Quang Ngai requests adjustment of 1,000 billion VND rainwater and wastewater collection and treatment project
The People's Committee of Quang Ngai province has submitted a document to the Provincial People's Council, requesting to adjust the project policy of the rainwater and wastewater collection and treatment system of Quang Ngai city in the southern area of the downstream of Tra Khuc river.

Accordingly, the project of Rainwater and Wastewater Collection and Treatment System of Quang Ngai City, Southern Basin of the Lower Tra Khuc River, was decided by the Provincial People's Council on investment policy, with a total amount of about 1,000 billion VND and was assigned to the Project Management Board for Investment and Construction of Civil Works, as the investor. However, in the process of implementing and appraising the project Feasibility Study Report, the Investor found that it was necessary to add some items.
In addition, some items under the investment policy have been invested by the People's Committee of Quang Ngai City in other projects, including renovating the gates of Nghia Chanh Lake; dredging the sewers of Bau Ca Lake.
According to regulations, the project of collecting and treating rainwater and wastewater in Quang Ngai city in the southern area of the downstream of Tra Khuc river has not been approved for investment by the competent authority; there are changes in the investment policy, so it is necessary to carry out procedures to adjust the project investment policy.
The People's Committee of Quang Ngai province requested to adjust the investment policy to include renovating Bau Ca lake sluice gates; dredging and renovating existing canals and culverts from Nghia Chanh lake, flowing to Tra Khuc river.
Investing in and upgrading some drainage lines in Quang Ngai city that are draining into Tra Khuc river; investing in a new Nghia Chanh pumping station (at Bau He sluice). Building a wastewater collection system in the core area of Quang Ngai city, in the drainage basin to Tra Khuc river and clusters of pump station, separation wells, and wastewater treatment plant on the southern bank of Tra Khuc river.
It is known that the project of collecting and treating rainwater and wastewater in Quang Ngai City, the southern basin of the lower Tra Khuc River, originally named the Centralized Wastewater Collection and Treatment System in Quang Ngai City, was decided by the Provincial People's Council in December 2019, with a total investment of about 300 billion VND and the Provincial Traffic Works Project Management Board was assigned as the investor.
However, during the implementation process, along with a number of other reasons, the investor realized that with the approved scale and total investment, it only ensured the collection and treatment of local wastewater at the southern discharge gates, draining into the Tra Khuc River; it did not ensure the thorough treatment of wastewater from Quang Ngai City draining into the southern basin of the Tra Khuc River.
The project's investment objectives do not include rainwater drainage and flood prevention, while rainwater and wastewater drainage infrastructure are being built together. If only wastewater is collected without combining rainwater drainage treatment and flood prevention, the investment efficiency will not be maximized...
Therefore, the People's Committee of Quang Ngai has submitted and received approval from the Provincial People's Council to adjust the investment policy, with the total amount raised to an estimated VND 1,000 billion. In addition, the assigned investment unit has also changed, from the Quang Ngai Traffic Project Management Board, to the Provincial Civil Works Management Board.
Phu Yen needs to mobilize a total investment capital of VND 298,000 billion for the period 2021 - 2030

According to the content of the Plan, for public investment projects, Phu Yen province focuses on implementing projects identified in the Provincial Planning, in which priority is given to infrastructure investment projects that create great spillover effects, especially the strategic transport infrastructure of the Province, ensuring synchronization, modernity, promoting regional and intra-regional connectivity associated with economic development corridors in the dynamic development regions, key development areas of the Province; infrastructure for health, education, culture, sports, social security; urban technical infrastructure in dynamic regions.
Continue to prioritize investment in completing irrigation infrastructure, dykes, embankments, water supply, and drainage to meet the needs of socio-economic development, ensure social security, national defense, security, natural disaster prevention and control, adapt to climate change, rising sea levels, and other technical and social infrastructure works identified in the Provincial Planning.
Prioritize the development and attraction of investment in dynamic industries associated with the marine economy.
Investment projects using capital sources other than public investment capital: Investing in completing the province's infrastructure to promote the investment efficiency of infrastructure projects that have been and are being implemented using public investment capital; attracting investment to expand and improve productivity and efficiency of production and business establishments in the province's development driving regions and key development areas.
Attracting investment in industrial development towards improving productivity, quality, efficiency, saving resources, and being environmentally friendly; increasing the occupancy rate of existing industrial parks and clusters and investing in the construction of new industrial parks and clusters to serve the development needs of the province. Prioritizing the development and attracting investment in dynamic industries associated with the marine economy; expanding and developing existing industries towards the production of refined products, deeply processed products with high technology content, causing little environmental pollution, and high added value; developing a number of industries with competitive advantages such as: metallurgy; refining, petrochemicals; energy production; chemicals; production of electronic products, digital technology; investing in infrastructure business of industrial clusters, industrial parks, etc.

