The project to prevent drought, erosion, flooding, and adapt to climate change in Ninh Thuan province has a total investment of VND945,279 billion; of which, the AFD loan to implement the construction component is VND688,933 billion, the province's counterpart capital is VND213,120 billion and the non-construction component, with a budget of VND43,226 billion, is used from non-refundable aid capital.

The project is implemented in the districts of Ninh Son, Ninh Phuoc, Thuan Nam, with the goal of contributing to the development of management and effective use of water resources, increasing resilience to the impacts of climate change, especially during drought periods, ensuring irrigation water for more than 4,300 hectares of agricultural land; at the same time, providing water for people's lives, industrial activities, and tourism in the southern region of the province. The project implementation period is from 2024 to 2027.
Speaking at the meeting, Mr. Hervé Conan, Director of AFD Vietnam, highly appreciated the province's initiative in implementing the project's steps in the past time. On the side of AFD's Board of Directors, they have approved the funding for the project and will maintain the agreed financial terms and preferential loans; however, AFD has not yet received an official funding request from the relevant ministries and branches. Therefore, it is recommended that the province urgently implement the necessary measures of the project to serve as a basis for signing a funding agreement between the two parties as soon as possible.
The Chairman of the Provincial People's Committee thanked and appreciated Mr. Hervé Conan's attention and support for the project implemented in the province. Based on AFD's recommendations, the province will continue to closely follow up, send comments to central ministries and branches, ensure full conditions for loans as well as mobilize all resources to balance and arrange sufficient counterpart funds according to regulations. At the same time, develop a specific schedule for steps to complete the investment proposal dossier, design dossier, construction bidding dossier, environmental impact assessment... He hopes that AFD experts will always accompany and regularly exchange work with the Project Management Board, agree on implementation plans so that the project can be implemented soon.
