Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management - Ministry of Education and Training , said that some new points in the organization of the 2026 high school graduation exam include adjusting regulations and exam organization procedures to ensure suitability in the context of reorganizing provincial administrative units such as: exam registration files are only kept at high schools; integrating exam notices and exam cards into one type of exam notice and issued by the high school where the candidate submits the exam registration files; integrating temporary graduation certificates and exam result certificates into exam result certificates and issued by the high school where the candidate submits the exam registration files.
The 2026 high school graduation exam is scheduled for June 11-12, 2 weeks earlier than in 2025. The review scoring process will be adjusted to increase efficiency and quality. Accordingly, it is stipulated that all exams with changed scores during the review process must be discussed. The Ministry of Education and Training is developing a project to organize the high school graduation exam on computers.
Accordingly, in April - May 2026, the Ministry will organize a trial of computer-based exam questions with a scale of about 100,000 candidates. In June 2027, the high school graduation exam will be organized on computers at qualified locations and the high school graduation exam will be organized on paper at other locations.
Prepare risk management solutions

Mr. Vinh Bao Ngoc, Deputy Head of the Organization and Inspection Department, Hanoi National University, said that it is necessary to deploy and soon have a plan to assign and train focal units assigned tasks associated with the new examination method.
Mr. Ngoc noted the contents of inspection and examination of exam preparation, exam preparation, exam score data; exam invigilation; after the exam; inspection and examination of exam organization at exam sites.
In addition, it is necessary to review and soon issue a handbook for inspectors to perform inspection and examination procedures according to the computer-based examination regulations as well as detailed instructions for inspectors and examiners at the examination sites.
From the experience of implementing inspections and examinations of the Hanoi National University's competency assessment exams over the years, Mr. Ngoc said that the Ministry of Education and Training needs to review the technical infrastructure conditions at the exam sites to meet the conditions for implementing computer-based exams. He also emphasized that the work of ensuring security, confidentiality, and preventing cheating of the exam needs to be focused on and strengthened.
One problem that paper-based exams do not have is complaints from candidates when taking the exam on a computer. Therefore, the management level needs to prepare for this process and the post-testing work of the exam.
In addition, unexpected situations that may occur with computer-based exams also need to be anticipated and resolved. For example, the first year of the competency assessment exam, a transformer explosion occurred, causing a power outage and candidates complained. In the following years, Hanoi National University had experience in handling the situation.
Representatives of some universities said that the Ministry of Education and Training should soon develop a detailed roadmap, including: Investing in infrastructure (computers, stable internet); training technical human resources and setting up backup plans for incidents such as power outages and software errors. In particular, there should be a priority plan for mountainous provinces where technology infrastructure is limited.
Teacher Bui Thai Hoc, Le Hong Phong High School ( Ninh Binh ), shared that when implementing high school graduation exams on computers on a large scale, ensuring the power grid needs to be carefully considered by the Ministry of Education and Training and local leaders.
Currently, the Ministry requires each testing site to have a backup power source (generator) to ensure that surveillance cameras in the test room and exam paper storage room operate continuously 24/7 during the entire exam period.
But if the exam is on a computer, the backup power source must ensure that the entire computer running the exam runs smoothly. How to provide power in time without affecting the exam results and ensuring the rights of the candidates must also be carefully calculated and planned. Because the practice exam can be retaken, the real exam cannot be retaken.
Security and fraud risks
A teacher in Hanoi is concerned about the potential risks of security and cheating when taking exams on computers. With the development of technology, cheating methods are becoming more and more sophisticated: from tiny headphones, screen simulation software, to artificial intelligence (AI) that supports real-time test taking, and even targeted cyber attacks.
Thus, to successfully run computer-based exams, digital skills must be standardized from junior high school and infrastructure must be invested in equally. A common misconception is that just having enough computers and software is enough to organize online exams.
In fact, the equipment is just the initial condition. The success of a digital exam depends on the ability to operate the system, handle problems quickly, ensure stable transmission, control data and especially carefully prepare human resources.
It is noted that Vietnamese students are not unfamiliar with the computer-based exam format. Special exams such as the thinking assessment test, the capacity assessment test of Hanoi National University, the specialized assessment test of Ho Chi Minh City University of Education are all organized on computers. Or international foreign language certificate exams, computer certificate exams, etc., candidates all take the test on computers.
But organizing an exam at the same time with up to a million students and taking place in all regions across the country requires a preparation strategy and thorough risk handling plans.