Ho Chi Minh City: Nguyen Khoi Bridge and Road Project increased by 74 billion VND
The Ho Chi Minh City Transport Construction Investment Project Management Board (TCIP) has just sent a document to the Department of Natural Resources and Environment and the Department of Transport to inform about the compensation costs for site clearance for the Nguyen Khoi Bridge and Road Construction Project connecting District 1 with District 4 and District 7.

According to TCIP's report, the project's previously approved site clearance cost was VND1,003 billion. However, after applying the 2024 Land Law, the project's site clearance compensation cost increased by VND74 billion.
Regarding the cost of 2,986 billion VND including 1,983 billion VND in compensation for site clearance of Ton That Thuyet Street (branch bridge area), TCIP clearly explained that this is the cost of the Site Clearance Project to expand Ton That Thuyet Street and the green park along the Te Canal combined with the clearance of houses along the canal, so it is not part of the Nguyen Khoi Bridge and Street Project.
Therefore, the increase of 74 billion VND at the Nguyen Khoi Bridge and Road Project is still within the project's contingency cost of 579 billion VND, so it does not exceed the total investment approved by the Ho Chi Minh City People's Council at the end of 2023.
Because there is no need to adjust the investment policy and to promptly disburse VND 776 billion in capital in 2024 for the project, TCIP requests the Department of Natural Resources and Environment to urge the People's Committee of District 4 to deploy site clearance compensation procedures to approve the compensation project before December 30, 2024.
The Nguyen Khoi Bridge and Road construction project, one of the key projects of Ho Chi Minh City, is speeding up the procedures to start construction on April 30, 2025.
Proposal to divide Ho Chi Minh City Ring Road 4 worth VND136,593 billion into 11 component projects
The People's Committee of Ho Chi Minh City has just sent an official dispatch to the Ministry of Planning and Investment regarding the Pre-Feasibility Study Report of the Overall Investment Project for the Construction of Ho Chi Minh City Ring Road 4.
In this dispatch, the Ho Chi Minh City People's Committee requested the Ministry of Planning and Investment to consider and coordinate with the Ministry of Transport to promptly report and advise the Prime Minister on the Pre-feasibility Study Report of the investment project to build Ho Chi Minh City Ring Road 4.

The Ho Chi Minh City People's Committee said that recently, the general consulting unit has researched and developed an outline for the implementation of the overall dossier preparation for the Ho Chi Minh City Ring Road 4 construction investment project; in which, it agreed on technical contents, financial plans, division of component projects, specific policy mechanisms, dossier contents... so that the component project consulting units can review and complete the project's Pre-Feasibility Study Report.
Currently, the People's Committee of Ho Chi Minh City has coordinated with the People's Committees of the provinces (Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau) to review and basically complete the Pre-feasibility Study Report of the overall project and its component projects.
In the master plan for the Ho Chi Minh City Ring Road 4 construction investment project, the localities agreed that in phase 1, the site clearance will be carried out once according to the approved plan.
The cross-sectional scale of Ho Chi Minh City Ring Road 4, phase 1, includes 4 complete expressway lanes, with continuous emergency lanes arranged along the entire route (3 m wide); investment in the construction of parallel roads and residential roads on both sides of the route according to traffic needs of each section and each locality (sections passing through urban areas, residential areas, etc.).
The total length of Ho Chi Minh City Ring Road 4 is about 206.72 km (Ba Ria - Vung Tau 18.23 km; Dong Nai 45.54 km; Binh Duong 47.95 km; Ho Chi Minh City 16.7 km; Long An 78.3 km). Particularly, the section of Ring Road 4 in Binh Duong province (the People's Council of Binh Duong province has approved the investment policy, the project is being prepared) has 12 km (through Binh Duong new city) that does not meet the standards of urban expressways (designed with a speed of 80 km/h), and requires the opinion of the Ministry of Transport to ensure a synchronous technical scale on the entire route.
The total estimated investment for the Ho Chi Minh City Ring Road 4 construction investment project is about 136,593.45 billion VND (estimated central budget capital is about 42,553.51 billion VND, estimated local budget capital is about 33,584.38 billion VND).
Localities agreed to divide the Ho Chi Minh City Ring Road 4 construction investment project into two component project groups.
In which, component project group 1 - Compensation for site clearance and construction of residential access roads includes 6 component projects:
Component project 1-1: Compensation for site clearance and construction of residential access road through Ba Ria - Vung Tau province.
Component project 1-2: Compensation for site clearance and construction of residential access roads through Dong Nai province.
Component project 1-3: Compensation for site clearance in the section passing through Binh Duong province and construction of Thu Bien bridge.
Component project 1-4: Compensation for site clearance and construction of residential access road through Cu Chi district, Ho Chi Minh City.
Component project 1-5: Compensation for site clearance and construction of residential access roads through Long An province (not including the 3.8 km section through Nha Be district, Ho Chi Minh City).
Component project 1-6: Compensation for site clearance and construction of a 3.8 km residential access road through Nha Be district, Ho Chi Minh City.
Project Component Group 2: Highway construction includes 5 components:
Component project 2-1: construction of Ring Road 4 through Ba Ria - Vung Tau province.
Component project 2-2: construction of Ring Road 4 through Dong Nai province.
Component project 2-3: construction of Ring Road 4 through Binh Duong province (including Thu Bien bridge).
Component project 2-4: construction of Ring Road 4 through Ho Chi Minh City (including Phu Thuan Bridge and Thay Cai Bridge).
Component project 2-5: construction of Ring Road 4 through Long An province (including a 3.8 km section through Nha Be district, Ho Chi Minh City).
Previously, on August 28, at the working session between the Ministry of Planning and Investment and leaders of the People's Committees of relevant provinces and cities on the implementation of the Ho Chi Minh City Ring Road 4 Project, Minister of Planning and Investment Nguyen Chi Dung requested the Ho Chi Minh City People's Committee to preside over and coordinate with the People's Committees of localities to complete the dossier of the Pre-feasibility Study Report on the Ho Chi Minh City Ring Road 4 Construction Investment Project to submit to competent authorities for appraisal and submit to the National Assembly for decision on investment policy in the October 2024 session.
Minister Nguyen Chi Dung noted that the investment policy of the Project will identify component projects passing through Ho Chi Minh City and provinces (Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau) and assign them to localities to organize implementation.
Proposal to invest 1,581 billion VND to build Bien Hoa - Vung Tau expressway intersection with DT.991
The People's Committee of Ba Ria - Vung Tau province has just sent an official dispatch to the Prime Minister to propose investing in the intersection of Bien Hoa - Vung Tau expressway with My Xuan - Ngai Giao - Hoa Binh road (DT.991).

