Proposal to use budget to support rice land preservation

The Ministry of Agriculture and Rural Development proposed increasing many support levels to protect and develop rice-growing land and limit conversion.

The information is stated in the draft detailed regulations on rice-growing land that the Ministry of Agriculture and Rural Development is seeking comments on before submitting to the Government for promulgation.

The draft report stated that currently, rice growers are supported by the State to continue "keeping the profession" and limit conversion. However, many localities have reported that the level of support for rice land is low and the support procedures are complicated.

Furthermore, Article 182 of the 2024 Land Law for the first time allows people to use part of the rice-growing land area to build facilities serving agricultural production. In fact, many localities have followed this direction but there are no regulations to control it. Therefore, the Ministry of Agriculture and Rural Development finds it necessary to specify details in the decree.

According to the draft decree, based on the area of ​​rice cultivation, the state budget will prioritize rice production support for localities. The support through budget allocation norms will be decided by competent authorities.

The draft proposes to increase the current support level from 1 to 2 million VND per hectare per year for land specializing in rice cultivation; from 500,000 VND to 1 million VND for remaining rice cultivation land, except for upland rice land that is spontaneously expanded without planning or plans.

In addition to the above two support levels, the Ministry proposes to provide an additional support of VND3 million per hectare per year for rice growing planning areas that need to be protected or need to limit conversion to apply modern science and technology. This is a new point compared to current regulations.

Rice growing land area is determined according to land statistics of localities announced by the Ministry of Natural Resources and Environment of the year immediately preceding the year of budget allocation.

Regarding land reclamation and improvement of rice cultivation land, the draft proposes to support 15 million VND per hectare of rice cultivation land, excluding upland rice cultivation land reclaimed from unused land; support 10 million VND per hectare of land specializing in wet rice cultivation converted from single-crop rice cultivation land or land for growing other crops. This support amount is double that of current regulations.

Regarding sources and support mechanisms, localities receiving additional balance from the central budget will receive 100% funding support. Localities that regulate revenue sharing to the central budget less than 50% will receive 50% funding support. The remaining localities use local budgets for implementation.

The draft stipulates that the provincial People's Committees manage and allocate budget support to protect and develop rice-growing land and provide guidance on implementing support for land reclamation and improvement. The Ministry of Finance is requested to balance the regular budget to support localities in rice production.

The current rice-growing area of ​​the whole country is 3.9 million hectares. At the end of 2021, the National Assembly issued a Resolution on the national land use planning for the 2021-2030 period and the national land use plan for the 2021-2025 period, including the important content of keeping more than 3.5 million hectares of rice-growing land until 2030.
