Propose that leading civil servants achieve 50% KPI if subordinates do not complete tasks

The Ministry of Home Affairs proposes regulations on performance assessment (KPI) for civil servants holding leadership and management positions.

The Ministry of Home Affairs has submitted to the Government a draft Decree on assessing and classifying the quality of civil servants, which clearly states regulations on assessing the performance results (KPI) of civil servants holding leadership and management positions.

The duties of civil servants holding leadership and management positions, depending on the position held, include:

Directly assigned tasks; Tasks of directing, operating, organizing the implementation of tasks, guiding, inspecting, supervising, and resolving problems within the scope of functions and tasks related to products/work and civil servants in the assigned unit.

The results of task performance through quantity, quality and progress are determined according to the provisions in Clause 2, Article 9 or Clause 2, Article 10 of this Decree, in which:

The number of assigned products/jobs is the total number of tasks specified in Clause 1 of this Article. Each task is determined as an assigned product/job (each product/job is converted according to that product/job).

The number of completed products/work is the number of assigned products/work specified in Point a of this Clause that have been completed with quality and progress based on the specific results achieved.

In addition to the criteria on performance of tasks in Clause 2 of this Article, civil servants holding leadership and management positions are also evaluated according to the following criteria:

Performance results of the agency, organization, unit or field assigned to lead, manage and be in charge of:

In case 100% of civil servants under the authority of management and responsibility are classified as having completed their tasks or higher, the percentage score will be calculated as 100%.

In case a civil servant under management or responsibility is classified as not completing his/her tasks, the percentage score will be calculated as 50%.

Ability to organize and carry out tasks:

In case the unit completes all planned tasks on time, ensures quality, has initiatives or effective implementation solutions, it will be considered to have achieved a score of 100%.

In case there are any limitations or prolonged delays in the implementation of assigned programs and work plans during the assessment period, the score will be calculated as 50%.

Capacity to gather and unite civil servants within the scope of management:

In case the unit maintains a united working environment and effective coordination between individuals and departments, it will be considered to have achieved a score of 100%.

In case there are no complaints, petitions or recommendations regarding prolonged internal conflicts or disunity during the assessment period, the percentage score will be calculated as 50%.