Accordingly, the People's Committee of Ba Ria - Vung Tau province proposed the Prime Minister to allow adding the above intersection to the Bien Hoa - Vung Tau Expressway Project Phase 1 for synchronous implementation.
This is a complete interconnected intersection with a total estimated investment of 1,581 billion VND, of which compensation and site clearance costs are about 813 billion VND.
The investment capital for the construction of the intersection will be implemented according to the capital source plan of the Bien Hoa - Vung Tau Expressway Project Phase 1, in which the Central Government will cover the construction investment costs and 50% of the compensation and site clearance costs (about 1,174 billion VND); the Ba Ria - Vung Tau provincial budget will cover 50% of the compensation and site clearance costs (about 407 billion VND).
If approved by competent authorities, the investment in construction of the Bien Hoa - Vung Tau expressway interchange with My Xuan - Ngai Giao - Hoa Binh road will be implemented from 2025 - 2026.
The People's Committee of Ba Ria - Vung Tau province committed to directing competent authorities to review and balance capital sources in the medium-term public investment plan for the period 2021-2025 and expected in the period 2026-2030 to arrange for compensation and site clearance work under the responsibility of Ba Ria - Vung Tau province.
According to the Planning of Ba Ria - Vung Tau province for the period 2021-2030, with a vision to 2050, DT.991 road connects with important traffic routes in the area such as National Highway 51, National Highway 56, Cai Mep - Thi Vai inter-port road, Phuoc An bridge, Provincial Road 765, Provincial Road 328, Provincial Road 329 and connects with Binh Thuan province, with a minimum scale of 8 lanes by 2050.
When fully connected with Bien Hoa - Vung Tau Expressway, DT.991 Road will facilitate the smooth transportation of goods and passengers between the port system in Cai Mep - Thi Vai area, industrial parks in Phu My town, Chau Duc district with Long Thanh airport, Ho Chi Minh City, Dong Nai and Binh Thuan provinces.
Therefore, investing in additional interchanges to connect Bien Hoa - Vung Tau expressway with DT.991 road is very necessary to help strengthen connectivity and socio-economic development of the key economic region in the South.
At the same time, when completed, the intersection will unlock land resources, which is an important infrastructure to promote industrial and urban development of Phu My town, Chau Duc district according to the development orientation approved by the Prime Minister in the Provincial Planning.
The People's Committee of Ba Ria - Vung Tau province affirmed that the intersection of Bien Hoa - Vung Tau expressway with DT.991 road is located in Phu My town, one of the important urban areas of Ba Ria - Vung Tau province and is about 7.7 km from the intersection with DT.992 road, about 6.6 km from Tan Hiep intersection, completely in accordance with the National Technical Regulation on expressways QCVN 115: 2024/BGTVT and the Design Standard for expressways TCVN5729: 2012.
Investing nearly 1,989 billion VND to expand My Xuan B1-CONAC industrial park
Deputy Prime Minister Tran Hong Ha has just signed Decision No. 996/QD-TTg dated September 17, 2024 approving the investment policy for the project to invest in construction and business of infrastructure of the expanded My Xuan B1-CONAC industrial park, Ba Ria - Vung Tau province.
Specifically, the Deputy Prime Minister approved IDICO Petroleum Construction Investment Joint Stock Company as the investor of the Project.
The project is implemented in My Xuan ward, Phu My town, Ba Ria - Vung Tau province with a total investment capital of 1,988,636 billion VND, of which the investor's contributed capital is 386,216 billion VND.
The Deputy Prime Minister assigned the Ministry of Planning and Investment to be responsible for the assigned contents of project investment policy appraisal and to perform state management of industrial parks according to the provisions of the Investment Law and relevant laws.
Relevant ministries and branches are responsible for the content of project investment policy appraisal within their functions and tasks according to the provisions of the Investment Law and relevant laws.
The People's Committee of Ba Ria - Vung Tau province ensures the accuracy of information, reported data, and appraisal contents according to the provisions of law; is responsible for the project's conformity with the plans approved by competent authorities; ensures that the industrial park land quota for project implementation is included in the provincial land use plan for the period 2021 - 2025 and the period 2026 - 2030, the relevant district-level land use plan for the period 2021 - 2030; updates the location and area scale of the expanded My Xuan B1 - CONAC industrial park into the relevant district-level land use plan for the period 2021 - 2030 and supervises the implementation of the allocated industrial park land quota of Ba Ria - Vung Tau province.
Organize the development and implementation of plans for land recovery, compensation, site clearance, conversion of land use purposes, and land lease to implement projects in accordance with documents approved by competent authorities on project area scale, location, and progress; ensure that there are no disputes or complaints regarding the right to use the project site.
In case there is public property in the project implementation area, it is recommended to comply with the provisions of law on management and use of public property, ensuring no loss of state property.
Proposal to approve Metro Line No. 3 Project in Hanoi, Hanoi Station - Hoang Mai section
The Ministry of Planning and Investment has just issued Official Dispatch No. 7418/BKHĐT – KTĐN to the Government leaders regarding the proposal for the Urban Railway Line No. 3 project, Hanoi Station – Hoang Mai section.

