High school graduation exam 2027: Some places will be on paper, some will be on computer

The 2026 exam will remain the same as in 2025 and is expected to have some adjustments to ensure compliance with the two-level local government management model, while continuing to apply information technology in the exam organization stages. The adjustments are expected to not affect candidates.

Specifically, amend regulations related to inspection and examination during the Exam to ensure compliance with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.

Adjust some regulations and procedures for organizing exams to ensure more suitability and convenience for units in the context of restructuring provincial administrative units. Reduce the time for receiving appeal applications to announce the appeal results sooner and facilitate the enrollment work of higher education and vocational training institutions. Adjust the appeal marking process to increase efficiency and quality.

Regarding the roadmap for piloting the organization of the High School Graduation Exam on computers, according to Mr. Huynh Van Chuong, the Ministry of Education and Training is and will focus on implementing: developing a project for computer-based exams; developing a system of legal documents; training and improving the capacity of the examination and test-making team nationwide; building a standardized and sufficient number of exam question banks; preparing infrastructure and software systems for the exam; testing, piloting and localities meeting the conditions for computer-based exams; security and safety at all stages; communication.

Expected: in April-May 2026, computer-based exam questions will be tested on a scale of about 100,000 candidates. This test is part of the process of building a question bank and serving the preparation for large-scale computer-based exams; in July 2026, the Ministry of Education and Training will submit to the Government for consideration and promulgation of a Project on organizing high school graduation exams on computers.

It is expected that in October-December 2026, the Ministry of Education and Training will issue procedures and regulations for computer-based exams. Localities will arrange a number of locations to pilot computer-based exams in 2027 and prepare to invest in facilities.

February-May 2027, organize testing of exam questions at locations planned to hold computer-based exams and organize large-scale testing of exam questions according to the question bank building process.

In June 2027, organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.

Soon issue regulations and plan to organize the 2026 High School Graduation Exam

Specifically analyzing whether the 2025 Exam has met the requirements, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong mentioned the compactness, savings, cost reduction, pressure reduction, and expense reduction when reducing the number of exam subjects and exam sessions, reducing graduation weights and focusing on regular assessment, exam content with high differentiation, with sufficient basis and reliability for university and college admissions.

The Deputy Minister also highly appreciated the care and support of the whole society for the candidates participating in the Exam so that no candidate could not attend the Exam due to difficult circumstances or travel conditions. In the first year of implementing the Exam under the 2+2 plan, candidates were able to choose subjects according to their strengths and abilities, and the conditions for taking the exam were met to the maximum. "The difficulties are given to teachers, but the advantages are given to students," said the Deputy Minister.

The Deputy Minister assigned the Department of Quality Management (Ministry of Education and Training) to preside over the revision and supplementation of the regulations and soon announce them. At the same time, continue to improve and upgrade the software system to better serve the Exam, continue to add questions to the exam bank, continue to strengthen the test-making team and soon issue a plan to organize the Exam.

For higher education institutions, the Deputy Minister suggested continuing close coordination in arranging personnel to do the exam inspection work, and actively coordinating with the Ministry of Education and Training in the process of completing the plan to organize the high school graduation exam on computers in the coming period.
