Support for drug addicts

Drug addiction treatment and returning to normal life is not an easy journey. To successfully treat drug addiction, in addition to the will and determination of drug addicts, it is impossible not to mention the companionship of the family and a considerable financial resource. Understanding that, policies to support drug addiction treatment and post-treatment management have been implemented, meeting the expectations of people in the process of drug addiction treatment, wanting to give up drugs to rebuild their lives.

Many support policies are implemented

In recent years, drug addiction treatment and post-treatment management have always received attention from Party committees and authorities at all levels. Many support policies from the Government , central ministries, branches, and local authorities have created conditions for drug addicts to successfully quit, reduce and eventually no longer be a burden on their families.

Currently, the content and level of expenditure to support drug addiction treatment and post-rehabilitation management in Tay Ninh province are applied according to the Law on Drug Prevention and Control No. 73/2021/QH14, dated March 30, 2021; Decree No. 116/2021/ND-CP, dated December 21, 2021 of the Government detailing a number of articles of the Law on Drug Prevention and Control, the Law on Handling of Administrative Violations and Post-rehabilitation Management (Decree No. 116); Circular No. 62/2022/TT-BTC, dated October 22, 2022 of the Ministry of Finance regulating the management and use of funds to support drug addiction treatment and post-rehabilitation management.

In addition, two documents previously issued by the People's Council and People's Committee of Long An province are still being applied, namely Resolution No. 14/2023/NQ-HDND, dated July 12, 2023 of the People's Council of Long An province on stipulating a number of expenditure contents and expenditure levels for implementing the regime of applying compulsory drug rehabilitation measures, voluntary drug rehabilitation work at home, in the community, drug rehabilitation facilities and post-rehabilitation management in the province; Decision No. 40/2023/QD-UBND, dated August 18, 2023 of the Provincial People's Committee on implementing Resolution No. 14/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council.

Accordingly, people undergoing compulsory drug rehabilitation at drug rehabilitation facilities will be supported with all expenses for food, clothing, personal items, and health care; after drug rehabilitation, they will be supported with vocational training, job creation, and loans when needed;...

Basically, the support regime for compulsory and voluntary drug addicts at drug rehabilitation facilities is the same, implemented according to Decree No. 116. However, the support level between localities is different, depending on the situation and budget conditions of each place.

Tay Ninh province alone is paying 70% of the same amount for voluntary drug addicts at drug rehabilitation facilities, meaning that voluntary drug addicts only pay 30%; the monthly food allowance for drug addicts at rehabilitation facilities is 0.9 times the current basic salary according to Resolution No. 14/2023/NQ-HDND, dated July 12, 2023 of the Provincial People's Council - higher than the provisions of Decree No. 116, this is a more preferential policy than many other localities. On holidays and New Year's Day, drug addicts are allowed to eat no more than 3 times the normal standard; on Lunar New Year, they are allowed to eat no more than 5 times the normal standard and special treatment when sick. In addition, drug addicts are also supported with vocational training to increase their ability to get a job after rehabilitation and reduce relapse.

Students are regularly examined for health, ensuring the effectiveness of the drug addiction treatment process.

According to Lieutenant Colonel Trinh Ngoc Chau - Head of Tay Ninh Province Drug Rehabilitation Center No. 2 (Center): "Policies to support drug rehabilitation and post-rehabilitation management help to implement the drug rehabilitation process most effectively, especially in the stages of withdrawal treatment, detoxification, treatment of mental disorders and treatment of other diseases, helping students feel secure in their rehabilitation, form a healthy lifestyle, be determined to give up drugs, live a useful life, and be responsible for themselves and society. Many families also feel secure in sending their children to the voluntary rehabilitation center. Currently, among more than 1,000 students undergoing rehabilitation at the Center, there are more than 30 students undergoing voluntary rehabilitation."

Reduce costs - Increase opportunities for drug addicts to rebuild their lives

Mrs. TTR had to travel more than 50km from Duc Hue commune to the Tay Ninh Province Drug Rehabilitation Center No. 2 in Thanh Hoa commune to visit her son who was in rehab. Seeing her son getting healthier and no longer looking haggard like before, Mrs. R. was very happy. Mrs. R. said that the family's economy was not good, working for hire to make a living. Her son was the main breadwinner in the house, but he got into drugs. Since her son went to rehab, she and her grandson have been washing dishes for restaurants and for families with parties. The two of them spend frugally, save enough money, and then come back to visit.

“Even though my child is at fault, who as a mother doesn’t love their child, how can they abandon him? Coming here means my child can walk on a good path. When I learned that the State would support all the expenses, I was very happy. Because if my family had to pay for my child to get rid of his addiction, I definitely wouldn’t be able to afford it,” Mrs. R. said, choking up.

Vocational training during drug rehabilitation helps students have many career opportunities after rehabilitation.

In another case, Mr. HVB, who came from Thanh Phuoc commune to visit his son, was reassured when he saw that his son was much more cheerful and active. Mr. B. confided: “My son was sent to the facility a few months ago, and the State supported 100% of the cost of drug addiction treatment. He no longer uses drugs, which saves the family a lot of money. Now, I just hope that after my son finishes drug addiction treatment, he will go out, work hard, and take care of his own life, and that will be good enough.”

In addition to family and relatives, the students who are being treated at drug rehabilitation facilities clearly see the opportunity to rebuild their lives given by the State when supporting drug rehabilitation and post-rehabilitation. PVT (28 years old), living in My Quy commune, has been following the decision to apply compulsory drug rehabilitation measures for 19 months, confided: “Coming here, my family does not have to spend any money. From drugs to food and accommodation, everything is supported by the State. Not only that, students like us can also participate in cultural activities, play sports, have opportunities to learn a trade, and have a clean and beautiful campus. The staff at the facility helps us clearly see our mistakes. I am determined that after rehabilitation, I will strive to be a good person, a useful person for my family and society.”

Mr. PTH, from Chau Thanh district, is one of the voluntary drug rehabilitation students at Drug Rehabilitation Center No. 2. He said that he started using drugs because of his friends' persuasion. After a while, he realized that his family was suffering because of him and his health was greatly affected, so he decided to register at the Drug Rehabilitation Center with the determination to give up drugs and start his life over.

“I am a voluntary drug addict so I am supported with 70% of the cost, which also lightens the burden on my family. Thanks to the care of the staff at the facility, the drug addiction treatment is very effective. I am very happy because I only have a few days left to complete the 6-month drug addiction treatment period and return to my family.” Mr. H. also shared his plan to borrow capital to open a fast food stall where he lives after returning.

Tay Ninh province has 2,420 drug addicts under management. Of these, 1,668 are undergoing rehabilitation at rehabilitation facilities in the province, 732 are undergoing rehabilitation in the community, and 20 are in detention centers or temporary detention camps. Since the beginning of the year, 677 people have been recorded and sent to compulsory rehabilitation. Therefore, in addition to implementing well the policies on drug rehabilitation support and post-rehabilitation management, the province also focuses on repairing and constructing a number of items at rehabilitation facilities in the province to create an increasingly better living and training environment for people undergoing drug rehabilitation./.