Accordingly, the Ministry of Planning and Investment proposed the Government leaders to approve the proposal for the Urban Railway Line No. 3 Project, Hanoi Station - Hoang Mai section, borrowing capital from the Asian Development Bank (ADB), the French Development Agency (AFD), and the German Reconstruction Bank (KfW) with the Hanoi People's Committee as the managing agency.
In Official Dispatch No. 7418, the Ministry of Planning and Investment proposed to assign this ministry to notify ADB, AFD and KfW about the proposal for Urban Railway Line No. 3 Project, Hanoi Station - Hoang Mai section, which has been approved by the Prime Minister.
Assign the Hanoi People's Committee to review and absorb opinions from relevant agencies; coordinate with ADB, AFD and KfW to prepare a Pre-Feasibility Study Report to submit to competent authorities for consideration and decision as a basis for implementing the next steps according to regulations.
The Hanoi People's Committee will also have to continue to study and review difficulties and problems in implementing urban railway projects, develop specific and timely solutions, and ensure that the project implementation meets the goals and is on schedule as approved by competent authorities.
Previously, in an official dispatch sent to the Ministry of Planning and Investment in June 2024, the Hanoi People's Committee explained and clarified a number of contents related to the proposal for the Urban Railway Line No. 3 project, Hanoi Station - Hoang Mai section.
This project includes the construction of infrastructure and other synchronous works; procurement and investment in the supply and installation of means of transport; equipment systems for power supply, signal information monitoring and operation serving train operations, etc.
According to the proposal of the Hanoi People's Committee, the urban railway line No. 3 (line 3.2), the Hanoi - Hoang Mai station section will be completely underground along the Tran Hung Dao - Tran Thanh Tong - Kim Nguu - Tam Trinh route. The double tunnel runs parallel, underground through the O Dong Mac intersection (ring 1), Mai Dong (ring 2) and ends behind ring 3 with 7 underground stations (Hang Bai, Tran Thanh Ton, Kim Nguu, Mai Dong, Tan Mai, Tam Trinh, Yen So) and 1 train staging area (behind, next to Yen So pumping station).
The total investment of the Project is expected to be 40,577 billion VND, equivalent to more than 1.75 billion USD, of which ADB loan is 801.65 million USD; KfW loan is 258.05 million USD; AFD loan is 198.62 million USD; counterpart fund is 494.46 million USD. The Project implementation period is from 2022 to 2029.
It is known that railway line No. 3 (3.1), Nhon - Hanoi station section is under construction, expected to be put into operation in 2027.
Therefore, putting into operation line 3.2, Hanoi - Hoang Mai station will form the Nhon - Hanoi - Hoang Mai urban railway axis, contributing to attracting a large number of passengers, solving the travel needs on the East - West axis of Hanoi city.
Agree to apply BIM model to manage Tan Phu – Bao Loc – Lien Khuong expressway
The Government Office has just issued Notice No. 423/TB-VPCN announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the implementation status of the expressway projects: Tan Phu (Dong Nai) - Bao Loc (Lam Dong) and Bao Loc - Lien Khuong (Lam Dong) under the PPP method.

