Nearly 300 delegates will attend the first Congress of Party Committees of Central Party Agencies.

Ms. Nguyen Thi Hoang Van, Deputy Secretary of the Party Committee of the Central Party agencies, Head of the Congress Propaganda Committee; Mr. Vu Duc Tu - Member of the Executive Committee of the Party Committee of the Central Party agencies, Deputy Head of the Standing Committee of the Propaganda and Mass Mobilization Committee of the Party Committee of the Central Party agencies, Deputy Head of the Standing Subcommittee of the Congress Propaganda Committee, chaired the press conference.

Regarding the preparations for the Congress, Mr. Vu Duc Tu said: The Congress will be solemnly held in Hanoi from the afternoon of September 23 to September 24, 2025 with 299 delegates summoned and the participation of about 100 guests. The Congress determined the theme as: "Continuing to strongly innovate thinking and action, improving strategic advisory work; building a clean and strong Party organization; excellently completing the set goals and tasks". The motto of the Congress is: "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development".

Building Congress documents is a key task; digital transformation is one of three breakthroughs.

Answering reporters' questions about new points in the documents and presentations at the Congress, Mr. Nguyen Dang Tien, Deputy Chief of the Standing Office of the Party Committee of the Central Party agencies, said that the work of drafting the Congress documents was identified by the Executive Committee as the most important and central task. The Standing Committee, the Executive Committee, and the Party Committee Secretary have led and directed the focus on drafting the documents; requested the Standing Committee members working in the affiliated Party Committees to draft and clearly evaluate the results of the implementation of tasks in the past term, the outstanding and important points that need to be focused on in the coming term. The Standing Committee members have sent reports to the Document Subcommittee to edit and synthesize in the draft Political Report. The draft has been consulted and received many times.

Fully absorbing comments and contributions, reporting to the Standing Committee, the Executive Committee, and the Document Subcommittee to complete the draft documents of the Congress, unanimously evaluating and affirming that after a period of operation, the decision to establish Party Committees of Central Party agencies is a correct and timely strategic decision of the Party on arranging and streamlining the organization and apparatus of the political system, operating effectively and efficiently to meet the requirements and tasks in the new period.

Mr. Nguyen Dang Tien shared that from March 2025 to now, all meetings of the Standing Committee, the Party Executive Committee of the Central Party agencies... have used the "paperless meeting room" application. Implementing Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and the policy of the Standing Committee, the Party Executive Committee of the Central Party agencies, the direction of the Party Secretary, the application of information technology is applied from the work of drafting documents to ensuring security and safety for the Congress, minimizing the use of paper. The draft Political Report also clearly stated the target on digital transformation and emphasized that digital transformation is one of the three breakthroughs in the coming term of the Party Committee of the Central Party agencies.

At the Congress taking place on September 23, the Party Committee of the Central Party agencies will coordinate with the Central Party Office and the Ministry of Public Security to apply information technology and digital transformation. Specifically, there are two main groups of content: The Party Committee will coordinate with the Ministry of Public Security to implement "Face ID" facial recognition for all delegates and other participants of the Congress. The second group is to use the "paperless meeting room" application installed on the tablets of delegates and guests; draft documents and materials will be put on tablets for delegates to view and study.

At the press conference, Mr. Vu Duc Tu said that the draft Political Report submitted to the Congress comprehensively reflects the results of the implementation of the Resolution for the 2020-2025 term in all aspects of Party building and leadership, coordination in implementing political tasks; lessons learned and determining directions, tasks, solutions, developing targets, identifying 5 key tasks and 3 breakthroughs in the coming term. The general goal is to build a clean and strong Party organization that is exemplary, commensurate with the important position and role of the strategic advisory bodies of the Party, the State, the Central agencies on theoretical research, cadre training, propaganda, press, publishing, the supreme judiciary and the Office of the President.

With the spirit of ensuring feasibility, specificity, and clearly defining the roadmap, people, and work, the Congress will discuss and contribute opinions to the draft Action Program of the Party Committee for the 2025-2030 term, which is built on the basis of the draft Resolution of the Party Congress and the draft Action Program to be submitted to the 14th National Congress of the Party.

The contribution to the draft documents of the 14th National Party Congress has been seriously and responsibly implemented throughout the Party through synthesizing comments from subordinate Party Committees and discussions and discussions of cadres, Party members, union members and youth. This is also a focus of discussion at the Congress.

The Congress will carry out two contents: Summarizing the implementation of the Resolution for the 2020-2025 term; determining directions, goals, tasks, and solutions for the 2025-2030 term; Discussing and contributing to the draft documents of the 14th National Congress of the Party.

The Congress will take place in 3 sessions (preparatory session on the afternoon of September 23 and morning and afternoon session on September 24) and will reserve adequate and reasonable time for all speeches by representatives of 14 Party Committees under the Party Committees of Central Party agencies.

Towards the first Congress of the Party Committees of the Central Party Agencies, many exciting activities and emulation movements have been organized throughout the Party Committee.
