Accordingly, through surveys and consultations, the departments and branches all agreed with the proposal of the People's Committee of Nam Tra My district (in Official Dispatch No. 655/UBND-VP dated April 14, 2025) on assigning the task of managing and organizing the monthly Ngoc Linh ginseng market and the annual Ngoc Linh ginseng festival to the Quang Nam Ngoc Linh Ginseng Association. However, it is necessary to review and supplement this function and task for the Quang Nam Ngoc Linh Ginseng Association in the Association's operating charter approved in Decision No. 3190/QD-UBND dated December 27, 2024 of the People's Committee of Quang Nam province.
According to the assessment of departments and branches, the handover of the task of managing and organizing the monthly Ngoc Linh ginseng market and the annual Ngoc Linh ginseng festival to the Quang Nam Ngoc Linh Ginseng Association will face difficulties and obstacles, especially in terms of finance and funding in organizing activities. Previously, the organization of activities related to Ngoc Linh ginseng was carried out by the People's Committee of Nam Tra My district. Every year, the People's Committee of Nam Tra My district ensures the funding for implementation, the provincial budget does not allocate funds to carry out these tasks.
In accordance with the spirit of the Project on the plan to merge provincial-level administrative units, not organize district-level, merge communes and build a 2-level local government organization model, to maintain the organization of the annual Ngoc Linh Ginseng Market and Festival, the People's Committee of Nam Tra My district and related departments and agencies proposed and agreed to assign these tasks to the Quang Nam Ngoc Linh Ginseng Association. The departments and agencies proposed to assign the Quang Nam Ngoc Linh Ginseng Association to organize the above activities from the association's socialized funding and other legal sources (if any).
Regarding the above issues, the Quang Nam Ngoc Linh Ginseng Association recommends that the Department of Science and Technology consider, advise, and submit to the Provincial People's Committee to arrange a budget to partially support the association so that it has enough financial resources to operate the annual market and festival. Because the Quang Nam Ngoc Linh Ginseng Association is newly established, its resources are still weak, not enough to maintain the organization and operation of the annual Ngoc Linh Ginseng market and festival.