Regarding the proposal of investors to apply the BIM model for the above two expressway sections, Deputy Prime Minister Tran Hong Ha said that the Government has issued Decision No. 258/QD-TTg dated March 17, 2023 approving the roadmap for applying the BIM model in construction activities.
This is the most advanced management model, quality management, technology, digitalization of actual field management that needs to be applied to road projects on schedule.
For the two expressway projects for which Lam Dong Provincial People's Committee is the competent authority, the Ministry of Construction is responsible for reviewing and organizing local guidance to implement according to regulations.
Regarding the implementation of the Tan Phu - Bao Loc expressway section, the Deputy Prime Minister said that the Inter-sectoral Appraisal Council (the Ministry of Planning and Investment is the standing agency) has given its opinion on the Project Feasibility Study Report.
The Deputy Prime Minister assigned Lam Dong province to soon agree and give written opinions confirming the content as proposed at the meeting (no adjustment to increase State capital participating in the Project, no proposal to add the mechanism of sharing the reduced revenue) and the adjustment of other contents of the Feasibility Study Report does not lead to the need to adjust the Project investment policy according to the provisions of the PPP Law).
Lam Dong Provincial People's Committee urgently sends an explanatory document, completes the Project Feasibility Study Report and sends it to the Interdisciplinary Appraisal Council before September 23, 2024 for appraisal; The Interdisciplinary Appraisal Council urgently completes the appraisal of the Project Feasibility Study Report according to the provisions of the PPP Law before September 30, 2024.
The Deputy Prime Minister assigned the People's Committee of Lam Dong province to consider reporting to the Prime Minister on difficulties and problems with regulations on minimum equity capital of investors as prescribed in Decree No. 78/2023/ND-CP dated November 7, 2023 of the Government amending and supplementing a number of articles of Decree No. 32/2017/ND-CP dated March 31, 2017 on State investment credit, and proposed the Prime Minister and the Government to consider amending and adjusting the equity capital ratio participating in the project implementation process in accordance with legal regulations on PPP (and send it to the Ministry of Finance) before September 20, 2024.
The Ministry of Finance is assigned to study the recommendations of Lam Dong Provincial People's Committee to propose timely and feasible solutions to issues under the Government's authority (according to the principle of handling the Government's authority to the extent), including amending and supplementing relevant Decrees to ensure compliance with the PPP Law to promptly remove difficulties for PPP projects and report to the Prime Minister and the Government before September 30, 2024.
Regarding the Bao Loc – Lien Khuong Expressway, the Deputy Prime Minister emphasized that this project is under the authority of the Lam Dong Provincial People's Council to adjust the investment policy. The adjustment of the State capital participation rate in the project must not exceed 50% according to the provisions of the PPP Law.
The Deputy Prime Minister noted that the implementation of the Dau Giay – Lien Khuong Expressway projects must be synchronous and fair. Therefore, it is necessary to study and consider similar policy mechanisms between the Bao Loc – Lien Khuong Project and the Tan Phu – Bao Loc Project to improve the efficiency and feasibility of the projects.
It is known that the Dau Giay - Lien Khuong expressway has a very important position, role and significance in connecting the Central Highlands provinces with the key economic region in the South, especially the Southeast seaport system and socio-economic and industrial centers.
Currently, the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) and Bao Loc - Lien Khuong expressway projects, with Lam Dong Provincial People's Committee as the competent authority, have been approved for investment policy since the end of 2022.
However, currently these two projects are facing some problems and have not been approved, affecting the construction progress of the projects, while the Dau Giay - Tan Phu section project, of which the Ministry of Transport is the competent authority, has completed project approval at the end of July 2024.
Bac Ninh requests investment in Beltway 4 - National Highway 18 worth 3,600 billion VND
The People's Committee of Bac Ninh province has just sent an official dispatch to the Prime Minister regarding the investment in the construction of the Bac Ninh - Hai Duong expressway section of the Noi Bai - Bac Ninh - Hai Duong expressway, from Ring Road 4 to National Highway 18.

