Rural and agricultural tourism has not received much investment and exploitation.

Located in the center of Sin Thau commune, Muong Nhe district, surrounded by mountains and hills on all sides, Ta Ko Khu village has 108 households, nearly 520 people, 99% of whom are Ha Nhi La Mi ethnic people. The Ha Nhi people still retain many unique traditional cultural features of their ethnic group, which are expressed in their daily lives, so the local government has planned to develop community tourism . Tourism activities in the village have received attention from the local government, and are planning to develop in the coming time with a survey and an expectation that 5 households will do homestay in the village; build a 20-person art troupe with professional and methodical traditional dances. The local government has planned to take village members to visit the community tourism model... Currently in Sin Thau commune, there is one family that has the need and ability to provide accommodation services with a stilt house with 9 rooms, accommodating 20 guests or less.

However, to be able to operate and develop into a stopover, a community cultural tourism site needs more time to complete, build and add more factors in terms of both human and material resources. The big problem in Ta Ko Khu is that the management of the environmental landscape needs to be paid closer attention. First of all, there needs to be a garbage collection point, clean the internal roads, avoid dumping garbage into the stream...

Manh Danh village is located in the southwest of Ang Cang commune, with a quite favorable location, only 4km from the commune center and 6km from the center of Muong Ang district. The village is located right next to Ang Cang lake, with 100% of Thai people living there, with unique cultural features, its own characteristics, the traditional cultural values of the nation are always preserved and promoted such as: Traditional stilt houses, brocade weaving, weaving, antithetical singing, love singing, village and Muong worshiping ceremonies... Besides, the village is located at an altitude of more than 600m above sea level, blessed with a cool climate. The system of vegetation and landscape of the village is still pristine, diverse, and rich with a large area, with many underground streams flowing, creating cool streams, winding around the mountains. About 100m from the village, there is Pa Lieng waterfall with water flowing all year round, the water source is clean and cool. This is a highlight to attract tourists to visit, experience and explore the unique features of the village. However, although there is natural potential, it has not been invested in, so the exploitation for tourism development is still limited. Through the actual survey, the traffic system from the district center to the village has not been upgraded; the village cultural house that is about to be invested has not met the service requirements, the system of village and inter-village roads has not been completely hardened, causing difficulties in traveling. Some households that are able to serve guests still lack the necessary equipment: Blankets, sheets, pillows, mattresses, wifi network, auxiliary works....

Another example is in Tenh Phong village, Tuan Giao district. Located at an altitude of 1,200m - 1,800m above sea level, Tenh Phong has a cool climate all year round, with an average annual temperature of 160C. This place is endowed by nature with many majestic and pristine landscapes, many mountains, forests, beautiful waterfalls, and a panoramic view of the surrounding area. Along with suitable climate and soil, many precious medicinal herbs are also distributed and grown here such as Ngoc Linh ginseng and lingzhi. The area for growing medicinal herbs is constantly expanding, Tenh Phong commune has identified this as a crop that is expected to open up a new direction to help local people develop the economy and get rich in their homeland. Currently, Tenh Phong's tourism products are only at the potential level. The medicinal plant growing area and the cool climate, wild and majestic natural landscape will become an attractive tourist destination if properly invested and exploited. At present, the equipment and facilities to serve tourists are almost non-existent. Services such as accommodation, food service, tour guides, and entertainment are not yet developed. Currently, there are only 2-3 households that can serve food to tourists in need with very modest numbers...

In the period of 2021 - 2025 and the longer term, our province also determined to implement the content of rural tourism development associated with promoting the potential and advantages of agriculture, craft villages, culture and ecological environment, contributing to improving the quality of material and spiritual life of the people, contributing to shifting the rural economic structure towards multi-value integration, inclusiveness and sustainable development. To achieve that goal, up to now, the Department of Agriculture and Rural Development has coordinated with departments, branches and localities to advise on the development of a draft Plan to implement the Rural Tourism Development Program in the construction of new rural areas in Dien Bien province for the period of 2021 - 2025 and submit it to the Provincial People's Committee for promulgation; At the same time, it is completing and advising the Provincial People's Committee to issue specific and detailed plans for the implementation of topics in the National Target Program on New Rural Development in Dien Bien province for the period 2021 - 2025. However, the development of policies and mechanisms to attract investment in tourism development and tourism product development, including agricultural tourism in the province, has not been implemented. Dien Bien has not yet attracted large investors in the tourism sector. Meanwhile, most of the tourism-related plans and projects have not been implemented due to many difficulties and problems... Therefore, in order for agricultural and rural tourism in our province to develop, it is very necessary to pay attention and invest in both resources, intelligence and enthusiasm to effectively exploit the available potentials and advantages.
