According to data from VETC Automatic Toll Collection Company Limited, by early September 2025, nearly 1.8 million traffic accounts had completed the conversion. In August alone, the number of bank links via VETC wallets increased 5 times compared to the previous month. However, this number only accounts for a portion of the total number of cars in circulation nationwide, showing that the time pressure is still great.

In addition to VETC, Vietnam Digital Traffic Joint Stock Company (ePass) is also providing electronic traffic account services. As of the end of August 2025, the ePass system recorded more than 1.2 million identified and linked payment accounts. Thus, both providers have only reached about 3 million accounts, much lower than the total number of vehicles registered to use ETC nationwide.
Decree 119/2024/ND-CP stipulates that after October 1, only valid traffic accounts are allowed to top up to use the non-stop toll collection service. The identified account does not contain money but only stores personal and vehicle information; payment is made through a linked e-wallet. This is an important step in the roadmap to build a national digital traffic infrastructure.

During the implementation process, many drivers said they were still confused when performing identification operations, especially for the elderly or in areas with few support points. Some opinions also expressed concerns about personal data security, when all traffic information is digitized.
VETC representative said that users can withdraw the remaining balance to their wallet or continue using it for subsequent transactions. All data is recorded transparently and can be looked up at any time.
The company affirmed that the system strictly complies with the Law on Cyber Security and the Law on Personal Data Protection 2025, and has been licensed by the State Bank to operate as a payment intermediary. VETC also believes that the current technology platform is capable of expanding its scale and integrating more types of digital traffic services in the near future.
To support people in completing the transition to identity accounts soon, service providers have expanded their support networks at toll stations, inspection centers, car showrooms and many other service points. In addition, 24/7 call centers, instructional videos and online consultation forms have also been deployed for people to easily access.
Businesses also said that if the conversion is not completed on time, congestion at toll stations could occur as early as October, when travel demand increases at the end of the year. On the contrary, timely conversion will contribute to the formation of a smart, transparent and modern transportation system, similar to the successful model in Singapore and South Korea.