Accordingly, the People's Committee of Bac Ninh province proposed the Prime Minister to approve the province's investment in the construction of the Ring Road 4 expressway to National Highway 18 under the form of public investment.
This project is called the National Highway 18 construction investment project, from Yen Gia intersection (Ring Road 4) to the old National Highway 18, Bac Ninh province.
The project has a starting point at Km0+00 (intersection with Ring Road 4); an end point at Km10+300 (intersection with National Highway 18); the route length is about 10.3 km; the route direction follows the traffic planning approved in Decision No. 1589/QD-TTg dated December 8, 2023 of the Prime Minister on approving the Planning of Bac Ninh province for the period 2021 - 2030, with a vision to 2050.
According to the planning, the Noi Bai - Bac Ninh - Ha Long expressway will run parallel to the Yen Vien - Ha Long railway, with a cross-section of 100 m wide, said the People's Committee of Bac Ninh province.
However, in this phase, the People's Committee of Bac Nam province proposed to carry out site clearance according to the planned cross-section (100 m), investing in 2 parallel roads on both sides with a cross-section on each side of a roadbed width of 12 m and a road surface width of 11 m.
The estimated cost of the project is 3,600 billion VND, invested from the Bac Ninh Provincial Budget and other legal sources.
The People's Committee of Bac Ninh province pledged to allocate sufficient funds to implement the investment project to build National Highway 18, from Yen Gia intersection to the old National Highway 18, in accordance with the provisions of law.
It is known that according to the Road Network Planning for the period 2021-2030, with a vision to 2050, the Noi Bai - Bac Ninh - Ha Long Expressway (CT.09) has a Bac Ninh - Hai Duong section with a planning scale of 4 lanes, with investment progress before 2030.
In January 2020, the Prime Minister approved the investment project to build the Bac Ninh - Hai Duong expressway through Bac Ninh province (total length of 20 km) under the PPP form, BT contract type, and assigned the People's Committee of Bac Ninh province as the competent state agency to implement it.
However, on June 18, 2020, the National Assembly issued the Law on Investment under the PPP method, in which the Project was abolished and implemented under the BT form.
Currently, the Bac Ninh - Hai Duong expressway through Bac Ninh province, from Ring Road 4 to Hanoi - Bac Giang expressway (about 9.7 km), has been implemented in the Ring Road 4 - Hanoi Capital Region Investment Project. The project is under construction, basically completed in 2026 and put into operation from 2027.
“Therefore, the investment in the National Highway 18 construction project, from Yen Gia intersection to the old National Highway 18, will contribute to completing the Bac Ninh - Hai Duong expressway, connecting Ring Road 4 - the capital region with industrial parks concentrated in the northern provinces of Hanoi, while creating space for urban development, contributing to the socio-economic development of the locality”, said the People's Committee of Bac Ninh province.
Korean enterprises continue to invest 7.2 million USD in Tam Thang Industrial Park
On September 19, Chu Lai Industrial Park Infrastructure Development Company Limited (CIZIDCO) announced that it had just signed a Memorandum of Understanding on investment in Tam Thang Industrial Park with Oriental Commerce Vina Company Limited (OCC Vina, Korea).
Accordingly, OCC Vina Company will invest in the Project of Factory producing supporting products for the packaging industry in Tam Thang Industrial Park, with a total area of about 32,000 m2.

