Handing over 102.3 square meters of land to Hoan Kiem district to build Ly Thuong Kiet Kindergarten

Vice Chairman of the City People's Committee Nguyen Trong Dong signed and issued Decision No. 6185/QD-UBND dated November 29, 2024 on the allocation of 102.3 square meters of land (phase 1) at 49 Phan Boi Chau, Cua Nam Ward, Hoan Kiem District to the People's Committee of Hoan Kiem District to implement the project of building Ly Thuong Kiet Kindergarten.

Accordingly, 102.3 square meters of land at 49 Phan Boi Chau, Cua Nam Ward, Hoan Kiem District will be recovered by the Ministry of Finance , transferring the original state of the house and land from the People's Committee of Dien Bien Province to the People's Committee of Hanoi City for management and handling according to Decision No. 47/QD-BTC dated January 15, 2021 and Official Dispatch No. 455/BTC-QLCS dated January 15, 2021 to build Ly Thuong Kiet Kindergarten. At the same time, the above recovered land area will be handed over to the People's Committee of Hoan Kiem to implement the investment project to build Ly Thuong Kiet Kindergarten approved by the People's Committee of Hoan Kiem District in Decision No. 1369/QD-UBND dated June 3, 2024.

The location, boundary, and area of ​​the land plot limited by markers 1 to 7, 1 are determined in the 1/200 scale master plan drawing prepared by the joint venture Vinacom Investment and Construction Joint Stock Company and Thang Long Architecture, Fine Arts and Technology Joint Stock Company, approved by the People's Committee of Hoan Kiem District in Decision No. 1244/QD-UBND dated May 21, 2024.

Form of land use: The State allocates land without collecting land use fees. The land use term is long-term. Method of land allocation: Land allocation without auctioning land use rights, without bidding to select investors to implement projects using land.

The Hanoi People's Committee assigned the Hoan Kiem District People's Committee to contact the Department of Natural Resources and Environment to determine the boundary and receive land handover on the field. Adjust and supplement the investment progress according to regulations; organize the construction of Ly Thuong Kiet Kindergarten according to the approved investment project to ensure the overall planning, synchronous connection of technical infrastructure and regional infrastructure.

The People's Committee of Hoan Kiem District is responsible for preparing and approving the Master Plan to ensure that there is no interlaced land area, and that land is used economically and effectively. Approving the compensation, support, resettlement and land recovery plan for the remaining 207.17 square meters of land of the project in accordance with the provisions of law; completing the second phase of land use records of the project, reporting to the Department of Natural Resources and Environment for appraisal, and submitting to the City People's Committee for decision. The Departments of Natural Resources and Environment, Finance, Construction, Planning - Architecture, Planning and Investment; and Hanoi Tax Department guide the People's Committee of Hoan Kiem District to carry out specialized management contents according to regulations.

Hanoi Land Registration Office updates land use rights registration, performs change registration procedures, and adjusts land changes into cadastral records according to regulations.
