The National Assembly's supervisory delegation worked with the People's Committee of Tay Ninh province on the implementation of policies and laws on environmental protection.

On the morning of August 6, the Supervisory Delegation of the 15th National Assembly worked with the People's Committee of Tay Ninh province on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect.

Member of the Party Central Committee, Chairman of the Committee for Science, Technology and Environment Le Quang Huy chaired the meeting. Also attending and chairing were: Vice Chairman of the Committee for Science, Technology and Environment Ta Dinh Thi - Head of the Working Group of the Supervisory Delegation; Deputy Minister of Agriculture and Environment Tran Thanh Nam; Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the People's Committee of Tay Ninh province Nguyen Minh Lam.

Reporting to the Monitoring Delegation, Director of the Department of Agriculture and Environment of Tay Ninh province Vo Minh Thanh said that since the Law on Environmental Protection 2020 took effect, environmental management work in the province has had many positive changes.

The province appraised and approved environmental impact assessment reports for 166 projects, granted environmental licenses to 1,076 projects, ensuring proper procedures, with no late records. 100% of industrial parks and export processing zones in operation have centralized wastewater treatment systems that meet environmental standards, of which 31/34 industrial parks have installed automatic wastewater monitoring systems and transmitted data to the Department for monitoring.

The province also installed 9 automatic surface water monitoring stations and 5 automatic air monitoring stations, and conducted periodic monitoring at 118 surface water locations and 104 air locations in the area. Monitoring results showed that most locations met environmental standards.

However, there are still many difficulties and challenges. Specifically, the construction of prices applicable to investors, facilities for collecting, transporting and treating domestic solid waste; prices for agencies, organizations, production, business and service establishments, concentrated production, business and service areas, industrial clusters, households and individuals is still slow to implement because the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) issued Circular No. 36/2024/TT-BTNMT, dated December 20, 2024 on promulgating technical and economic norms for collecting, transporting and treating domestic solid waste (effective from February 6, 2025). So the construction progress is difficult and slow.

From the implementation practice, Director of the Department of Agriculture and Environment of Tay Ninh province Vo Minh Thanh recommended the need to continue perfecting the legal framework on environmental protection in a synchronous, unified and suitable direction with the market mechanism, meeting the requirements of sustainable development and international integration.

Accordingly, it is necessary to review, adjust and supplement current legal regulations to overcome overlapping, lack of specificity and unclear content of regulations, thereby creating a clear legal basis to effectively handle violations and improve the effectiveness and efficiency of environmental management in practice.

Member of the Provincial Party Standing Committee, Vice Chairman of the Tay Ninh Provincial People's Committee Nguyen Minh Lam emphasized that environmental protection is always the top priority in the province's development.

Reporting to the Supervisory Delegation on solutions to improve the effectiveness of environmental protection work and improve the implementation results of the Environmental Protection Assessment Index in 2025 after the province's merger, Member of the Provincial Party Standing Committee, Vice Chairman of the Tay Ninh Provincial People's Committee Nguyen Minh Lam emphasized that environmental protection is always a top priority in the province's development.

Accordingly, Tay Ninh has planned economic zoning in line with environmental protection requirements; no industrial zones and clusters have been planned along the Vam Co Dong and Vam Co Tay rivers to limit the risk of pollution. The province also aims to develop a green and circular economy, especially in industrial zones through the application of green technology and promoting digital transformation.

Concluding the meeting, Chairman of the Committee for Science, Technology and Environment Le Quang Huy highly appreciated the results achieved by Tay Ninh province in environmental protection. He requested the province to continue reviewing, updating and fully implementing environmental regulations, mechanisms and policies; decentralizing and delegating powers clearly and in accordance with reality.

At the same time, it is necessary to improve the policy on waste treatment service prices, promote social investment in waste treatment plants, thoroughly handle pollution and unsanitary landfills. The province also needs to strengthen inspection, examination, data sharing, simplify administrative procedures at the grassroots level; develop a plan to manage air quality and greenhouse gas emissions./.