This project has a total investment capital of more than 182 billion VND; equivalent to 7.2 million USD.
According to CIZIDCO, the project will produce plastic tanks for electric batteries and plastic shelves. The project will complete legal procedures in the fourth quarter of 2024; construction will begin in the first quarter of 2025; construction will be completed in the fourth quarter of 2025 and the entire project will be put into operation.
According to CIZIDCO Company, OCC Vina has invested in Tam Thang Industrial Park, specializing in the production and distribution of wrapping films, transparent coatings and plastic products. This is the third time this enterprise has expanded its production in Quang Nam. The land area in Tam Thang Industrial Park for the project is available, this enterprise is completing procedures to implement investment and construction.
According to statistics, Tam Thang Industrial Park with a total area of 197 hectares has attracted 24 projects, including 20 FDI projects with a total registered capital of 749 million USD and 4 domestic projects with a total capital of 356.6 billion VND, with an occupancy rate of 71.7%.
Most of the enterprises in Tam Thang Industrial Park are Korean, German, and Hong Kong investors such as Panko Group, Hyosung Group, Fashion Garments, CTR, Amann, Wendler, Lisa Draxlmaier... The enterprises create jobs for 12,600 workers.
Binh Dinh has established a new industrial cluster of nearly 40 hectares.
Binh Dinh Provincial People's Committee has just approved the investment policy of the Project on Construction and Business of Technical Infrastructure of Ta Suc Industrial Cluster (phase 3, abbreviated as Ta Suc Industrial Cluster phase 3).
Ta Suc Industrial Park Phase 3 project has a land use area of 35 hectares, implemented in Dinh Truong village, Vinh Quang commune, Vinh Thanh district. The progress of completing the entire project is no more than 24 months from the date the investor is recognized as the project investor.
The project has a total investment capital of 187.71 billion VND, of which the implementation cost is 133 billion VND, the compensation cost for site clearance is 54.71 billion VND. The main investment items of the project include leveling the ground, building an internal traffic system, water supply and drainage system, wastewater collection and treatment system, power supply system, and trees.
The People's Committee of Binh Dinh province said that the project's objective is to create land funds to relocate enterprises, cooperatives, and production facilities that are currently polluting the environment or are at risk of polluting the environment, located in residential areas in Vinh Thanh district, to put them into concentrated production; attract investment from small and medium-sized enterprises, cooperatives, and production facilities; contribute to the effective implementation of state management of industry, construction, and environmental protection...
Ta Suc Industrial Park in Vinh Quang Commune is planned with an area of 40 hectares. Of which, Ta Suc Industrial Park Phase 1 with an area of 19.7 hectares is currently invested by Tuy Phuoc Electrical Construction Joint Stock Company; Ta Suc Industrial Park Phase 2 with an area of 16.04 hectares is invested by Vinh Thanh District Project Management Board for Construction Investment and Land Fund Development.
On May 22, 2023, Nhon Tan Warehouse Investment and Development Company Limited issued Document No. 36/CV-NT/2023 on registering to be the investor of Ta Suc Industrial Park Project Phase 3. It was not until February 22, 2024 that Vinh Thanh District People's Committee submitted a proposal to expand Ta Suc Industrial Park (Phase 3).
Then, on March 13, 2024, the People's Committee of Binh Dinh province issued a document agreeing in principle to expand Ta Suc Industrial Park phase 3 with an expanded area of about 35 hectares and organizing the call for and selection of enterprises as investors in construction and business of technical infrastructure.
Binh Duong announced planning and granted investment registration certificates to 6 projects with a capital of 1.5 billion USD.

Mr. Nhan said that this planning is integrated and synchronous, helping the province thoroughly resolve the existing problems of suspended planning. “The new point of Binh Duong province’s planning this time is to integrate planning in the true sense with quite high goals. However, Binh Duong will strive to surpass itself,” Mr. Nhan said at the press conference.

On September 19, Mr. Giang Quoc Dung, Deputy General Director of Becamex IDC Corporation, said that the construction of Cay Truong Eco-Industrial Park in Bau Bang district will begin on September 26.

According to Mr. Dung, the Cay Truong Industrial Park Project has now completed all legal documents, the project has been approved by the Government and has a 1/500 planning. Becamex IDC cooperated with the World Bank to complete the pre-feasibility study.
“This industrial park will be invested into an ecological industrial park to attract investment in high-tech industries to Binh Duong,” said Mr. Dung.
Cay Truong Industrial Park is planned on an area of 700 hectares in Bau Bang district. The project is invested by the Industrial Development and Investment Corporation (Becamex IDC), with a total investment capital of VND 5,459 billion.
The construction of Cay Truong Industrial Park has many advantages when the land has been cleared. In particular, the Bac Tan Uyen - Phu Giao - Bau Bang dynamic route with a total of 10 lanes, running through Cay Truong Industrial Park has been completed and is expected to open to traffic on September 26.
According to Binh Duong province's planning for the period 2021-2030, with a vision to 2050, the province will invest in 10 new industrial parks in the period 2023-2030 to attract investment in high-tech, supporting and environmentally friendly industries.
Currently, Binh Duong has established 29 industrial parks, with a total area of more than 12,662 hectares, of which 27 industrial parks have come into operation with a total area of more than 10,962 hectares.

Nghe An directed to complete site clearance for Tho Loc Industrial Park Project before October 31
The Office of the People's Committee of Nghe An province has just announced the working content of Vice Chairman of the People's Committee of Nghe An province Bui Thanh An related to the implementation of the Project on Investment in construction and business of infrastructure of Tho Loc Industrial Park (phase 1).

Accordingly, the People's Committee of Nghe An province assigned the People's Committee of Dien Chau district to focus on completing the compensation procedures for land acquisition and clearance for the remaining areas of the Project (determining land origin, population, etc.) to develop a plan and complete the approval of the compensation plan for land acquisition and clearance immediately after the Regulations on compensation policy for land acquisition and clearance of the province take effect; complete the land acquisition and clearance in accordance with the direction of the Chairman of the Provincial People's Committee in Notice No. 473/TB-UBND dated June 21, 2024, before October 31, 2024.

