Receiving opinions and recommendations from voters sent to the 11th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters of Dong Thinh and Dong Khe communes (Dong Son) proposed to consider and arrange traffic lights between National Highway 47 and BT road and Provincial Road 517 and BT road, because these two points often have traffic accidents; voters of Dong Khe commune proposed that the province direct the Department of Transport to find a solution to repair Dong Anh bridge on the old National Highway 47, which currently has many potential risks of traffic insecurity in this area. According to the settlement results, regarding the arrangement of traffic lights: These two traffic points have been arranged with traffic lights according to regulations. Propose that Thanh Hoa City People's Committee conduct traffic safety inspection according to regulations, to have solutions and plans to organize traffic at the intersection appropriately, ensuring traffic safety. There is a solution to build a service road outside the road safety corridor of Provincial Road 517 to share the connection point to Provincial Road 517 at Km0+900. Regarding the repair of Dong Anh Bridge on the old National Highway 47: Currently, the old National Highway 47 section (from Km26+700-Km27+500) through Dong Anh Commune (Dong Son) has been converted into a local road and handed over to the Dong Son District People's Committee for management and operation since October 1, 2018. Therefore, the Provincial People's Committee will direct the Dong Son District People's Committee to invest in project construction according to regulations.
Voters of Dong Son district proposed to reissue and exchange the reward objects for people with revolutionary contributions in Dong Hoa commune in particular and Dong Son district in general. Specifically, in 2018, Dong Hoa commune had 13 objects that requested to be reissued and exchanged, but so far only one object has been issued, which is very slow. The province is requested to pay attention to reissue and exchange the above objects soon. According to the settlement results, the Provincial People's Committee will continue to direct the Department of Home Affairs and related units to strengthen the connection with the Central agencies to reissue and exchange reward objects for objects in the province in general and Dong Hoa commune (Dong Son) in particular.
Voters of Trieu Son district requested provincial authorities to install traffic lights at intersections of Tho Xuan Airport road to Nghi Son Economic Zone, intersections through Van Son, Hop Thanh, and Hop Ly communes where accidents often occur. Install additional signs and speed bumps at intersections with National Highway 47 and schools and densely populated relic sites in An Nong commune. According to the results of the settlement, regarding the installation of traffic lights at intersections of Tho Xuan Airport road to Nghi Son Economic Zone: On the route, at intersections with provincial roads, district roads, and residential roads, a full road signaling system has been installed according to National Technical Regulation QCVN 41:2019/BGTVT. To ensure traffic safety at intersections, the Provincial People's Committee will direct the Trieu Son District People's Committee to strengthen propaganda, dissemination of laws, and raise people's awareness when participating in traffic on the route. Regarding the installation of additional signs and speed bumps at intersections with National Highway 47 and schools and relic sites, densely populated areas in An Nong commune: Currently, the route management unit, Thanh Hoa Road Management and Construction Joint Stock Company I, has installed an additional group of signs (2 signs) indicating directions (left, right) to the Quan Hau Pagoda relic site at Km15+700/QL.47C according to the content and request of the People's Committee of An Nong commune.
Tho Xuan district voters proposed that the province survey and adjust the section of Provincial Road 518C from the old Nha bridge to Phuc Dia Church (Quang Phu commune, Tho Xuan district) with a length of about 1 km, with up to 7 curves that are very dangerous for people and vehicles participating in traffic: The Department of Transport has reviewed and added traffic signs at the above locations; for the proposal to adjust Provincial Road 518C. The Provincial People's Committee will direct the Department of Transport to coordinate with relevant units to advise and report to the Provincial People's Committee to invest in upgrading the road when there are conditions in terms of capital.
Tho Xuan district voters continue to petition the province to consider liquidating Project 327 rubber plantation (Quang Phu commune, Tho Xuan district) because the trees are old, the rains and storms cause a lot of trees to fall, the latex purchase price is too low, and the economic efficiency is not high: The Provincial People's Committee has responded in Report No. 216/BC-UBND dated September 29, 2023. According to the report of the Department of Agriculture and Rural Development, it has not been completed yet.
Tho Xuan district voters proposed the Provincial People's Committee to support funding for the construction of an urgent project on natural disaster prevention and control: Construction of the Xon drainage pumping station (K19+940) on the right dike of Cau Chay, Truong Xuan commune (Tho Xuan). According to the settlement results, the Provincial People's Committee has allocated funding for the project in Decision No. 3072/UBND-NN dated August 30, 2023 on approving the allocation and use of increased revenue and savings from the provincial budget in 2022 transferred to 2023 (phase 2).
Voters of Yen Dinh district requested the province to pay attention to investing funds to renovate and upgrade 2 provincial roads: Provincial road 516C from Dinh Hoa commune to Dinh Thanh and Dinh Cong communes and Provincial road 516 D from Dinh Tan to Dinh Tien commune. According to the settlement results, for Provincial road 516C: In 2023 and 2024, the Department of Transport repaired the sections. For Provincial road 516D: In 2019 and 2020, the Department of Transport repaired and renovated the sections.
Voters of Thieu Hoa district requested the Provincial People's Committee to soon invest in upgrading and expanding Provincial Road 502 from National Highway 45, Thieu Hoa town - Thanh Hoa city. Many sections have been degraded, damaged and very narrow, with only one car allowed to pass, causing a huge impact on traffic. According to the settlement results, in 2023, the Department of Transport, Thanh Hoa City People's Committee, and Thieu Hoa District People's Committee have invested in repairing and upgrading some sections of Provincial Road 502. In 2024, implementing Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of repair works of provincial roads under the road maintenance plan in 2024, the Department of Transport is implementing the project to repair the section Km9+600-Km11+00/DT.502 with a total investment of 2.25 billion VND, scheduled to be completed in the fourth quarter of 2024. At the same time, Thieu Hoa District People's Committee is investing in the section Km14+60-Km14+480, with implementation time in 2024.
