Urgent road maintenance and repair

On many national and provincial highways in the eastern part of the province, road repair work is being carried out urgently. The goal of the investor and contractor is to complete the removal of traffic accident "black spots" and maintain and repair the road surface before the rainy season.

On National Highway 19C, passing through Van Hoa commune, there are sections with damaged road surfaces, affecting people's travel. The contractor has brought in asphalt recycling machines. This technology allows scraping and recycling of damaged asphalt concrete and a part of the crushed stone aggregate layer, then mixing with cement, additives... to create a new layer of pavement, without the need for heating at the mixing station; helping to utilize old materials, reduce costs, construction time and minimize environmental impact.

Mr. Le Huu Nhat, construction supervision consultant of Quang Minh Consulting Joint Stock Company, said: "We organized two construction teams for the roadbed with a total length of about 3.8 km. The weather was hot and the construction was very difficult, but everyone was aware that this was an urgent project that directly affected traffic safety during the rainy season, so they were ready to work overtime when necessary. The goal is to complete the entire project in August."

Construction of drainage ditches on section DT 643.

That is also the determination of the construction unit of the drainage system along DT 643. With prefabricated components, workers were organized to work in many groups to complete the entire package before this year's rainy season.

According to the Road Maintenance Management Board (Department of Construction), in the Eastern region, the unit is assigned to manage 5 national highways (25, 29, 19C, 1 and 1D), with a total length of about 306 km; 12 provincial roads (DT 641, DT 642, DT 643, DT 644, DT 645, DT 646, DT 647, DT 649, DT 650, sub-projects 2, 3, Vung Ro port route to National Highway 29, Dinh Ong bridge route), with a total length of 234.53 km. The 2025 maintenance plan was implemented from May with a series of periodic and unscheduled repair projects. Currently, there are 6 projects being implemented on national highways; 4 projects on provincial roads are entering the stage of completing the road surface, painting, and installing signs. Previously, the unit had completed repairs to severely damaged sections on National Highways 29 and 25.

Mr. Do Tan Dinh, Deputy Head of Maintenance Management Department (Road Maintenance Management Board), said: "If the packages are not completed before August 31, when heavy rain continues, construction will be delayed, construction quality will decrease and traffic safety risks will increase. We have asked contractors to mobilize maximum human resources and machinery, and work in 3 shifts continuously at key locations to achieve and exceed the set schedule."

In parallel with the road maintenance and repair work, the Road Maintenance Management Board has been handling the "black spot" of traffic accidents on National Highway 19C through Van Hoa commune. This is one of the "black spots" of serious traffic accidents in the province due to sharp curves, limited visibility, and severely degraded road surface. To overcome this, the investor has widened the curve, created a positive slope to create visibility, built a refuge road, tire walls, and a traffic safety system.

The construction unit built a refuge road and widened the curve to help eliminate black spots for traffic accidents on National Highway 19C.

Mr. Le Trung Truong, a technical officer of Phu Yen Road Construction and Management Joint Stock Company, said: “When receiving the site, we immediately mobilized machinery and more than 30 workers to construct. During the process of constructing the evacuation road, the project encountered difficulties due to rocks, so drilling and chiseling had to be carried out. Besides, this is a national highway with many vehicles passing by, and the bends are quite dangerous. The contractor must both construct and regulate vehicles, ensuring traffic safety. Completing early and with good quality is our goal.”

The work to remove traffic accident "black spots" has been well received by the public. Mr. Nguyen Van Hanh, a truck driver, said: "Every rainy season, this section is often slippery and visibility is obstructed, so many trucks carrying agricultural products overturn or collide. Seeing the section being renovated, we drivers are very happy."

In addition to the above-mentioned "black spot", the Road Maintenance Management Board is preparing to remove a "black spot" and a potential traffic accident spot on National Highway 25. In addition to regular repairs, the Road Maintenance Management Board has also prepared a contingency plan in case of landslides, flooding or unusual damage. Mobile repair teams will be mobilized to ensure traffic on the routes.
