Investors are required to coordinate with the Quang Nam State Treasury to obtain a list of contractors who both owe overdue advance payment of investment capital for projects and have payment volume for other projects in the province, thereby working specifically with contractors to agree on a deduction plan (shown in minutes).
In case the investor or contractor does not cooperate in deducting overdue advance payment of investment capital when making payment for completed volume, they must report to the Provincial People's Committee (through the Department of Finance) for direction on implementation.
The Provincial People's Committee requests to process and recover all overdue advances before November 15, 2024; after November 15, 2024, if units and localities have not processed and recovered all overdue advances, the heads of units and localities shall be responsible for specifically assessing the causes of each overdue advance, clarifying the responsibilities of relevant collectives and individuals for the failure to recover the above overdue advance capital and proposing solutions: filing a lawsuit, transferring to the inspection agency, police according to current regulations; sending a report on the recovery of overdue investment capital to the Department of Finance before November 25, 2024 for the Department of Finance to synthesize and report to the Provincial People's Committee for direction on handling. Do not let new overdue advance debts arise; assign specific tasks to individuals and collectives to closely monitor the advance of public investment capital, recovery of advance capital, and the deadline for recovery of advance capital to ensure compliance with regulations. Investors include this criterion in emulation, rewards, and year-end evaluations of individuals involved in the management of public investment capital advances.