Voters of Thieu Hoa district requested the province to soon invest in upgrading Ke Bridge across the northern canal in Thieu Toan commune on Provincial Road 515A because it is very small (this route has been invested in and upgraded, convenient for travel, but this bridge is small, only 2.5m wide): Up to now, the repair of Ke Bridge at Km11+148.5/DT.515 has been completed on November 30, 2023.
Voters of Thieu Hoa district requested the province to continue investing in the remaining dike line of Cau Chay river from Thieu Long commune to Thieu Quang. Because the above dike line has just been invested in Dong Lo village, Thieu Long commune. According to the settlement results, the project to repair and restore the right dike of Cau Chay river, section K33+600÷ K35+650, Thieu Long commune (Thieu Hoa) and the project to repair and upgrade the right dike of Cau Chay river, section K35+650- K37+650, Thieu Long commune, Thieu Giang commune (Thieu Hoa) are being implemented by the People's Committee of Thieu Hoa district.
Voters of Vinh Loc district proposed the Provincial People's Committee to upgrade and expand the road surface of 4 provincial roads, including: Provincial Road 523C, Provincial Road 516B, Provincial Road 522, Provincial Road 508 with a total length of 31.05km to at least level III, to contribute to meeting the travel and trade needs of Vinh Loc district. According to the settlement results, in 2023, the Department of Transport has completed the repair of a number of sections. In 2024, implementing Decision No. 4828/QD-UBND dated December 18, 2023 of the Chairman of the Provincial People's Committee on approving the list of repair works of provincial roads under the road maintenance plan in 2024, the Department of Transport is implementing projects to repair roads, with the completion schedule in the fourth quarter of 2024.
Voters of Vinh Loc district requested the province to support the construction and upgrading of the left dike of Buoi River, the construction of a pumping station and a drainage system for the left dike of Buoi River for the two communes of Vinh Hung and Vinh Phuc (Vinh Loc). According to the settlement results, regarding the construction and upgrading of the left dike of Buoi River: On December 22, 2023, the People's Council of Vinh Loc district decided to invest in the project to treat the dike surface from K19+863-K22+821 of the left dike of Buoi River, Vinh Phuc commune. The People's Committee of the district issued Decision No. 677/QD-UBND dated March 4, 2024 approving the above project with a total investment of VND 9,775,599 million, of which the provincial budget supported VND 7 billion. Regarding the construction of the pumping station and the dike system on the left bank of Buoi river for the two communes of Vinh Hung - Vinh Phuc: To ensure drainage for Vinh Hung and Vinh Phuc communes when there are floods, the People's Committee of Vinh Loc district has directed the People's Committee of Vinh Hung commune to carry out dredging, clearing and clearing congestion on the above canals, proactively and promptly operate the drainage sluices when there are floods to improve drainage efficiency and reduce flooding. The Provincial People's Committee will support Vinh Loc district when there are conditions in terms of capital.
Voters of Vinh Loc district requested the province to direct the acceleration of the selection of a design consultant for the construction of the East Thai Temple and West Thai Temple of the Ho Dynasty Citadel. According to the settlement results, the Department of Culture, Sports and Tourism is currently completing the documents and procedures to re-organize the bidding. In order to select a design consultant and a construction unit for the East Thai Temple and West Thai Temple of the Ho Dynasty Citadel as requested by voters, it is necessary to go through many procedures according to the provisions of law. In the coming time, the Provincial People's Committee will direct the Department of Culture, Sports and Tourism as soon as possible, on the basis of complying with the provisions of current law, to accelerate the implementation of the project as requested by voters.
Voters of Ha Trung district proposed that the province continue to invest in the entire route from Cu bridge to Ha Tien, extending down to Hoat Giang commune; provincial road 522B from National Highway 217B to Den Song, Bim Son town; upgrade provincial road 508 B through Ha Ngoc and Ha Son communes; upgrade provincial road 522B through Ha Tan and Ha Tien communes; upgrade provincial road 522B from Ha Giang commune to Ha Long commune. Invest in upgrading and expanding the road surface of provincial road 527C from the District Party Committee to Ha Thanh bridge. According to the settlement results, for provincial road 522B: In 2023, the Department of Transport has repaired the sections. For provincial road 527C: In 2023 and 2024, the Department of Transport has been and is repairing the sections.
Voters of Ha Trung district requested the province to support investment in repairing and upgrading the Hon Bong dike section through Ha Son and Ha Linh communes; dredging Bong Khe river (Ha Linh commune) to Hon Bong dam; solidifying the Dong Mao and Dong Chieu dikes in Ha Lai commune; dredging Tong river section from Tran bridge (Ha Bac commune) to Tong Giang bridge. According to the settlement results, the People's Committee of Ha Trung district has included it in the list of projects that need investment, repair and upgrading; however, due to the decrease in land use fee revenue of the district, the capital source has not been allocated for implementation.
Voters of Yen Duong commune (Ha Trung) requested the province to have a specific policy on the time of relocation and resettlement for 350 households located in the Hoat River flood escape corridor. According to the settlement results, the People's Committee of Ha Trung district has directed functional departments and offices to coordinate with the Ha Trung Dike Management Department to strictly manage and prevent new violations from occurring. In the long term, the Provincial People's Committee will direct the People's Committee of Ha Trung district to develop a resettlement plan and a relocation plan to submit to the Provincial People's Committee for approval when the funding source is balanced.