Regarding the land fill mines in Dien Loi commune: Assign the People's Committee of Dien Chau district to focus on implementing according to the instructions of the Provincial People's Committee, urgently complete the dossier to adjust the district's land use planning and submit it to the competent authority for appraisal and approval according to regulations.
The Department of Natural Resources and Environment is assigned to focus on guiding and advising on the adjustment of land use planning in Dien Chau district; urgently complete and issue documents inviting auctions of mineral exploitation rights for the above land mines according to regulations, before September 30, 2024.
Vice Chairman of the Provincial People's Committee Bui Thanh An assigned the Management Board of the Southeast Economic Zone to regularly monitor, urge, promptly report and propose to the Provincial People's Committee to resolve existing problems and difficulties; Departments, branches and sectors, according to their functions and tasks, focus, urgently coordinate, process documents, and deploy related tasks to meet the progress of the Tho Loc Industrial Park Infrastructure Construction and Business Investment Project (Phase 1).
VSIP Nghe An Company Limited proactively coordinates with the Management Board of the Southeast Economic Zone, relevant Departments, branches, units and the People's Committee of Dien Chau district to urgently complete legal procedures; carry out compensation for site clearance, invest in construction and put the Project into production and business activities according to current regulations of law.
Tho Loc Industrial Park Phase 1, invested by VSIP Nghe An, is located right on Dien Chau - Bai Vot Expressway, with a total capital of 165 million USD (equivalent to 3,827 billion VND). The project to invest in construction and infrastructure business of Tho Loc Industrial Park was approved by the Prime Minister in Decision No. 57/QD-TTg dated February 8, 2023. Accordingly, the scale is 500 hectares, the term is 50 years from the date of investment policy approval, the project implementation progress is 48 months from the date of land handover by the State.
Investing 8,833 billion VND to build 52 km of Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway
The Chairman of Binh Duong Provincial People's Committee has just signed Decision No. 2680/QD-UBND approving the investment project to build the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, the section passing through Binh Duong province under the PPP method.

This is a project proposed by the Joint Venture of Industrial Investment and Development Corporation - Technical Infrastructure Development Joint Stock Company - Deo Ca Group Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company.
The project starts at the intersection with Ho Chi Minh City Ring Road 3 in Thuan An City; the end point is at Km52 +159 (border between Binh Duong and Binh Phuoc provinces). The route passes through Thuan An City, Tan Uyen City and the districts of Bac Tan Uyen, Phu Giao, Bau Bang in Binh Duong Province.
The total length of the Project is about 52.159 km, of which the current section is 6.5 km long (from Ho Chi Minh City Ring Road 3 to before Khanh Van intersection); the newly invested and constructed section is 45.659 km long (from Km6+500 to Km52+159).
The project has a scale of 4-lane highway, with continuous emergency lanes along the entire route, roadbed width of 25.5 m, design speed of 100 km/h (in particular, the first section of the route, 6.5 km long from Ring Road 3 to before Khanh Van intersection, will keep the current road cross-section scale); sections with high traffic demand will invest in service roads to ensure 2 lanes for motor vehicles.
In addition, the Project also synchronously constructs works serving exploitation, operation center, intelligent traffic system, toll stations, etc. to ensure effective implementation according to current standards and regulations.
The total investment of the Project (including interest) is VND 8,833.4 billion, implemented entirely by the investor's equity and commercial loans, without using State budget capital.
The project has a starting toll rate for group 1 vehicles of 1,468 VND/km; group 2 vehicles of 1,908 VND/km; group 3 vehicles of 2,495 VND/km; group 4 vehicles of 3,963 VND/km; group 5 vehicles of 5,577 VND/km. The fare increase roadmap will be based on actual conditions and regulations at the time to calculate and submit to the People's Council of Binh Duong province for specific consideration.
With the above financial parameters, the PPP project investing in the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway has a toll collection and payback period of 32 years and 7 months; Project implementation period is from 2024 to 2027.
The People's Committee of Binh Duong province decided to choose the form of investor selection for the project which is domestic public bidding.
The time to organize investor selection will be determined after the People's Committee of Binh Duong province approves the feasibility study report to ensure the timelines comply with current regulations. The preferential mechanism in investor selection for investors proposing projects will comply with the provisions of the Law on Investment in the PPP mode and other relevant legal regulations.
The People's Committee of Binh Duong province assigned the Traffic Construction Investment Project Management Board of Binh Duong province to preside over and coordinate with relevant agencies to complete bidding documents and submit them to competent authorities for review and approval as a basis for selecting investors and organizing investor selection in accordance with the provisions of law.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway Construction Investment Project is the North-South expressway axis of Binh Duong and Binh Phuoc provinces (radial axis cutting through Ring Road 4 and Ring Road 3, leading to Ring Road 2 of Ho Chi Minh City), connecting to the Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) expressway.
Therefore, this expressway has an important meaning and role for the socio-economic development associated with ensuring national defense and security of the Southeast and Central Highlands regions.
The project creates a driving force for development, contributing to the successful implementation of the Resolution of the 13th National Congress and the Resolution of the 11th Binh Duong Provincial Party Congress.
