Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh is the First Vice Chairman of the Council; Director of the Ho Chi Minh City Department of Home Affairs Pham Thi Thanh Hien is the Standing Vice Chairman of the Council; Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Phuoc Loc is the Vice Chairman of the Council. In addition, the Council also has members who are leaders of the city's departments, branches and sectors.

The Council is responsible for advising and consulting the City Party Committee, the People's Committee of Ho Chi Minh City, and the Chairman of the People's Committee of Ho Chi Minh City on emulation and reward work in Ho Chi Minh City and performing tasks and powers according to the Council's operating regulations.

The Council operates on the principle of democratic centralism and majority voting. Council members are representatives of agencies and organizations participating as representatives of an organization, and are allowed to use the apparatus of their agency to perform tasks according to the Council's operating regulations.

The Emulation and Rewards Committee under the Department of Home Affairs is the Standing Body of the Council responsible for advising the Director of the Department of Home Affairs on contents to advise the Chairman of the Ho Chi Minh City People's Committee to launch emulation movements within its authority; periodically evaluate the results of emulation movements and rewards; advise on the preliminary and final review of emulation and rewards; recommend and propose policies and measures to promote patriotic emulation movements in each year and each period; organize emulation in accordance with the provisions of law on emulation and rewards.

At the same time, advise the Chairman of the Ho Chi Minh City People's Committee to inspect emulation movements and implement policies and laws on emulation and rewards; advise and consult the Chairman of the Ho Chi Minh City People's Committee to decide on awarding emulation titles and forms of rewards within its authority or submit to competent authorities for rewards.
